GREAT NESS and LITTLE NESS PARISH COUNCIL GREAT NESS and LITTLE NESS PARISH COUNCIL Minutes of a meeting of Great Ness and Little Ness Parish Council held in Little Ness Village Hall on Tuesday 6 October 2015 at 7.30pm. Present Cllrs Mike Arthur (Chairman), Kenneth Bustard, Phil Brooks, Tom Evans, Miss Eleanor Gilbert, Miss Sue Peters and Jonathan Tailyour. In attendance Anne Chalkley – Clerk/RFO. Public 4. 92/15 TO ACCEPT APOLOGIES FOR ABSENCE – Cllr Nunn (Holiday), Mathew Mead (Other Commitments), LPO Jonathan Summerfield (Other Commitment), Shropshire Councillor David Roberts. 93/15 DISCLOSURE OF PECUNIARY INTERESTS – Cllr Arthur declared his Bias in item 99/15c. 94/15 DISPENSATION – None. 95/15 PUBLIC PARTICIPATION SESSION - A period of 15 minutes is set aside to allow the public the opportunity to speak on an agenda item. Marion Kuipers reported that cars were driving too fast on Valeswood, Wilcot and Rodefern Lanes and causing a problem for cyclist and children. She suggested the ‘Green Lane’ approach for them. The Chair said he would ask the Clerk to see if this could be a ‘community concern’ and be put on the list. Mike Robins said that he understood that the policy was no building on the hill, but asked where exactly this was. Cllr Evans circulated the map showing where no buildings to be developed. Cllr Bustard reported that a resident had reported to him that Mr T Jones was clearing his pond to let in more light. After discussion it was AGREED to contact the Conservation team to see if they would look into this. 96/15 MINUTES – It was RESOLVED to approve and sign the minutes dated 1 September 2015. 97/15 REPORTS – To consider the following reports b) Clerks progress report Issue Date Action I still have 5 Smart Water to sell if anyone is interested at Smart Water October 2012 £18.22 each. I am still waiting for confirmation and invoice from Ray Swings at Nesscliffe Play Area July 2015 Parry regarding repairing the swings.     The Nesses Parish Plan & Community Strategy 2004 Sponsored and funded by the Countryside Agency Supported by The Community Council of Shropshire 1 Executive Summary Objectives of the questionnaire The Nesses Parishes are situated in the north of Shropshire between the towns of Oswestry and Shrewsbury. The Parish Plan is a Countryside Agency initiative with the principal objective of developing an action plan designed to ensure the future vibrancy and well-being of the parishes. The data on which the plan is based was generated from two questionnaires submitted to 1) every household and 2) every occupant of the parishes. Data were analysed for three different areas of the parishes, 1) Nesscliffe 2) West of the A5 and 3) the Nesses. Main Findings of the survey Household questionnaire There are 383 households on the electoral register and 85% responded The average household size is 2.49 members A higher proportion of householders aged over 60 live in Nesscliffe (31%) than West of the A5 (21%) or The Nesses (26%) Car ownership is high with 94% of households having at least one car About one third of households report at least one member has attended a school in the parishes, with a significantly higher proportion (50%) from Nesscliffe 58% of households already have access to e-mail and the internet and desire access to Broadband internet 90% of households are registered with a GP in either Prescott (50%) or Knockin (40%) Individual questionnaire 72% of individuals over the age of 10 responded Transport The most used forms of transport are car (79%), bus (15%) and bicycle (11%) Respondents in Nesscliffe are twice as likely to use the bus as those in other areas reflecting the route of the bus through Nesscliffe village People in the 11 – 17 age group are most likely to use the bus.

The proposal was to create three Central Ammunition Depots (CADs) in easily-hewn and relatively horizontal rocks: one in the south (Monkton Farleigh); one in the north of England (Longtown, Cumbria); and one in the Midlands. While Monkton Farleigh came into operations in 1939, CAD Nesscliffe was only opened by the War Office in 1941. In order to service the extensive property, the War Office took over the virtually defunct Shropshire and Montgomeryshire Railway and built extensive additional service tracks along the 8¾ miles of railway line from Maesbrook to the former Ford and Crossgate railway station. Like a typical ammunition depot, the site was laid out over an extensive area to avoid total destruction should an accidental explosion occur, or the site be attacked by enemy.

Recommendations A) The Committee are asked to consider the funding applications outlined in paragraph 2 and agree the proposed budget allocations. B) The Committee are asked to support the recommendation in paragraph 3 in respect of the application from Bicton Village Hall. C) The Committee are asked to consider the funding application from Shrewsbury Squash Club, outlined in paragraph 3, and agree the level of funding to be allocated. 1. Background The Committee had a budget of £34,000 for the 2009/10 financial year. Following our March meeting a total of £31,468.05 had been allocated by the Committee, leaving a total of £2,531.95 unallocated. This unallocated figure can be carried forward into the 2010/11 financial year, and added to the £34,000 budget for this financial year, giving the Loton and Tern LJC a budget of £36,531.95 available in the 2010/11 financial year.
