XXXIV POLISH YEARbook of intERnational law DOI 10.7420/pyil2014b 2014 PL ISSN 0554-498X Jerzy Kranz* SAPERE AUSO (TO ONE whO darED TO BE wiSE) ON THE FIFTH ANNivERSarY OF THE DEATH OF KrzYSZTOF SkUbiSZEWSki When Krzysztof Skubiszewski passed away five years ago, on 8 February 2010, Poland bid farewell to both a modest man and a great statesman and academic, to a Pole and a European, an eminent theoretician and a skilled practitioner of international law, who was also the firstM inister of Foreign Affairs of newly-independent Poland and later President of the Iran-United States Claims Tribunal in The Hague. The aim of this contribution is to outline the Foreign Minister’s most important accomplishments in order to better introduce him to the reader as well as to share a handful of personal reminiscences.1 An analysis of his scholarly work would warrant separate coverage, so in this memorial I only briefly mention its key directions. I have chosen instead to often cite the Foreign Minister from various sources, especially the collection of his speeches, statements and interviews from 1997.2 Nothing during Minister Skubiszewski’s groundbreaking time in office (12 pSe tem- ber 1989 – 25 October 1993) fell from the sky. And although many of his innovations in his foreign policy work appear obvious from today’s perspective, it is worth remembering that there were no clear precedents for his work at that time. At the turn of the 1990s his job demanded wisdom, strength of character and careful diplomacy. And Krzysztof Skubiszewski was the right man in the right place at the right time – an exquisitely edu- cated man of principle who was not afraid to stand by his beliefs and pursue his vision. -

Russia and the EU in a Multipolar World: Invoking the Global in Russian Terms Aziz Elmuradov Introduction Over the past decade, Russia’s relations with the European Union have evolved from competition to conflict. With the Ukraine crisis as a culmination point, many scholars explain the conflictual stand-off as a result of a long-term cri- sis rooted in the internal structure of EU–Russia interaction (Casier 2016; Chaban et al. 2017; Haukkala 2015). While such a perspective contributes to a better understanding of the conflict, there is more to the confrontational dynamics between the two sides. World politics can be traced back not only to the pursuit of national interests, but also to differing ways of envision- ing the world. To a considerable extent, the current conflict with Russia is a conflict of worldviews. In line with the theme of this volume, the following chapter takes this epistemic dimension of world politics seriously. The world and the global are not fixed realms but are constituted in the practices ofcon- crete actors who create their discursive horizons of the world and the global through symbolic representations, narratives and models. This chapter, there- fore, focuses on practices of worldmaking inherent in Russian foreign policy discourse. Retracing popular modes of mapping the world from the Russian perspective, I will show how a multipolar worldview informs the relationship between Russia and the Western world. Russian foreign policy discourse is greatly affected by major trends and trajectories under way in world politics. Russia finds itself in an increasingly dynamic global environment. The world is more volatile and uncertain to- day than at any time since the fall of the Berlin Wall. -
Medvedev's Alternative European Security Architecture
Medvedev’s alternative European security architecture Marcel de Haas1 Within a month after becoming President, Dmitry Medvedev took the initiative of pleading for a new European security architecture, replacing the existing one which, allegedly, had proved to be unable to deal with the security challenges after the end of the Cold War. Subsequently, his initial statement became a consistent topic of Medvedev’s external security policy. Launch of the proposal in Berlin In a speech in Berlin on 5 June 2008, Medvedev assessed that Europe’s security architecture still bore the stamp of an ideology inherited from the past.2 Consequently, he called on European countries to start working out an all- European security pact. As to the OSCE, the Russian President hinted that this organization could embody European civilization’s newfound unity, but that it was prevented from becoming a full-fledged general regional organization. Not just because of the organization’s own incomplete institutional development but also by obstruction by other groups that intended to continue the old line of bloc politics. He furthermore explained that existing organizations in the Euro-Atlantic space could also become signatory parties to the pact, though not to the would-be pan-European organization. Not only the OSCE, but according to Medvedev, NATO had also disqualified itself as the true European security actor, trying to find the purpose of its existence by globalizing its missions, to the detriment of the UN’s prerogatives, and by bringing in new members. Furthermore, he rejected the transatlantic basis of the alliance. Although he mentioned North America as one of the three branches — together with Russia and the EU — of European civilization, he continued that Atlanticism was a single basis for security which had exhausted itself and that the concept of a single Euro-Atlantic space from Vancouver to Vladivostok in stead should be the centre of European security policy. -

