GRAFIČKI PRIKAZ Dnevne novine Grafički prikaz kršenja Kodeksa za štampu u dnevnim izdanjima Broj tekstova u kojima je prekršen Kodeks za štampu Učestalost kršenja pojedinih članova Vijeće za štampu Bosne i Hercegovine 2 Izvještaj br. 1 UVODNIK ijeće za štampu Bosne i Hercegovine je uz finansijsku pomoć SADRŽAJ VOtvorenog društva Soros pokrenulo stalni monitoring štampanih medija u BiH koji je povjeren nezavisnoj organizaciji koja se bavi istraživanjem medija. Prvenstveni cilj monitoringa je identifikovanje novinskih tekstova koji su u suprotnosti sa odredbama Kodeksa za štampu, usvojenog u aprilu Grafički prikaz 1999. od strane postojećih novinarskih udruženja u BiH. Svi tekstovi na – Dnevne novine: 2 koje je ukazao monitoring tim su proslijeđeni Vijeću za štampu koje je na osnovu odredbi Kodeksa za štampu analiziralo svaki pojedinačni tekst. Za Uvodnik: 3 razliku od naše žalbene procedure, ovaj monitoring ne uključuje uobičajeni proces medijacije i donošenja odluka, ali svakako jasno ukazuje na kršenje Monitoring usvojenih etičkih standarda u pisanom novinarstvu. – Dnevne novine: 4 Vijeće za štampu BiH je odlučilo pokrenuti ovaj projekat sa ciljem – Sedmične novine: 10 ukazivanja na najčešće pojave koje su u suprotnosti sa usvojenim odredbama Kodeksa za štampu, a koje se ogledaju kroz brojne kritike Slučajevi usmjerene ka novinarskoj profesiji u BiH, te sve većem broju sudskih – Milenko Brkić vs. Nezavisne novine: 13 slučajeva protiv medija i novinara na osnovu Zakona o zaštiti od klevete. – Ibro Omerbašić vs. BH Dani: 14 Također, naš cilj je ukazivanje na najčešće negativne trendove u štampi – Sulejman Dedić vs. Dnevni avaz: 15 koji se protive ne samo Kodeksu za štampu, već i etičkim standardima – Sanjin Bećiragić vs. -

Getting Back on Track in Bosnia-Herzegovina

Chivvis and Harun Ðogo Getting Back on Track in Bosnia-Herzegovina ‘‘The international officials who have run Bosnia as a virtual protectorate since the West forced a peace deal in 1995 are eager to scale back their presence here soon,’’ reported the New York Times eight years ago.1 Sadly, not much has changed since. Bosnia was Europe’s first major post—Cold war tragedy. Its bloody collapse attracted global attention and shaped our understanding of the security dilemmas posed by the post—Cold War world. Peace has held since the 1995 Dayton Accords, but in spite of over $15 billion in foreign aid as well as the sustained deployment of thousands of NATO and EU troops, the country still struggles to achieve the political consensus necessary to cement its stability and break free of international tutelage. To make matters worse, the situation has deteriorated, especially over the last four years. Circumstances on the ground are polarized and increasingly tense. Meanwhile, Bosnia’s problems are contributing to rifts between the United States and Europe. The fifteenth anniversary of the Dayton Accords arrives this fall, along with the second round of national elections since tensions have begun again. The time is ripe for a reorientation of transatlantic strategy. Revitalizing the stalled reform progress will be crucial to overcome the debilitating dynamics of ethnic nationalism and to allow self-sustaining peace to take hold. To do so, however, both the United States and Europe should reassess their current policies and recover their common perspective. Christopher S.
