Notice Period The Road Transport Licensing Committee Regulations 2002 require the Road Transport Licensing Committee (“the Committee”) to publish details of applications, meetings and decisions. Copies of all applications are available at the RTLC office. Within a period of twenty one days from the date of this publication, any person may write to the Committee making any objections or representations with respect to the application. Written objections can be received by letter or email. They should include the name and address of the sender and include the reasons why the objection or representation is made. They must be sent to the applicant’s registered address as well as to the RLTC office. APPLICATIONS

1. Mr V Vahaplar - Variation of an Operator Registration To vary the operator registration under Part “A” of the Register of Public Passenger Vehicles through a change of registered address and operating centre. The proposed operating centre and registered address of the operation is identified in the application as Flat 1, 12 Derby Road, Douglas, IM2 3ET. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at the Department of Environment, Food and Agriculture (“DEFA”). Should the application be successful, the applicant will be surrendering 75 Anagh Coar Road, Douglas as an approved operating centre. The applicant has approval to operate one Ply for Hire taxi in the East District and one Class A – Modern Style Executive Private Hire car.

2. Mr O Vahaplar & Mr U Al – Variation of an Operator Registration To vary the operator registration under Part “A” of the Register of Public Passenger Vehicles through the addition of a Section 29 service of Ply for Hire vehicle of up to eight passenger seats in the East District, following the transfer of business under the provisions of “The Road Transport (Continuance of Registration or Licence on Death, etc.) Regs. 2002”, from the previous operator Miss KD Bailey. The proposed operating centre and registered address of the operation is identified in the application as Flat 1, 12 Derby Road, Douglas, IM2 3ET. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at DEFA.

3. Mr BW Jones – New Operator Registration To register as a new operator under Part “A” of the Register of Public Passenger Vehicles through the addition of a Section 29 Ply for Hire vehicle of up to eight passenger seats in the South District, following the transfer of business under the provisions of “The Road Transport (Continuance of Registration or Licence on Death, etc.) Regs. 2002”, from the previous operator Mr E Girgin. The proposed operating centre and registered address of the operation is identified in the application as 33 Rosehill Mews, Douglas, IM2 2NA. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at DEFA. The applicant would also like to appoint Mr E Girgin as designated Transport Manager to the operation should the application be successful.

4. Miss BL Wicklow – New Operator Registration To register as a new operator under Part “A” of the Register of Public Passenger Vehicles through the addition of one Private Hire Minibus. The proposed operating centre for the vehicle and registered address of the operation is identified in the application as 96 Anagh Coar Road, Douglas, IM2 2BJ. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at DEFA.

5. Mr P Joughin – Variation of an Operator Registration To vary the operator registration under Part “A” of the Register of Public Passenger Vehicles through the addition of two operating centres. The proposed operating centres are listed as:  Lower Lancaster Road, Douglas  60 Victoria Road, Douglas An assurance regarding the suitability of the proposed centres may be required from the Planning Section at DEFA. The registered address of the operation is identified in the application as 24 Richmond Grove, Douglas, IM1 3DZ. The applicant has approval to operate two Ply for Hire taxis in the East District, one Private Hire Minibus and one Class A – Modern Style Executive Private Hire car.

6. Mr J Moutiq – Variation of an Operator Registration To vary the operator registration under Part “A” of the Register of Public Passenger Vehicles through the addition of one Class A – Modern Style Executive Private Hire car. The proposed operating centre is identified in the application as 17 Bemahague Drive, , IM3 4AW. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at DEFA.

The applicant currently has approval to operate one Ply for Hire taxi in the East District and one Ply for Hire taxi in the Malew District.

7. Mr P Langridge – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi (wheelchair accessible) in the East District. The registered address of the operation is 18 Campion Way, Abbeyfields, Douglas, IM2 7DU. The applicant has approval to operate one Ply for Hire taxi (wheelchair accessible) in the East District.

8. Miss K Stamp t/a IOM Trike Tours – Variation of an Operator Registration To vary the operator Registration under Part “A” of the Register of Public Passenger Vehicles through the addition of a Private Hire Trike. The applicant would also like to change the registered address of the operation. The proposed operating centre for the vehicle and new registered address of the operation is identified in the application as The Beeches, Baltic Road, Kirk Michael, IM6 1EF. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at DEFA. The applicant would also like to vary the operator registration through the removal of one Private Hire Motorcycle and one Private Hire Motorcycle and Sidecar. The applicant currently has approval to operate three Private Hire Trikes, one Private Hire Motorcycle and one Private Hire Motorcycle and Sidecar.

9. Mr PF Locke – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi in the East District. The registered address of the operation is 56 Derwent Drive, Lakeside Gardens, Onchan, IM3 2DA. The applicant has approval to operate one Ply for Hire taxi in the East District.

