b. Of Gifts over £25: none 19/050 Adoption and signing of the minutes as a true record of the meeting held on 31 st July 2019 (previously circulated) The minutes of 31st July 2019 were agreed as a true record and signed by the Chairman.

19/051 Public Participation Thanks to Cllr Paynter, Cllr Greene and the PC for their support over the Forda Mill. CIL (Community Infrastructure Levy) issues still ongoing.

Agricultural assessment – building should be used as agricultural workers cottage. Motion: to support the application with the comment that the PC wish to see an agricultural tie. 19/055 Community Governance Review update The members of the Electoral Review Panel have published a summary overview of the submissions received on the website alongside the full submissions received broken down by Community Network Area. This gives the opportunity to see other representations which might affect each parish.

19/056 Launceston Expansion Consultation The Clerk shared the Launceston masterplan consultation document with the PC. A two day exhibition will be taking place in Launceston at the Town Hall at the following times: · Friday 27 September, 10am to 3.30pm · Saturday 28 September, 10am to 1pm After the 6 week consultation period, the Town Council will look to amend the draft plan as required.

19/057 To receive Reports from the Chairman, Cornwall Councillor A Paynter, Parish Councillors to include Highways reports Edge of road giving way beyond s bend past Bodgate Hedge overgrown outside school causing lorries and tall vehicles to have to drive in middle of road. Hedge between Parish Hall and Pethericks’ : Mr Petherick aiming to lay the hedge this winter.

19/058 Correspondence/emails received by the Clerk NALC: NAO Audit Code of Practice review (email 19/9) NALC are seeking the views of PCs by November re the NAO audit code. Action: Clerk to place this on October agenda Email from Parishioner regarding planning read to Council. Clerk has responded to email. Clerk has written to school re bin and climate change project Clerk has contacted Mr Gubbin re bench memorial and is waiting on family decision. Email to CC regarding unsatisfactory lasting of pothole filling. NALC consultation on mobile phones : NALC will be responding and is interested in the sector’s views: Question 3.1: Do you agree with the principle of amending permitted development rights to allow an increase in the width of existing ground-based masts by more than one third, to support 5G deployment and encourage greater utilisation of existing sites? YES Question 5.1: Do you agree in principle with amending permitted development rights to increase the height of new masts, subject to prior approval? YES Action: Clerk to put forward the PC’s opinions on these questions. 19/059 Questions and Statements from Councillors, notice of Parish events, items for inclusion on future agenda, and exchanges of information relevant to the Parish The comment was made that the WI use y in North Petherwin. Positive comments have been received regarding the new bench.

19/060 To agree date of the next meeting, Wednesday, 30 th October 2019 at 7.30pm,  Friday evening Harvest Festival and supper 7.30pm  Cllr Paynter would like to raise the issue of the Neighbourhood Plan and the CIL on separately. Clerk to ask Cllr Paynter to attend the next meeting. VAT for proposed extension. Meeting closed: 20.12
