Abstract What factors explain the origins of command and control systems in emerging nuclear powers? Why do some states implement robust administrative, physical, and technical controls over their nuclear arsenals, while others limit safeguards against nuclear use? The nature of a state’s nuclear command and control systems underpin the deterrent capacity of a state’s nuclear arsenal, determine the likelihood of accidental or unauthorized nuclear use, and affect the likelihood of conventional conflict escalating across the nuclear threshold. Despite the importance of command and control systems for nuclear stability and security, however, detailed analysis on the sources of nuclear command and control remain scarce outside the context of the Cold War superpowers. Current explanations of command and control in regional nuclear powers are largely built upon lessons from the U.S. nuclear experience, but these explanations prove unpersuasive under empirical scrutiny. In this dissertation, I analyze the origins of command and control systems in regional nuclear powers. My dissertation makes three broad contributions to the study of nuclear strategy and operations. First, I develop a typology of nuclear command and control systems that measures the administrative, physical, and technical controls that a state deploys over its nuclear arsenal. With these indicators, I identify three ideal types of command and control that categorize command and control frameworks by when political leaders delegate the capability to use nuclear weapons to lower-level commanders: delegative control systems that delegate nuclear use capability during peacetime, conditional control systems that delegate nuclear use capability early in crises, and assertive control systems that delegate nuclear use capability late in crises. Second, I provide a theoretical framework that incorporates three variables to explain variation in command and control arrangements across regional nuclear powers: the presence of a conventionally superior adversary, the severity of domestic threats to the political regime, and the level of military organizational autonomy. This framework generates specific predictions for command and control outcomes in regional nuclear powers and identifies the conditions under which each variable influences command and control systems. Third, I evaluate my argument and a series of alternative explanations with a combination of historical and primary source material. Specifically, I draw upon archival and original interview data with political and military elites from India, Pakistan, and apartheid-South Africa to describe and explain nuclear command and control arrangements in these states. By employing extensive primary source evidence to evaluate the competing perspectives, my dissertation offers the descriptive accuracy and theoretical leverage necessary to explain command and control arrangements in regional nuclear powers. The focus of this research is the opposite: either the returning of civilian control or maintaining civilian control. Moreover, the approach taken in this dissertation is different because it assumes group identity, and the military’s inherent connection to society, determines the civil-military relationship. This dissertation provides a qualitative examination of two states, Pakistan and India, which have significant similarities, and attempts to discern if a group theory of civil-military relations helps to explain the actions of the militaries in both states. Both Pakistan and India inherited their military from the former British Raj. The British divided the British-Indian military into two militaries when Pakistan and India gained Independence. These events provide a solid foundation for a comparative study because both Pakistan’s and India’s militaries came from the same source. Second, the domestic events faced by both states are similar and range from famines to significant defeats in wars, ongoing insurgencies, and various other events.

    CARLOTTA GALL: ISI SHELTERED BIN LADEN IN PAKISTAN The New York Times has just released an excerpt from Carlotta Gall’s upcoming book “The Wrong Enemy: America in Afghanistan, 2001-2014″. Recall that Gall lived in Afghanistan and covered Afghanistan and Pakistan for the Times from 2001-2013 (Declan Walsh also covered Pakistan from inside Pakistan until he was expelled just before the election in 2013). The biggest revelation in the excerpt is that Pakistan knew about, and Pakistan’s intelligence agency, the ISI, actively sheltered, Osama bin Laden when he was in hiding in Pakistan. Gall claims that then-ISI head Ahmed Shuja Pasha had direct knowledge of bin Laden’s presence: Soon after the Navy SEAL raid on Bin Laden’s house, a Pakistani official told me that the United States had direct evidence that the ISI chief, Lt. Gen. Ahmed Shuja Pasha, knew of Bin Laden’s presence in Abbottabad. The information came from a senior United States official, and I guessed that the Americans had intercepted a phone call of Pasha’s or one about him in the days after the raid. “He knew of Osama’s whereabouts, yes,” the Pakistani official told me. The official was surprised to learn this and said the Americans were even more so. Pasha had been an energetic opponent of the Taliban and an open and cooperative counterpart for the Americans at the ISI. “Pasha was always their blue-eyed boy,” the official said. But in the weeks and months after the raid, Pasha and the ISI press office strenuously denied that they had any knowledge of Bin Laden’s presence in Abbottabad.

