Notice Period The Road Transport Licensing Committee Regulations 2002 require the Road Transport Licensing Committee (“the Committee”) to publish details of applications, meetings and decisions. Within a period of twenty one days from the date of this publication, any person may write to the Committee making any objections or representations with respect to the application. Written objections can be received by letter or email. They should include the name and address of the sender and include the reasons why the objection or representation is made. They must be sent to the applicant’s registered address as well as to the RLTC office. APPLICATIONS It should be noted that for applications 1 to 4, the following information is appropriate; Bus Vannin currently has approval to operate 90 buses using 11 Regular Service Licences (“RSLs”). The registered address of the operation is Transport Headquarters, Banks Circus, Douglas, IM1 5PT. Full copies of all applications are available for inspection at the RTLC office.

1. Department of Infrastructure, t/a Bus Vannin – Application for Variation of an Operator Licence To add 10 vehicles of between 9 and 16 seats (minibuses) to their Operator Licence. The proposed operating centres are identified in the application as follows;  Ramsey Grammar School (West)  Ramsey District Cottage Hospital  Ramsey Tram Station  Kirk Michael School  Arbory School,  Marown School, Glen Vine  Ballacottier School, Farmhill, Douglas  Thie Ushtey, Douglas Assurances regarding the suitability of the proposed centres have yet to be received from the Planning Section at the Department of Environment, Food and Agriculture (“DEFA”).

Department of Infrastructure, t/a Bus Vannin – Application for a Section 25 Service Licence to Operate a Regular Service To provide a Section 25 Regular Service as follows; Route or route limits – the predetermined route limits for this service will be north of the A3 road between Kirk Michael and the Ramsey town border, all of the town of Ramsey and Maughold parish. Any suitable road may be used. The Regular Service will not include any school services, excursions or courtesy services. Timetable – it will be a Demand Responsive Service. Each journey will be initiated in advance either by phone or by using the internet. Subsequent requests for travel by other individuals will either be directed to an existing journey or a new one will be set up depending on demand. In the event of a journey coming across a prospective passenger at a bus stop, the bus will pick that passenger up. The intended hours of operation will be 05:00 to 23:00 from Monday to Saturday, but not necessarily at all hours in between. The Service will not run on Sundays or Bank Holidays. While there is no dedicated timetable for the Service as such, careful note will be taken of passenger requests for connection with Bus Vannin services operating from Ramsey Bus Station. Fare structure – fares charged will be in accordance with existing fare tables. Class(es) of vehicle to be used – mostly minibuses (between 9 and 16 passenger seats) but occasionally buses (over 16 passenger seats). It is unlikely that any double-deck buses will be used. Up to 25 vehicles are available to provide this service. Operating centres – i) The proposed operating centres are identified in the application as follows;  Ramsey Grammer School (West)  Ramsey District Cottage Hospital  Ramsey Tram Station  Kirk Michael School  Arbory School, Ballabeg  Marown School, Glen Vine  Ballacottier School, Farmhill, Douglas  Thie Ushtey, Douglas Assurances regarding the suitability of these proposed centres have yet to be received from the Planning Section at DEFA. ii) buses (over 16 passenger seats) to be kept at Banks Circus in Douglas, Ramsey Bus Station or Bus Depot. An assurance regarding the suitability of these proposed centres has been received from the Planning Section at DEFA. The aim of this new route is to replace very lightly used scheduled local bus services in the area concerned. The Service is demand responsive and will aid social inclusion while also facilitating new transport links which will reduce the costs of local service bus provision. While this may result in some reduction in the provision of regularly timetabled bus services during off-peak times to the areas being covered, school journeys will remain. The Service will also enable more efficient use of Isle of Man Government resources.

