Minutes of a meeting of and Little Ness Parish Council held in Little Ness Village Hall on Tuesday 6 October 2015 at 7.30pm.

95/15 PUBLIC PARTICIPATION SESSION - A period of 15 minutes is set aside to allow the public the opportunity to speak on an agenda item.

Marion Kuipers reported that cars were driving too fast on Valeswood, Wilcot and Rodefern Lanes and causing a problem for cyclist and children. She suggested the ‘Green Lane’ approach for them. The Chair said he would ask the Clerk to see if this could be a ‘community concern’ and be put on the list.

Mike Robins said that he understood that the policy was no building on the hill, but asked where exactly this was. Cllr Evans circulated the map showing where no buildings to be developed.

Cllr Bustard reported that a resident had reported to him that Mr T Jones was clearing his pond to let in more light. After discussion it was AGREED to contact the Conservation team to see if they would look into this.

c) Reference: 15/03599/OUT (validated: 19/08/2015) Address: Proposed Dwelling To The West Of, Rodefern Lane, Great Ness, Montford Bridge, Shropshire Proposal: Outline application for residential development including access Applicant: J Warner & Son (C/o The Planning Group Ltd, Unit D 1, Pimley Barns, Pimley Manor, Sundorne Rd, Shrewsbury, SY4 4SD) Decision: The Parish Council strongly objects to this application for the following reasons: 1. The proposal does not meet the criteria for limited infill development in a community cluster such as Great Ness. The site for development is outside the built area of the hamlet, therefore cannot be seen as an infill site. 2. The application is only for one property; however, the size of the site would suggest that further applications for development could follow should the planning authority support this application. This urbanization of a conservation area should not be supported. 3. The proposal is not sustainable development; the location of the site would not make a positive contribution to the adjacent conservation area. The inevitable increase in vehicle traffic to access local services would not support the well-being of the community. 4. The need for this development is not supported by SAMDEV, already nine properties have been approved in Great Ness alone, a total that far exceeds the needs of the parish. The guidance in SAMDEV for the six clusters in the parish is for a total of 10-15 houses for the period 2011 – 2026.

103/15 YOUTH CLUB – Cllrs Miss Gilbert reported that the first two weeks they had 33 members and last Monday only 19 because it was Baschurch Open Day. Cllr Miss Peters reported a meeting had been held to discuss the Youth Club contract with Mathew Mead (Community Support Officer), Richard Parkes (Shropshire Youth Association), Cllrs Miss Gilbert and Evans, Clerk Anne Chalkley and herself. She had informed Richard Parkes that the money for the Youth Worker was available in the precept for this financial year, but still has to be confirmed for next financial year. After discussion it was AGREED to amend the contract to read that money for the Youth Worker would be released in two instalments, April and October next year if the precept was agreed with Shropshire Council. The contract was then signed by Cllrs Miss Peters and Evans.

104/15 AUTOMATED EXTERNAL DEFIBILATOR (AED) – The Clerk reported that she was still waiting for the confirmation of the date, 27 October, from Andy Davies

105/15 WILCOT PLAY AREA – Cllr Evans reported that concreted area was 40m by 25m to be resurfaced as a play area. The Clerk was reminded that she was going to ask other Parish Clerks for suggestions of play equipment etc.

106/15 NESSCLIFFE CAR PARK – The Clerk reported that she had received an e-mail from Clive Dean informing her that it would cost in the region of £400 per annum to have a dog bin in the Car Park including waste disposal and would the Parish Council be willing to contribute towards the cost. After discussion it was AGREED the only way to have a bin in the car park was to put it in the precept. The Clerk to contact Clive Dean to find out the actual cost.

107/15 COLLAPSE OF THE ADCOTE MILL BRIDGE – The Clerk reported that Richard Knight was still waiting for the cost of repairing the bridge before he can arrange a meeting.

108/15 FOOTPATH – Cllr Evans reported that he would like the members approval to add the following to the list of ‘Community Concerns’ to be sent to Michael Davies:

The provision of a footpath would provide a safe route to the Nesscliffe Country Park for cyclists and walkers by providing a link to the existing footpath that ends at the A5 roundabout. Holyhead Road, at present is not safe for cyclists or walkers, in particular the area around Stone House, where a serious blind spot exists in both directions. The proposed footpath would also link to the quiet roads of the parish. Finally the residents of Holyhead Road and Felton Butler would provide safe access to Nesscliffe.

After discussion it was AGREED to add this to the list of ‘Community Concerns’.

109/15 AUTOMATIC PENSION ENROLMENT – Cllr Miss Peters reported on the Pension training course she had attended. She informed the members that there was a three tiers system whereby depending on the salary of the Clerk, the Parish Council would contribute towards their pension. As our Clerk falls half way between, she can ask to join a pension fund but we do not as a council have to contribute into it, but we do have to find a suitable Pension Fund for her.

110/15 ANY URGENT BUSINESS NOT COVERED BY THE AGENDA – Cllr Miss Gilbert reported that in Hopton Lane near Tudor Ridge the embankment has slipped down onto the tarmac footpath and residents and children are finding it difficult to walk by. Clerk to report to Highways.

114/15 EXCLUSION OF THE PRESS AND PUBLIC – It was RESOLVED to pass resolution to exclude the press and public under Public Bodies (Admission to Meetings) Act 1960, so as to discuss the following confidential matters.

115/15 NOTICE BOARDS – Two quotations was circulated to the members to put cork into the notice boards as well as install them. After discussion it was RESOLVED to commission Philip Evans at a cost of £273.00. It was further AGREED that the notice board in Hopton Lane by the Police House to be removed and new cork put into the notice board in Great Ness.