Przegląd Strategiczny 2017, nr 10 Piotr POCHYŁY DOI : 10.14746/ps.2017.1.12 University of Zielona Góra THE CONCEPT OF “SECURITY” IN ANNUAL SPEECHES OF THE REPUBLIC OF POLAND MINISTERS OF FOREIGN AFFAIRS AFTER 2001 The purpose of the publication is to present how the concept of security has been de- fined in annual speeches of Poland’s foreign ministers after the 9/11 attacks in 2001. Research problem: the impact of the international situation on ways of ensuring Po- land’s security in the annual speeches of Polish foreign ministers. Apart from the as- pect of classically understood security, the analysis also covers modern categories of security that is economic, public, ecological, energy or food security. The temporal range is from 2001 to 2017. Following the definition in the Polish Language Diction- ary published by PWN I define “security” as “the state of non-threat” (Bezpieczeństwo, 2017). * * * Every year foreign ministers of Poland give their annual speeches – officially known as the Information of the Foreign Minister on the goals of foreign policy, in which they define priorities, characterize challenges, and present corrections to the policy. Sometimes it is just an ordinary fulfilment of the obligation, which does not provoke greater conflicts or reflections and is presented in the nearly empty hall, but since 2010, after the plane crash near Smolensk, there have been very exciting debates connected with disputes in the Parliament (speeches given by Radosław Sikorski between 2011–2014), also in connection to responsibility for state security. The speeches which were urgent responses to events in the world (Sikorski, 2014) and the ones that were given when new governments came to power: (Cimoszewicz, 2002; Meller, 2006; Sikorski, 2008; Sikorski, 2012; Waszczykowski, 2016) will be particularly relevant to the search for answers to the research problem because apart from presenting current issues the ministers were obliged to discuss four-year for- eign policy assumptions. -

Internal and External Circumstances Since the first days of its existence the government has been doing everything to restore full independence of the state as without independence there will be neither necessary creative powers in the nation and society nor great effort that Poland expects today from each of us. The foundation of the foreign policy of our state is the national interest and the Polish reason of state implemented with respect for dictates of morality and for the international law. The internal situation in Russia bears a direct influence on Russia's relations with the outside world and the United States. While the world's leaders gather in Moscow to celebrate the victory over Nazism, Russian Foreign Minister Andrei Kozyrev is calling for the use of force to "protect" Russian co-ethnics living outside the borders of the Russian Federation. Kozyrev's declarations go beyond mere rhetoric. Russia is introducing its new 58th field army in the Northern Caucasus, in clear and conscious violation of the Conventional Forces Europe (CFE) Treaty, a centerpiece of post-Cold War European security. If Russia is not planning an agressive action either against Ukraine or its Transcaucasus neighbors, why does it need to revise upwards the CFE limitations of 164 tanks and 414 artillery systems? Why was General Alexander Lebed, a self-proclaimed restorer of the old Soviet Union and Commander of the l4th Army in Moldova, applauding Kozyrev? Chechnya became the testing ground for the new Russian policy, both foreign and domestic. The people who engineered it, the so-called Party of War in Moscow, are watching for reactions at honre and abroad to this version of the "last thrust South." The West is facing its greatest challenge since the collapse of communism: how to deal with the Russia that is emerging from under the rubble. -

He was a critical leader in the 1990s holding positions of both Minister of Foreign Affairs and Prime Minister, which also coincided with times when Russia was charting a new foreign policy course. He reinvented a foreign policy school of thought called Statism which has been the most influential with Russian leaders for many years and continues to be so today. Current research has not adequately addressed his importance. This thesis set out to investigate his beliefs and worldview utilizing the operational code method using Alexander George’s ten question model. Research was conducted based on Primakov’s own writings, speeches and interviews. Yevgeny Primakov has been called both a westernizing leader and a hard-liner, but it was found both of these labels are incorrect. Rather, he should be viewed as a patriotic pragmatist. His actions were motivated by advancing Russian interests of which one of the greatest was restoring Russia as a major player in international relations again. His attitude towards the United States was complex, viewing them as a rival, yet not as an enemy.
