Road Transport Licensing Committee Monthly Newsletter APPLICATIONS, DECISIONS AND NOTICES

Notice Period The Road Transport Act 2001 and the Road Transport Regulations 2018 require the Road Transport Licensing Committee (“the Committee”) to publish details of applications, meetings and decisions. Copies of all applications are available at the RTLC office. Within a period of twenty one days from the date of this publication, any person may write to the Committee making any objections or representations with respect to the application. Written objections can be received by letter or email. They should include the name and address of the sender and include the reasons why the objection or representation is made. APPLICATIONS The following information is relevant to applications 1 to 8. Bus Vannin currently has approval to operate 90 buses and 10 minibuses. Bus Vannin currently has approval for 13 Section 25 Regular Service Licences. Full copies of the proposed amendments to Bus Vannin timetables are available for inspection from Bus Vannin. The registered address for Bus Vannin is Transport Headquarters, Banks Circus, Douglas, IM1 5PT. Copies of all applications are available for inspection at the RTLC office.

1. Application for a New Regular Service Licence – Department of Infrastructure, t/a Bus Vannin Regular service of stage vehicles between Nobles Hospital and via Douglas Town Centre. The service will operate daily at 30 (or fewer) minute intervals during “commuter hours” between Monday and Saturday (a copy of the proposed timetable is available to view at the RTLC office). The aim of the new Service is to replace existing services which are being withdrawn with a more rational service pattern. Standard fares will apply.

2. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/08 – Services 1, 1A, 1H, 2A, 2C, 11, 11A, 12, 12A and N1. A regular service of stage vehicles between

Circular No: 505 – 22nd November 2019 Page 1 of 7  Onchan, Birch Hill and / via the Airport and Castletown (1, 1A, 11, 12, 12A).  Nobles Hospital or Hailwood Avenue and Port Erin/Port St Mary via the Airport and Castletown (1H).  Onchan, Ballachrink and Port Erin/Port St Mary via the Airport and Castletown (2, 2A, 2C). The service currently operates;  On Mondays to Saturdays between the Promenades, Central Douglas and Port Erin at least 15 minutes during the day and hourly during the later evening.  On Sundays it operates every 20 minutes, with slightly reduced early morning and evening frequency. To operate the service by making the following amendments;  Additional running time will be provided on many journeys.  Services 11 and 12 will operate throughout the day, not just on evenings and Sundays.  The early morning and evening schedules have been slightly amended.  Service 1H will operate to and from Nobles Hospital on Saturdays as well. This service currently terminates at Governors Hill.  A Saturday service will now operate on Bank Holidays and Sundays during the TT Period.  The Sunday 23:10 journey from Douglas will operate from Anagh Coar replacing the 21 service (except during the TT Period). The variations are required because;  To cater for increased patronage.  To ensure better reliability.  To provide a more logical timetable in the evenings, South of Castletown.

3. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/13 – Services 5, 5A, 5C, 6, 6A, 6C, N5 and N6. Regular service of stage vehicles between Douglas and Ramsey via Crosby, St. John’s, Peel, Kirk Michael and Ballaugh. The service currently operates;  Between Douglas and Peel approximately every 30 minutes during the day with alternate journeys providing an hourly service between Peel and Ramsey.  Hourly between Douglas and Peel during the later evening with some journeys between Peel and Ramsey.  Half hourly on Sundays between Douglas and Peel and every 2 hours between Peel and Ramsey during the day with infrequent journeys during the evening. To operate the service by making the following amendments;  To alter the routing in Ramsey. Current routing: Ramsey Bus Station – Bowring Road – Richmond Road – Cottage Hospital – Bowring Road – Ramsey Bus Station. New routing: Ramsey Bus Station – Bowring Road – North Shore Road – Mooragh Promenade – Bride Road – Cottage Hospital – Bowring Road – Ramsey Bus Station.

Circular No: 505 – 22nd November 2019 Page 2 of 7  To provide and additional journey at 07:40 on Saturdays from Douglas to Nobles Hospital as it occurs on weekdays. The variations are required because:  To provide a service along Mooragh Promenade and by Ormly Estate.

4. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/15 – Services 4, 4C, 4P, 4R, 4W and 4CW. A regular service of stage vehicles between Douglas and Foxdale via Braaid. The service currently operates;  With alternate journeys continuing to St Johns, Peel and Niarbyl or and Castletown.  Sunday journeys operate during summer period only. To operate the service by making the following amendments;  To vary the route of the proposed service in the Douglas area between Lord Street and the Business Park to operate via Westmoreland Road, the Quarterbridge and Ballaughton Manor Hill. The variations are required because;  To replace services 10 and 21A.

5. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/17 – Services 8, 8A, 8R and 28. Regular service of stage vehicles between Peel and Castletown/Port Erin via St Johns and Foxdale. The service currently operates;  Daytime Mondays to Saturdays between Peel and Casteltown approximately every hour.  With an infrequent summer Sunday service between Peel and Castletown or Peel and Port Erin.  With infrequent Monday to Saturdays journeys around Port Erin and the Sound including Bradda. This is accompanied by hourly summer Sunday journeys. To operate the service by making the following amendments;  Removal of the 09:16 journey on weekdays. The variations are required because:  That journey is underused and needs to be removed.

6. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/19 – Services 3, 3A, 3B, 13, 15, CL, OT, N3 and X3. Regular service of stage vehicles between;  Between Douglas and Ramsey via – operating every 30 minutes Monday to Saturday daytime and hourly evenings and Sundays (3/3A/X3).  Between Douglas and Old Laxey via King Edward Road and Groudle – operating infrequently Mondays to Fridays only (13).

To operate the service by making the following amendments;  To swap some 3 and 3A journeys in the evening and on Sundays.  To slightly revise the timetable at weekends  To provide an increased frequency on summer Sundays from the 1st Sunday in May to the 1st Sunday in October (inclusive) as well as providing this level of service on Bank Holidays during the TT Period.  To operate the 13 service 12:30 journey from Laxey at 12:25.  To remove service 15 in its entirety. The variations are required because:  A more co-ordinated service is required in conjunction with services 11 and 12 between Douglas Town Centre and St Ninians High School.  They will provide a more consistent timetable across the week.  They will increase operating efficiency on the 13 route.  They will remove underused journeys.

7. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/22 – Services 16, 16A, 16B, 17, 17K, 18, 18K, 19, 20 and 20A. A regular service of stage vehicles between:  Ramsey and Maughold which operates Mondays to Fridays only.  Ramsey and Jurby, Andreas and Bride. To operate the service by making the following amendments:  A reduction of timetabled journeys (a copy of the proposed timetable is available from the RTLC office). The variations are required because:  Underused journeys need to be replaced by ConnectVILLAGES services.

8. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/44 – Services 21, 21A, 21B and 21H. A regular service of stage vehicles between Central Douglas and Anagh Coar/Farm Hill via Pulrose and Spring Valley (service 21) with some journeys operating via Ballaughton Manor Hill (service 21A), extending to the IoM Business Park (service 21B) or extending to Nobles Hospital (service 21H). To operate the service by making the following amendments;  A revised timetable. The variations are required because:  Minor adjustments are required to co-ordinate with other services in the area.

Mr EAR Valfridsson – New Operator Registration To register as a new operator under Part “A” of the Register of Public Passenger Vehicles through the addition of one Class A – Modern Style Executive Private Hire car. The proposed operating centre and registered address of the operation is identified in the application as 36 Ashlar Drive, Union Mills. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at the Department of Environment, Food and Agriculture (“DEFA”).

10. Miss K Stamp, t/a IoM Trike Tours – Variation of Operator Registration To vary the operator registration under Part “A” of the Register of Public Passenger Vehicles through a change of operating centre. The proposed operating centre is identified in the application as 11 Castlemona Avenue, Douglas. An assurance regarding the suitability of the proposed centre may be required from the Planning Section at DEFA. The registered address of the operation is The Beeches, Baltic Road, Kirk Michael. The applicant has approval to operate four Private Hire Trikes.