Department of Infrastructure, t/a Bus Vannin – Application for a Section 25 Service Licence to Operate a Regular Service To provide a Section 25 Regular Service as follows; Route or route limits – the predetermined route limits for this service will be to/from the Isle of Man Sea Terminal or Ronaldsway Airport from/to any point on the Island. The Regular Service will not include any school services, excursions or courtesy services. Timetable – it will be a Demand Responsive Service. Each journey will be initiated in advance either by phone or by using the internet. Subsequent requests for travel by other individuals will either be directed to an existing journey or a new one will be set up depending on demand. The intended hours of operation will be 05:00 to 23:00 from Monday to Saturday, but not necessarily at all hours in between. The Service will not run on Sundays but will run on occasional Bank Holidays – Senior Race Day and Tynwald Day will be included. Fare structure – fares charged will be in accordance with existing fare tables, but applied in similar fashion to the “Night Owls” where premium fares are charged. These premium fares will be applied at all times of day. Class(es) of vehicle to be used – mostly minibuses (between 9 and 16 passenger seats) but occasionally buses (over 16 passenger seats). It is unlikely that any double-deck buses will be used. Up to 25 vehicles are available to provide this service. Operating centres – i) The proposed operating centres are identified in the application as follows;  Ramsey Grammar School (West)  Ramsey District Cottage Hospital  Ramsey Tram Station  Kirk Michael School  Arbory School, Ballabeg  Marown School, Glen Vine  Ballacottier School, Farmhill, Douglas  Thie Ushtey, Douglas Assurances regarding the suitability of these proposed centres have yet to be received from the Planning Section at DEFA. ii) buses (over 16 passenger seats) to be kept at Banks Circus in Douglas, Ramsey Bus Station or Port Erin Bus Depot. An assurance regarding the suitability of these proposed centres has been received from the Planning Section at DEFA. The aim of this new route is to provide a service for customers living in areas without a normal bus service, at the times required, to catch the first flights from Ronaldsway Airport or the first sailings from the Douglas Sea Terminal. The Service will also connect with return flights at the end of the day. The Service will also enable more efficient use of Isle of Man Government resources.

4. Department of Infrastructure, t/a Bus Vannin – Application for Variation of an Operator Licence To remove IoM Transport Garage, Atholl Street, Peel as an operating centre. The premises in Peel have been sold and converted to other use.

Mr DE Cannell – Variation of an Operator Registration To vary the operator Registration under Part “A” of the Register of Public Passenger Vehicles through the addition of one Class A – Modern Style Executive Private Hire car. The proposed operating centre is identified in the application as 36 Ballanard Road, Douglas. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at DEFA. The registered address of the operation is 10 Cronkbourne Village, Cronkbourne, Douglas, IM4 4QG.

6. Mr KA Gogov – New Operator Registration To register as a new operator under Part “A” of the Register of Public Passenger Vehicles through the addition of a Section 29 service of Ply for Hire vehicle of up to eight passenger seats in the East District, following the transfer of business under the provisions of “The Road Transport (Continuance of Registration or Licence on Death, etc.) Regs. 2002”, from the previous operator Mr P McAdam and Mr SB Curtis. The proposed operating centre for the vehicle and registered address of the Operation is identified in the application as 23 Century Court, Douglas, IM2 4NT. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at DEFA.

7. Mr GC Power, t/a Powerwheels – Variation of an Operator Registration To vary the operator Registration under Part “A” of the Register of Public Passenger Vehicles through a change of operating centre. The proposed operating centre is identified in the application as Rowany Golf Club Car Park, Rowany Golf Club, Rowany Drive, Port Erin, IM9 6LN. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at DEFA. Should the application be successful, Mr Power will be removing Ballagilbert Farm, Ronague as one of his approved operating centres. The registered address of the operation is Taruman, Bradda West Road, Port Erin, IM9 6PL.

8. Adorn Domiciliary Care – Variation of an Operator Registration To vary the operator Registration under Part “B” of the Register of Public Passenger Vehicles through a change of designated Transport Manager. The applicant would like to appoint Mr R Neilsen as their Transport Manager. Should the application be successful, Mr SR Westcott would be removed from his position as Transport Manager. The registered address of the operation is The Care Office, 75 Main Road, , IM3 1AJ.

