Shireman Portland State University 2016 © 2016 Lucía Beatriz Quesnel Galván i Abstract In Mexico there are officially 1.8 million orphaned children, without counting non- orphaned children deprived of family, who also need care; of these, only 657,000 are living in 703 orphanages. Mexico‘s government invests less than 2% of its budget toward protection of children. There is a lack of substantive research or official assessment of orphanages. According to the scant research found, the children‘s human rights most frequently violated in Mexican orphanages are the rights to nutrition and health care, to be protected from further victimization, to free expression and participation, and to not be exploited. This study was carried out through in-depth, semi-structured interviews with the manager and five staff members of a respected orphanage in Mexico. It aimed to determine how they attempt to fulfill the aforementioned rights, and how their work relates to six prerequisites for efficient group-care formulated by Wolins after his vast research on the matter. Results indicate that the staff members of this orphanage view their work as spirituality in action, becoming the children‘s family, caring for their health through special vegetarian nutrition. They teach the children that they are the masters of their own lives and happiness, and not to see themselves as victims. From results I also suggest: well supervised facilities, coupling between staff and professionals to screen children‘s health; a vegetarian diet based on scientific research; children‘s participation in rules, learning about, from and for their human rights and the idea of children being masters of their life and happiness. ii Dedication To my dear sister Alma Quesnel, who grew up in a group-care institution, always my supportive angel. There is on one side the declining fertility rate (the total world fertility rate1 in 2000 was 2.8 while 2014 it decreased to 2.43 children born per woman) which affects especially industrialised countries (e.g. in 2012 European countries had total fertility rates between 1.1 and 1.6 children born/woman2). On the other side there are the growing scientific achievements in the field of in-vitro-fertilisation (hereinafter IVF) which make it possible to circumvent infertility in an increasing number of cases. Furthermore the acceptance within the world population for such methods has risen. As a consequence from the medical point of view it has become fairly easy for couples, who have the desire to have children, to have their “own” baby. From the legal point of view these possibilities lead to various problems. One part of the problem is that in some countries surrogacy is explicitly prohibited and most countries still don’t have any regulations concerning surrogacy. Keith Brewster and Claire Brewster Newcastle University Abstract: This article traces the development of Mexican football from its inception to the successful hosting of two World Cup finals. We place our analysis within a post-revolutionary context that exalted the virtues of self-discipline that sport could contribute towards the patriotic endeavour of “improving the race”. We argue that the character of the post-revolutionary state, in which a symbiotic relationship between public and private endeavours was encouraged, was reflected in the distinct way in which football developed in Mexico. Furthermore, it also influenced the way in which sporting culture contributed to the Mexican migrant experience in the United States. Key words: Mexico, football, nationalism, identity, media, Televisa 2 In the introduction to his book Mañana Forever, Jorge Castañeda reflects on ‘why Mexicans are lousy at Soccer’. Comparing Mexico’s international record in association football to that of its more illustrious Latin American neighbours he surmises that something in the Mexican character prevents players from firmly embracing a team ethos. Underlining that the sports in which Mexicans have enjoyed success are almost exclusively non-team events, he uses his somewhat light-hearted observations about Mexican sporting prowess as a starting point for a more serious analysis regarding the intrinsically individualistic nature of Mexican national character (Castañeda, 2011: 3-8). Closer scrutiny of Mexican football undermines Castaneda’s thesis. If success in football were only measured in terms of winning international tournaments, then Mexico would find themselves in good company: only eight nations, for example, have won the World Cup.

Burwell University of Delaware When a family member is faced with making the tough decision of relinquishing their child due to circumstances within the household, the options available to them should be alternatives that place the child's health, safety, and well- being as the highest priorities. Options, such as adoption and the ability to anonymously drop off a child one is no longer able to care for at a "safe haven" location, should be available and encouraged to ensure the optimal welfare of the child, as opposed to abandonment in the streets or any other unsafe environment. This paper will discuss the issues of child abandonment and adoption that have persisted for several decades in South Korea. It will detail the historical evolution of child abandonment in South Korea, a country that once served as the world's largest source of unwanted children, driven by poverty, governmental regulation, a culture of racial purity, homogeneity, family bloodlines, shame, and taboos against domestic adoption (South Korea Child Law Sees More Babies Abandoned, 2017, para. 4). This analysis will also review the state of child abandonment and adoption in the post- Korean War era, in comparison to present-day South Korean society. Furthermore, the consequences of the current tightly restricted adoption policies - that have reduced both international and domestic adoptions while increasing ongoing child abandonment cases, will be discussed. This paper concludes with recommendations on potential policy reforms with respect to the protections provided to parents and families wishing to relinquish a child they are unable to raise.