10. Mr S Osman – Variation of an Operator Registration To vary the operator registration under Part “A” of the Register of Public Passenger Vehicles through a change of registered address and operating centre. The proposed operating centre and registered address of the operation is identified in the application as 128 Maghergarran, , IM9 6DA. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at DEFA. Should the application be successful, the applicant will be surrendering Cooil Maynrys, 12 Viking Hill, Colby as an approved operating centre. The applicant has approval to operate one Ply for Hire taxi in the South District and Malew Districts.

The applicant has approval to operate one Ply for Hire taxi in the North West District and one Class A – Modern Style Executive Private Hire car.

12. Ballacabs South Ltd. – Variation of an Operator Registration To vary the operator registration under Part “A” of the Register of Public Passenger Vehicles through a change of registered address and operating centre. The proposed operating centre and registered address of the operation is identified in the application as 64 Cronk Cullyn, Colby, IM9 4PS. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at DEFA. Should the application be successful, the applicant will be surrendering Cooil Maynrys, 12 Viking Hill, Colby as an approved operating centre. The applicant has approval to operate one Ply for Hire taxi (wheelchair accessible) in the South District and Malew Districts.

13. Mr M Versluijs – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of two Ply for Hire taxis in the East District. The registered address of the operation is Meadow House, 4 Camlork Close, Strang, IM4 4TW. The applicant has approval to operate two Ply for Hire taxis in the East District.

14. Mr P Scott, t/a Scotty’s Taxi – New Operator Registration To register as a new operator under Part “A” of the Register of Public Passenger Vehicles through the addition of one Class A – Modern Style Executive Private Hire car. The proposed operating centre for the vehicle and registered address of the operation is identified in the application as The Coach House, Cherry Tree Lodge, Strang Road, Union Mills, IM4 4NL. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at DEFA.

15. Mr S Hesketh, t/a Ronaldsway Taxi Services – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi in the Malew District. The registered address of the operation is 3 Mourne View Road, Peel, IM5 1UW. The applicant has approval to operate one Ply for Hire taxi in the Malew District.

Mr J McCreadie – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi in the Malew District. The registered address of the operation is 10 Victoria Crescent, Douglas, IM2 4BS. The applicant has approval to operate one Ply for Hire taxi in the Malew District.

17. Mr NZ Bojte – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi in the Malew District. The registered address of the operation is 34 Empress Apartments, Central Promenade, Douglas, IM2 4EE. The applicant has approval to operate one Ply for Hire taxi in the Malew District.

The following information is relevant to applications 18 and 19. Bus Vannin currently has approval to operate 90 buses and 10 minibuses. Bus Vannin currently has approval for 13 Section 25 Regular Service Licences (“RSLs”). Full copies of the proposed amendments to Bus Vannin timetables are available for inspection from Bus Vannin. The registered address for Bus Vannin is Transport Headquarters, Banks Circus, Douglas, IM1 5PT.

18. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/19 – Services 3, 3A, 3B, 13, 15, CL, OT, N3, X3. Regular service of stage vehicles between;  Between Douglas and Ramsey via – operating every 30 minutes Monday to Saturday daytime and hourly evenings and Sundays (3/3A/X3).  Between Douglas and Old Laxey via King Edward Road and Groudle – operating infrequently Mondays to Fridays only (13).  Services in the Laxey area during the summer period (15). To operate the service by making the following amendments;  To operate extra journeys from Douglas to Ramsey via Laxey and return between the 1st Sunday of the TT Fortnight and the end of October. Departing Douglas 08:45 09:45 10:45 11:45 12:45 13:45 14:45 15:45 Departing Ramsey 09:45 10:45 11:45 12:45 14:45 15:45 16:45 18:15 The variations are required to provide a half-hourly daytime frequency during the summer season – to finish on the same date as the other seasonal journeys. The proposed commencement date is 26th May 2019.

19. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/22 – Services 16, 16A, 16B, 17, 17K, 18, 18K, 19, 20, 20A. A regular service of stage vehicles between:

Circular No: 496 – 15th April 2019 Page 5 of 11  Ramsey and Maughold which operates Mondays to Fridays only.  Ramsey and Jurby, Andreas and Bride. To operate the service by making the following amendments:  Additional journeys to Jurby during the period of enhanced TT operation – this year Wednesday 29th May to Saturday 8th June 2019. The variations are required to provide additional journeys to serve the Jurby area as part of the increased TT period services package. The proposed date for the reduction of the services is 29th May 2019.

DECISIONS 1. Mr O Vahaplar and Mr U Al – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi in the South District and one Ply for Hire taxi in the North West District. The application was approved.

2. Mr Y Ozenturk – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi in the East District. The application was approved.