9. Mr K Lavery – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi in the East District. The registered address of the operation is 6 Royal Drive, Onchan, IM3 1EY.

Circular No: 487 – 10th April 2018 Page 4 of 10 DECISIONS 1. Mrs D Chatel – Application for a Section 29 Ply for Hire Service Licence To replace a Section 29 Ply for Hire Service Licence on expiry, through the provision of one Ply for Hire taxi in the East District. The application was approved.

2. Department of Infrastructure, t/a Bus Vannin – Application for Variation of an Operator Licence To add 10 vehicles of between 9 and 16 seats (minibuses) to their Operator Licence. To remove IoM Transport Garage, Atholl Street, Peel as an operating centre. The application was withdrawn.

3. Department of Infrastructure, t/a Bus Vannin – Application for a Section 25 Service Licence to Operate a Regular Service To provide a Section 25 Regular Service as follows; Route or route limits – the predetermined route limits for this service will be north of the A3 road between Kirk Michael and the Ramsey town border, all of the town of Ramsey and Maughold parish. Any suitable road may be used. Timetable – it will be a Demand Responsive Service. Each journey will be initiated in advance either by phone or by using the internet. Subsequent requests for travel by other individuals will either be directed to an existing journey or a new one will be set up depending on demand. Should the journey encounter people waiting at a bus stop, they will pick them up as well. The intended hours of operation will be on weekdays from 09:30 to 14:30, 16:30 to 19:00 and all day on a Saturday. The service will not run on Bank Holidays. Fare structure – fares are to be based on the current stage service fare charts with concessions being identical to the ones currently charged. Class(es) of vehicle to be used – mostly minibuses (between 9 and 16 passenger seats) but also buses (over 16 passenger seats) if required. Operating centres – i) minibuses (between 9 and 16 passenger seats) to be kept at any property owned or operated by an Isle of Man Government Department, statutory board or agency. ii) buses (over 16 passenger seats) to be kept at Banks Circus in Douglas, Ramsey Bus Station or Port Erin Bus Depot. The Regular Service is intended to replace regularly timetabled bus services in these areas while continuing to provide a public transport facility to areas where a normal bus service is uneconomic. A further intention of the service is to facilitate additional transport links. While this may result in some reduction in the provision of regularly timetabled bus services during off-peak times to the areas being covered, school journeys will remain. The application was withdrawn.

Department of Infrastructure, t/a Bus Vannin – Application for a Section 25 Service Licence to Operate a Regular Service To provide a Section 25 Regular Service as follows; Route or route limits – the predetermined route limits for this service will be to/from Nobles Hospital, Ramsey Cottage Hospital, the Isle of Man Sea Terminal and Ronaldsway Airport from/to any point on the Island. Timetable – it will be a demand service. Each journey will be initiated in advance either by phone or by using the internet. Subsequent requests for travel by other individuals will either be directed to an existing journey or a new one will be set up depending on demand. The service will operate from 05:00 to 21:00 Monday to Saturday. While the service will not normally run on Bank Holidays, there is a possibility that it may need to do so particularly on Senior Race Day and Tynwald Day which are not holidays in the UK. Fare structure – fares will be a premium service at all times with concessionary fare pass holders paying a reduced fare (usually half fare rounded up to the nearest 10p). However, some passengers will be entitled to free travel according to Department of Health and Social Care rules. Class(es) of vehicle to be used – mostly minibuses (between 9 and 16 passenger seats) but also buses (over 16 passenger seats) if required. Operating centres – i) minibuses (between 9 and 16 passenger seats) to be kept at any property owned or operated by an Isle of Man Government Department, statutory board or agency. ii) buses (over 16 passenger seats) to be kept at Banks Circus in Douglas, Ramsey Bus Station or Port Erin Bus Depot. The Patient Transfer Service will be for the carriage of persons who are mobile. It is intended that specialist vehicles will be used for persons who are severely mobility impaired. The service will enable more efficient use of Isle of Man Government resources. The application was withdrawn.

