Introductions Mr. Babula welcomed everyone to the sixty-fifth meeting of the Electric/Gas Operations Committee (EGOC). Introductions were made. This meeting’s agenda focused on identifying the current conditions for the regional electric, natural gas and liquid fuel sectors during the COVID-19 pandemic. This was the second meeting of the EGOC in a series of regularly weekly conference calls scheduled during the ongoing pandemic.

1.0 Administrative Matters 1.1 ISO New England’s (ISO-NE) Information Policy and the Northeast Gas Association’s (NGA) Antitrust Compliance Procedure Mr. Babula stated that ISO-NE staff were bound by the requirements of the ISO New England Information Policy and that regional natural gas sector representatives were bound by the requirements of the Northeast Gas Association’s Antitrust Compliance Procedures, each of which are posted on the respective companies web site.

1.2 Draft Minutes of EGOC Mtg. No. 64 Discussion on this agenda item was deferred to the next EGOC meeting.

2.0 Status Updates - Electric Sector 2.1 ISO-NE Mr. Knowland stated that New England’s bulk power system continues to operate normally. As noted on the previous call, due to the pandemic, most non-essential ISO staff are working from home. ISO-NE has split the Control Room staff in two: day-shift at the Main Control Center (MCC) and the night-shift at the Backup Control Center (BCC). No degradation of electric service has been observed throughout the region.

2.2 New York ISO (NYISO) Mr. Stevenson reported that New York’s bulk power system is operating fine. Non- essential employees are working from home. Approximately 2 crews of Control Room employees have been voluntarily sequestered at both the primary and alternate control centers. NYISO sent out a survey today to all regional generators to collect information on the pandemic’s impacts on the electric supply sector. NYISO will also be holding regular, weekly status update conference calls with their generators during the pandemic.

2.3 PJM No status report was provided today.

2.2 NPCC Mr. Oks reported no changes to NPCC operations since his last status update was given last Friday, March 20, 2020. All NPCC staff are working from home.

3.0 Status Updates – Natural Gas Sector 3.1 Pipelines Mr. Dirrane of Enbridge stated that their pipeline systems, AGT, TE, and M&N, were operating normally with no issues to date.

Mr. Esposito of Iroquois reported that their pipeline system is operating normally. IGT Gas Control can now work from home. IGT’s main control room and back-up site are fully operational. IGT is working to maintain staff isolation.

Mr. Venkateshan of TGP reported that their pipeline and storage operations were normal. Gas Control has been split and separate control rooms (MCC & BCC) are operating normally.

Mr. Daul reported for National Fuel Gas Supply that its MCC and BCC are operating normally.

Ms. Armstrong, who could not attend the EGOC meeting, provided a status update on the PNGTS pipeline to Mr. Babula later that same day. She reported no operational issues on the PNGTS or TC Energy (TransCanada) pipelines. She noted that any changes to commercial business or pipeline operations are posted at one source: the pipeline’s Electronic Bulletin Board (EBB). She noted that she will be sending additional EGOC membership and associated contact information for both the TC Energy and PNGTS pipelines.

3.2 LNG Mr. Cahill of Constellation said that the Everett LNG facility is operating normally.

Ms. Iampen of Repsol reported that the Canaport LNG facility is operating normally. Most non-essential employees have been working from home for over a week. Gas Control is working out of both their MCC and BCC.

Mr. Ritter of Excelerate Energy noted that there was no current activity at the Northeast Gateway Deepwater Port facility; no issues to report.

Mr. Carroll of Energir noted that the U.S./Canadian border was closed this past weekend to all non-essential travel/transport. Energir’s LNG trucking business is considered essential and has continued with “business-as-usual” in moving LNG trucks from Montreal, QC to gas customers in the greater northeast US and eastern Canadian regions.

3.3 CNG

Mr. Holt of NG Advantage said their CNG trucking was operating normally. Both MCCs and BCCs are operational; most employees are working remotely from home.

3.4 LDCs Two natural gas utilities (CMA, Eversource) that participated on the conference call had no issues to report.

4.0 Status Updates – Liquid Fuels Sector 4.1 Sprague Energy Mr. Zampano said that liquid fuel supply and distribution operations were operating normally at all of their 26 marine terminals across the region. The company has

ISO New England / NGA Page 3 April 10, 2020 ISO New England Final Minutes separated their staffing crews for each terminal into distinct groups to maintain social distancing. No ports have been closed on the eastern coast of the U.S.

5.0 Other Business No other business was introduced.

6.0 Next Meeting The next EGOC teleconference will be held on Wednesday, April 1, 2020 at 2 p.m. EDT. The EGOC meeting adjourned at 2:25 PM.