3. Mr DA Mackey – Variation of an Operator Registration To vary the operator Registration under Part “A” of the Register of Public Passenger Vehicles through the removal of a designated Transport Manager. The applicant would like to remove Mr J Faragher as the designated Transport Manager to the operation. The application was approved.

4. Mr ND Smith – Variation of an Operator Registration To vary the operator registration under Part “A” of the Register of Public Passenger Vehicles through a change of registered address and operating centre. The operating centre and registered address of the operation was identified in the application as Kerrow Dhoo Farmhouse, Gleneedle, Lower Foxdale, IM4 3BG. An assurance regarding the suitability of the proposed centre was not required from the Planning Section at the DEFA. The applicant will also surrender 24 Hillberry Meadows, Douglas as one of his approved operating centres. The application was approved.

Mr P Poglodek – Variation of an Operator Registration To vary the operator Registration under Part “A” of the Register of Public Passenger Vehicles through the appointment of a designated Transport Manager. The applicant would like to appoint Mr J Faragher as his designated Transport Manager. The application was approved.

6. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/13 – Services 5, 5A, 5C, 6, 6A, 6C, N5, N6. Regular service of stage vehicles between Douglas and Ramsey via Crosby, St. John’s, Peel, Kirk Michael and Ballaugh. The service currently operates; • Between Douglas and Peel approximately every 30 minutes during the day with alternate journeys providing an hourly service between Peel and Ramsey. • Hourly between Douglas and Peel during the later evening with some journeys between Peel and Ramsey. • Hourly on Sundays between Douglas and Peel and every 2 hours between Peel and Ramsey during the day with infrequent journeys during the evening. To operate the service by making the following amendments; a) Monday to Sunday daytime departures from Ramsey to Peel and Douglas to be retimed to depart at 05 minutes past each hour instead of 10 minutes past each hour. b) To withdraw the Monday to Saturday 16:22 Douglas to Peel journey. c) To terminate the Monday to Friday 17:22 Douglas (Lord Street) departure in Peel. The variations are required because: a) For better vehicle utilisation. b) This was a positioning journey which has been made redundant by other changes. c) Adequate provision between Peel and Ramsey as both the 17:07 and 17:37 Douglas (Lord Street) departures operate via Peel to Ramsey. The application was approved.

7. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/15 – Services 4, 4C, 4P, 4R. A regular service of stage vehicles between Douglas and Peel/Niarbyl via Braaid, Foxdale and St. John’s. The service currently operates;  Daytime Monday to Saturday between Douglas and Peel approximately every 2 hours with most journeys extending to service Glen Maye, Dalby and Niarbyl.  Sunday journeys operate during summer period only. To operate the service by making the following amendments; a) To operate an extra Mondays to Fridays Peel to Douglas journey as follows: 18:07 Peel Town Hall

Circular No: 496 – 15th April 2019 Page 7 of 11 18:15 St Johns, Tynwald Inn 18:19 Lower Foxdale 18:22 Higher Foxdale, school 18:33 IOM Business Park 18:39 Groves Road, NSC 18:49 Douglas, Lord Street b) On Saturday to extend the 08:40 service 4C to Port Erin and change the 16:17 service 4C departure from Lord Street to a service 4 to operate as far as Peel. The variations are required because; a) Requests for a later bus to serve Foxdale from Peel – especially for pupils from Queen Elizabeth II High School who participate in “after school” activities. To replicate the Mondays to Fridays 16:17 journey between Douglas and Peel. The 08:40 journey currently terminates in Castletown before returning direct to Douglas. The application was approved.

8. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/19 – Services 3, 3A, 3B, 13, 15, CL, OT, N3, X3. Regular service of stage vehicles between;  Between Douglas and Ramsey via Laxey – operating every 30 minutes Monday to Saturday daytime and hourly evenings and Sundays (3/3A/X3).  Between Douglas and Old Laxey via King Edward Road and Groudle – operating infrequently Mondays to Fridays only (13).  Services in the Laxey area during the summer period (15). To operate the service by making the following amendments; a) To operate the Monday to Friday 10:15 Ramsey to Douglas and 13:45 Douglas to Ramsey journeys on the same route as all other journeys via Woodbourne Road and Bucks Road and not via Broadway and Loch Promenade. b) To replace the daytime services to the Ramsey Estates (Services OT and CL) with the new Demand Responsive Transport “Connect Villages” service. The variations are required because: a) The operation of a single journey in each direction via a different route causes passenger confusion as they are not expecting a change from the normal routing. To extend the Demand Responsive Transport “Connect Villages” service to the Ramsey area. The application was approved.

9. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/36 – Services 10, 22, 22A, 25, 26, 26B, 26M, 27. A regular service of stage vehicles between:  Nobles Hospital and Willaston/Birch Hill via Central Douglas and Bucks Road, Ballabrooie or Tromode Park Estate.  Central Douglas and Willaston via Victoria Road and Birch Hill.

To operate the service by making the following amendment:  To operate the current schooldays only Service 25 departure at 08:00 from Birch Hill to Lower Douglas as a full journey departing Douglas (Lord Street) at 07:40 (which makes the departure from Birch Hill to be 08:01). The variation is required to operate the current “dead” journey from Lower Douglas to Birch Hill as an advertised service journey. The application was approved.

10. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL 02/08 – A regular service of stage vehicles between Douglas/Onchan and Port Erin/ RSL 02/13 – A regular service of stage vehicles between Douglas and Ramsey via Peel RSL 02/19 – A regular service of stage vehicles between Douglas and Ramsey via Laxey

To operate extra Hullad Oie Night Owl journeys one hour later during the period of enhanced TT provision (usually the Wednesday of Practice Week until the Saturday of Race Week) together with extra journeys before midnight to provide these journeys as follows:  Service N1: 01:15 Douglas to Port Erin & Port St Mary via Castletown 01:20 Port St Mary via Port Erin and Castletown to Douglas  Service N3: 01:15 Douglas to Ramsey via Hailwood Avenue, Onchan and Laxey 01:15 Ramsey to Douglas via Laxey and Onchan  Service 5: 23:15 Ramsey to Peel  Service 6: Extension of the normal 21:37 Douglas to Peel journey to Ramsey  Service N5: 01:15 Douglas to Peel via Strang and Crosby 01:50 Peel to Douglas via Crosby and Strang  Service N6: 00:01 Peel to Ramsey 00:30 Douglas via Crosby and Peel to Ramsey 00:45 Ramsey via Peel and Crosby to Douglas

The variations are required to provide additional late journeys during the period of the TT Festival. The application was approved.

11. Mr BC Allen – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi in the East District. The application was approved.

13. Mr PJ Barry – New Operator Registration To register as a new operator under Part “A” of the Register of Public Passenger Vehicles through the addition of a Section 29 service of Ply for Hire vehicle of up to eight passenger seats in the Malew District, following the transfer of business under the provisions of “The Road Transport (Continuance of Registration or Licence on Death, etc.) Regs. 2002”, from the previous operator Mr NZ Bojte. The proposed operating centre for the vehicle and registered address of the operation was identified in the application as Flat 4, 32 Hutchinson Square, Douglas, IM2 4HW. An assurance regarding the suitability of the proposed centre was not required from the Planning Section at DEFA. The application was approved.

14. Mr NG Kolev – New Operator Registration To register as a new operator under Part “A” of the Register of Public Passenger Vehicles through the addition of one Class A – Modern Style Executive Private Hire car. The proposed operating centre for the vehicle and registered address of the operation was identified in the application as Flat 3, 14 Stanley View, Douglas, IM2 3JA. An assurance regarding the suitability of the proposed centre may be required from the Planning Section at DEFA. The application was deferred.

15. Mr PK Roginski – New Operator Registration To register as a new operator under Part “A” of the Register of Public Passenger Vehicles through the addition of one Class A – Modern Style Executive Private Hire car. The proposed operating centre for the vehicle and registered address of the operation was identified in the application as 16 Imperial Court, Castle Hill, Douglas, IM2 4AA. An assurance regarding the suitability of the proposed centre was not required from the Planning Section at DEFA. The application was approved.

16. Mr JC Lawson – Variation of an Operator Registration To vary the operator registration under Part “A” of the Register of Public Passenger Vehicles through a change of registered address and operating centre. The operating centre and registered address of the operation was identified in the application as 18 Rosehill Mews, Douglas, IM2 2NA. An assurance regarding the suitability of the proposed centre was not required from the Planning Section at DEFA. The applicant also decided to surrender 46 Anagh Coar Road, Douglas as one of his approved operating centres.

COMMITTEE MEETINGS The next scheduled meetings of the Committee which will be held in public are currently scheduled to take place on 24th April, 9th May and 22nd May at Thie Slieau Whallian, Foxdale Road, St John’s. All applicants and objectors that are required to attend a meeting will receive a formal invitation letter prior to the meeting. It is anticipated that the applications advertised in this AD&N Circular will be heard at either the 11th May or the 22nd May meetings. Should you require information on the timetables for any upcoming meetings, please contact the RTLC office. If you intend to observe any meeting in public that you are not specifically invited to, it would be appreciated if you could inform RTLC staff of your intentions prior to the meeting. This information is required to ensure that there is sufficient space at the meeting to accommodate any observers. Should there not be sufficient space at Thie Slieau Whallian, a different venue for the meeting would have to be found and this could delay proceedings.