5. Mr N Sperring, t/a Albany Isle of Man Tea & Tours – Variation of an Operator Registration To vary the operator Registration under Part “A” of the Register of Public Passenger Vehicles through the addition of a Private Hire minibus of between 9 and 16 passenger seats. The operator intends to hire a vehicle for each tour and then return it to the hire firm at the end of the tour. As such, no operating centre has been specified in the application. The application was approved.

6. Mr M Teare – New Operator Registration To register as a new operator under Part “A” of the Register of Public Passenger Vehicles through the addition of a Section 29 service of Ply for Hire vehicle of up to eight passenger seats in the East District, following the transfer of business under the provisions of “The Road Transport (Continuance of Registration or Licence on Death, etc.) Regs. 2002”, from the previous operator Mr KP Murphy.

Circular No: 487 – 10th April 2018 Page 6 of 10 The proposed operating centre for the vehicle is identified in the application as 21 Benmahague Avenue, Onchan, IM3 4AW. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at the Department of Environment, Food and Agriculture (“DEFA”). The application was approved.

7. Mr K Kaczmarzyk – Variation of an Operator Registration To vary the operator Registration under Part “A” of the Register of Public Passenger Vehicles through the addition of one Class A – Modern Style Executive Private Hire car. The proposed operating centre is identified in the application as 1 Marathon House, Prince’s Road, Douglas, IM2 4JD. An assurance regarding the suitability of the proposed centre is not required from the Planning Section at DEFA. The application was approved.

8. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/08 – Services 1, 1H, 2, 2A, 2C, 11, 12, 12A and N1. A regular service of stage vehicles between:  Onchan, Birch Hill and Port Erin/ via Airport and Castletown (services 1, 11, 12, 12A)  Nobles Hospital or Hailwood Avenue and Port Erin/Port St Mary via Airport and Castletown (services 1, 1H)  Onchan, Ballachrink and Port Erin/Port St Mary via Airport and Castletown (services 2, 2A, 2C) Operates between the Promenades, Central Douglas and Port Erin at least every 20 minutes during the day and hourly during the later evening. Slightly reduced early morning and evening frequency on Sundays. To operate the service by making the following amendments; a) An additional Mondays to Fridays journey from Castletown to Douglas at 09:36, b) To renumber the Service 1H journeys as Service 10, c) To add the Service 9 journeys to this licence – now incorporated into the renumbered Service 10. The application was approved.

9. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/13 – Services 5, 5A, 5C, 5J, 6, 6A, 6C, N5. A regular service of stage vehicles between Douglas and Ramsey via Crosby, St Johns, Peel, Kirk Michael and Ballaugh:  Operates between Douglas and Peel approximately every 30 minutes during the day with alternate journeys providing an hourly service between Peel and Ramsey.  Operates hourly between Douglas and Peel during the later evening with some journeys between Peel and Ramsey.

Circular No: 487 – 10th April 2018 Page 7 of 10  On Sundays operates hourly between Douglas and Peel and every two hours between Peel and Ramsey during the day with infrequent journeys during the evening. To operate the service as per the timetables (available from Bus Vannin or at the RTLC office) by making the following amendments; a) Retimed journeys from Ramsey and Peel to Douglas, b) Revised service in Peel, c) Daytime Mondays to Saturdays Peel to Ramsey journeys extended to Ramsey Cottage Hospital. The application was approved.

10. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/15 – Services 4, 4C, 4R, 8 and 8R. Regular service of stage vehicles between Douglas and Peel/Niarbyl via Braaid, Foxdale and St Johns:  Operates daytime Mondays to Saturdays between Douglas and Peel approximately every 2 hours with most journeys extending to service Glen Maye, Dalby and Niarbyl.  Sunday journeys operate during summer period only. To operate the service as per the timetables by making the following amendments; a) Revised Mondays to Saturdays departure times, b) A revised Saturday service for the six Saturdays during the summer school holidays. The application was approved.

11. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/19 – Services 3, 3A, 3B, 13, 15, N3 and X3. Regular service of stage vehicles between:  Douglas and Ramsey via – operating every 30 minutes Monday to Saturday daytime and hourly evenings and Sundays (services 3/3A/X3).  Douglas and Old Laxey via King Edward Road and Groudle – operating infrequently Mondays to Fridays only (service 13).  Operating in the Laxey area during the summer period (service 15). To operate the service by making the following amendments; a) To operate an extra Mondays to Fridays morning journey from Ramsey to Douglas to arrive just before 09:00, b) To operate as per the timetables which show that the Ramsey departures are retarded by 5 minutes, c) To operate both morning and evening Service X3 journeys to/from the IoM Business Park. The application was approved.

Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/22 – Services 16, 16A, 16B, 17, 17K, 18, 18K, 19, 19C, 20 and 20A. Regular service of stage vehicles between Ramsey and Maughold (Mondays to Fridays only), as well as Ramsey, Jurby, Andreas and Bride. To operate the service as per the timetables by making the following amendments; a) A 5 minutes later departure from Ramsey on journeys to Jurby, Andreas and Bride on Sundays, b) Mondays to Saturdays and the Maughold service are unchanged. The application was approved.

13. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/36 – Services 9, 22, 22A, 25, 26, 26B, 26C, 26M, 27 and 27A. A regular service of stage vehicles between:  Nobles Hospital and Willaston/Birch Hill via central Douglas and Bucks Road (service 22), Ballabrooie (service 26), Tromode Park Estate (service 27)  Central Douglas and Willaston via Victoria Road and Birch Hill (service 25)  Central Douglas and Nobles Hospital via Ballaughton Manor Hill (service 9). To operate the service by making the following amendments; a) To transfer the service 9 journeys to RSL 2/8 as these journeys are operated as part of the Douglas & Onchan to Port Erin route (service 1/1H). These journeys also to be renumbered service 10. The application was approved.

14. Application for a Variation of a RSL, Department of Infrastructure, t/a Bus Vannin RSL No. 02/44 – Services 21, 21A, 21B and 21H. A regular service of stage vehicles between Central Douglas and Anagh Coar/Farm Hill via Pulrose and Spring Valley (service 21) with some journeys operating via Ballaughton Manor Hill (service 21A), extending to the IoM Business Park (service 21B) or extending to Nobles Hospital (service 21H). To operate the service by making the following amendments; a) The return journeys (except after 23:00) from Anagh Coar will operate via Heather Crescent, Hazel Crescent and Alder Road instead of operating via Groves Road, b) The continuation of the 07:55 Mondays to Fridays Lord Street departure from the IoM Business Park via the normal route to Lower Douglas. The application was approved.

Circular No: 487 – 10th April 2018 Page 9 of 10 COMMITTEE MEETINGS The next scheduled meeting of the Committee which will be held in public will take place on 18th April 2018 at Thie Slieau Whallian, Foxdale Road, St John’s. All applicants and objectors that are required to attend a meeting will receive a formal invitation letter prior to the meeting. None of the applications advertised in this AD&N Circular will be heard at the 18th April 2018 meeting. Should you require information on the timetables for any upcoming meetings, please contact the RTLC office. If you intend to observe any meeting in public that you are not specifically invited to, it would be appreciated if you could inform RTLC staff of your intentions prior to the meeting. This information is required to ensure that there is sufficient space at the meeting to accommodate any observers. Should there not be sufficient space at Thie Slieau Whallian, a different venue for the meeting would have to be found and this could delay proceedings.