11. Mr MJ Bell – Variation of Operator Registration To vary the operator registration under Part “A” of the Register of Public Passenger Vehicles through a change of operating centre. The proposed operating centre is identified in the application as Unit KC, Harcourt Drive, Balthane Industrial Estate, Ballasalla. An assurance regarding the suitability of the proposed centre may be required from the Planning Section at DEFA. The registered address of the operation is 3 Cronk Lheang, Ballawattleworth Estate, Peel. The applicant has approval to operate Ply for Hire taxis in the South and Malew Districts and one Ply for Hire taxi in the South District.

12. Mr AS Bowman – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi in the East District. The applicant has approval to operate one Ply for Hire taxi in the East District

DECISIONS 1. Mr PJ Barry – Variation of an Operator Registration To vary the operator registration under Part “A” of the Register of Public Passenger Vehicles through the addition of an operating centre. The proposed operating centre is identified in the application as 5 Lheannag Park, Anagh Coar, Douglas The application was approved.

Mr MJ Bell – Variation of an Operator Registration To register as a new operator under Part “A” of the Register of Public Passenger Vehicles through the addition of a Section 29 service of eight Ply for Hire vehicles of up to eight passenger seats in the South and Malew Districts and one Ply for Hire vehicle of up to eight passenger seats in the South District. This follows the transfer of business under the provisions of “The Road Transport (Continuance of Registration or Licence on Death, etc.) Regs. 2002”, from the previous operator Bunty’s Taxis. The registered address of the operation is identified in the application as 3 Cronk Lheang, Ballawattleworth Estate, Peel. The proposed operating centre is identified in the application as Unit 5, Hudson’s Yard, Lime Street, Port St Mary. The application was approved.

3. Mr O Wasawas – New Operator Registration To register as a new operator under Part “A” of the Register of Public Passenger Vehicles through the addition of a Section 29 service of Ply for Hire vehicle of up to eight passenger seats in the Malew District, following the transfer of business under the provisions of “The Road Transport (Continuance of Registration or Licence on Death, etc.) Regs. 2002”, from the previous operator Mr M Kavak. The applicant would also like to appoint Mr E Cantero as his designated Transport Manager. The proposed operating centre and registered address of the operation is identified in the application as 31 Marathon Avenue, Douglas. The application was approved and Mr Cantero was also approved in the role of designated Transport Manager for Mr Wasawas.

4. Hopes and Dreams Ltd – Variation of an Operator Registration To vary the operator registration under Part “A” of the Register of Public Passenger Vehicles through the addition of an operating centre. The proposed operating centre is identified in the application as Unit 3, Tennis Road, Douglas. The application was approved.

5. Mr AL Lumber – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi in the Malew District. The application was approved.

6. Mr Nor, t/a ABN Taxi Service Ltd – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi in the Malew District. The application was approved.

Mr NP Devereau, t/a Bunty’s Taxis – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxis in the South District and nine Ply for Hire taxis in the Malew and South Districts. The application was refused. The Committee decided to approve the provision of one Ply for Hire taxi in the Malew and South Districts due to the transfer of business to Mr MJ Bell.

COMMITTEE MEETINGS The next scheduled meetings of the Committee for public passenger vehicles which will be held in public are currently scheduled to take place on 27th November, 6th December and 18th December at Thie Slieau Whallian, Foxdale Road, St John’s. All applicants and objectors that are required to attend a meeting will receive a formal invitation letter prior to the meeting. It is anticipated that the applications advertised in this AD&N Circular will be heard at the 18th December meetings. Should you require information on the timetables for any upcoming meetings, please contact the RTLC office. If you intend to observe any meeting in public that you are not specifically invited to, it would be appreciated if you could inform RTLC staff of your intentions prior to the meeting. This information is required to ensure that there is sufficient space at the meeting to accommodate any observers. Should there not be sufficient space at Thie Slieau Whallian, a different venue for the meeting would have to be found and this could delay proceedings.