    Pakistan Army and Terrorism; an unholy alliance Pakistan has been known for its perennial support of the Taliban in Afghanistan and other terrorist organizations in Indian Administered Jammu and Kashmir. The dramatic events of the terrorist attacks on the twin towers in the United States (U.S) on the 11th of September 2001 also referred to as 9/11, shook the tectonic plates of world politics, pushing Pakistan into being a focal point of global politics. Pakistan became the key strategic partner of United States’ War on Terror; post the terrorist attacks, taking a complete U-turn in her traditional foreign policies towards Afghanistan and Indian Administered Jammu and Kashmir, albeit temporarily under international pressure for heavy monetary gains. The country, in which sectarian groups targeting minority communities (Shias, Sufis, Ahmadis etc.) and Kashmir- focused groups confined their operations to Indian Administered Kashmir and the rest of India, has become a victim of its own holy war as a consequence of the ‘unholy alliance’ between the Inter Intelligence Services (ISI), Pakistan’s powerful intelligence agency, military and self-styled religious scholars. This historic alliance has resulted in colossal rise of radical Islam being a factor in the country’s proclivity to Islamic fundamentalism. Jihadi Groups There are several kind of militant groups operating in and from Pakistan that can be distinguished by their sectarian background (Ahl-e-Hadith, Deobandi, Jamaat-e-Islami etc.), and their areas of operation (Afghanistan, India, Pakistan). Their objectives may vary from overthrowing the Pakistani government, seizure of Indian Administered Jammu and Kashmir or support of Afghan Taliban.

    79 COLD START – HOT STOP? A STRATEGIC CONCERN FOR PAKISTAN * Muhammad Ali Baig Abstract The hostile environment in South Asia is a serious concern for the international players. This volatile situation is further fuelled by escalating arms race and aggressive force postures. The Indian Cold Start Doctrine (CSD) has supplemented negatively to the South Asian strategic stability by trying to find a way in fighting a conventional limited war just below the nuclear umbrella. It was reactionary in nature to overcome the shortcomings exhibited during Operation Parakram of 2001-02, executed under the premise of Sundarji Doctrine. The Cold Start is an adapted version of German Blitzkrieg which makes it a dangerous instrument. Apart from many limitations, the doctrine remains relevant to the region, primarily due to the attestation of its presence by the then Indian Army Chief General Bipin Rawat in January 2017. This paper is an effort to probe the different aspects of Cold Start, its prerequisites in provisions of three sets; being a bluff based on deception, myth rooted in misperception, and a reality flanked by escalation; and how and why CSD is a strategic concern for Pakistan. The rise of Pakistan- backed religious extremist groups in Afghanistan, India and Central Asia has focused international attention on Pakistan’s premier intelligence organization and covert action advocate, the Inter- Services Intelligence Directorate or ISI. While ISI is regarded as one of the most powerful government agencies in Pakistan today, surprisingly little has been written about it from an academic perspective. Posting as a Brigade Major after the course was indicative of the fact that the officer had done very well at the course. It was more so for a Signals officer, as normally officers from combat arms and not combat support arms got posted to this most important staff appointment for a Major. Nowadays with a Deputy Commander in the rank of Colonel and the Brigade Major upgraded to Lt Col, this has changed. After reading this book, I feel that the author has more than justified his selection as Brigade Major. He was blooded in battle like an infantry soldier and showed valour. He shouldered much responsibility in the operation of his Brigade in all the confusion connected with 1 Corps offensive in the Samba sector of Jammu and Kashmir. Tasks for his Brigade were changing at the drop of the hat and so was its grouping with formations. Yet the Brigade’s performance was creditable. 93 officers and soldiers of the Brigade got martyred in this war.

This report, supported by the United States Institute of Peace (USIP) and based on extensive field visits to the border areas, in-depth interviews with Indian and Pakistani military officials, and several primary datasets explains the factors behind the violations and suggests ways to control them within the context of the broader bilateral political dispute.
