About the cover: Ingham County was named after Samuel Ingham, Secretary of the Treasury under Andrew Jackson. Ingham County was organized in 1836, and is comprised of sixteen townships: Alaiedon, Aurelius, Bunker Hill, Delhi, Ingham, Lansing, Leroy, Leslie, Locke, Meridian, Onondaga, Stockbridge, Vevay, Wheatfield, White Oak and Williamston. In 1840 Mason became the county seat. The first courthouse was built in 1843, at a cost of $800. The second courthouse was completed in 1858 at a cost of $12,229.19.

ngham County is governed by a Board of Commissioners. In 2002, Ithe Board was increased from thirteen to sixteen members as a result of the reapportionment process, which occurs every 10 years. Each Commissioner is elected on a partisan basis for terms of two years from single-member districts that are approximately equal in population. The Board annually elects from its ranks a Chairperson, Vice Chairperson, and Vice Chairperson Pro Tem by majority vote. The administration of the County, other than as delegated to elected officials, is guided by the County Controller/Administrator who is appointed by a two-thirds vote of the Board of Commissioners and serves at its pleasure. Primary functions of the Board include determination of the type and level of County services, adoption of the County Budget, equalization of County property values, legislative oversight of County services and the appointment of various boards, commissions and County officials. Judges of the 30th Judicial Circuit and the Probate Courts are elected at large for six-year terms, while the Judges of the 55th District Court are elected from the area of the County outside of Lansing and East Lansing. (Lansing and East Lansing both have their own district courts.) Operation of the court system is performed under the auspices of the Michigan and the respective presiding Judges, while the County government primarily provides financial support. Administration of the County is divided by the Michigan Constitution among various statutory County officials, including the County Treasurer, County Clerk, Register of Deeds, Prosecuting Attorney, Drain Commissioner, and Sheriff, who are elected at large for four-year terms. The County Treasurer is the custodian of funds apportioned to local communities and school districts, and performs other duties concerned with fiscal affairs of County departments and agencies. The duties of the County Clerk include keeping and maintaining records of births, deaths, marriages and discharges of military personnel and serving as Clerk of the Board of Commissioners. The duties of the Register of Deeds include the recording of deeds, mortgages, surveys, recording of plats, notices of liens and bills of sales. The Prosecuting Attorney prosecutes violations of state criminal law within the County and may represent the County before appropriate Courts. The County Drain Commissioner administers the location, construction, and maintenance of drains in the County. The Sheriff’s duties involve the charge and custody of the County Jail, the serving of processes, and law enforcement in unincorporated areas.

In addition, the Board of Commissioners appoints several County officials, including the Controller, Health Officer, Medical Examiner, Equalization Director, and Animal Control Director with responsibilities as defined by statute, County ordinance or resolution. The Controller/ Administrator’s responsibilities include direction of central administrative functions of the County government and acting as a liaison on behalf of the Board of Commissioners between County offices, appointed officials, and the general public. The Health Officer directs the operation of the County Health Department in accordance with the Board of Commissioners’ directions and as authorized by State law. The Medical Examiner serves as the Medical Director of the Health Department as well as performing the statutory duties of Medical Examiner. The Equalization Director oversees the equalization process of the County as prescribed by law. The Animal Control Director enforces appropriate State law and the Ingham County Animal Control Ordinance to ensure the public safety in animal related matters. The Board of Commissioners also appoints various boards and commissions to oversee specific County services and to advise the Board on certain matters of interest. Appointments to boards overseeing County functions include the FIA Board, the County Library Board, the Board of County Road Commissioners, the Board of Park Trustees, and the Housing Commission. Appointments to advisory committees include the Women’s Commission, the Equal Opportunity Commission, and the Board of Health. Finally, the Board also appoints representatives to regional bodies overseeing programs in the areas of airport operations, aging, manpower training, planning, and substance abuse.

n 1829 act of the Territorial Legislature created Ingham County. ACalled a “cabinet county,” it bears the name of Samuel D. Ingham, who was Secretary of the Treasury under President Jackson at the time. The area was a forest wilderness filled with wide tamarack marshes, and was very sparsely populated. Because of its dense forest, early Michigan settlers tended to avoid Ingham County and settled its perimeters. The first piece of land purchased and deed recorded was in the Okemos area in 1832. Settlers moving into the county from the east and south followed old Indian trails from Jackson, the Dexter-Stockbridge area and Pontiac. By 1842, all of the present townships of Ingham County were organized. The State Legislature met in in 1846 to choose a site for a capital for the new State of Michigan. Lawmakers presented bills proposing many localities. Each, of course, favored his own district as a site. Lansing Township was a surprising compromise made by the legislators, for the nearest railroad was 40 miles away and there were only a few trails to the site, which was still a wilderness. The deciding factors for Ingham County were its central location and the offer by James Seymour of a large tract of land at the bend of the . The Capital City was soon carved out of the forest. Travel was facilitated by the construction of a plank road from Detroit to Lansing. This toll road, financed with federal funds, was completed in 1860 and gave force to the large number of new Michigan settlers that poured into the region. The seat of Ingham County government was established in Mason, which is centrally located, fulfilling the requirement of the time that the county seat be no more than a day’s travel from any location in the county. The Lansing area grew gradually over the years, with industry and the educational facilities of a land-grant college contributing to its expansion. The remainder of the county developed into an agricultural area, much of which remains at the present time. The spread of suburban living has recently cut somewhat into these rural areas. Ingham County covers an area of 550 square miles and includes the governmental units shown in Table 1.

THE FIRST COURTHOUSE uilt in 1843, at a cost of $800, Ingham Coun ty’s first courthouse was Ba structure to which her citizens pointed with pride. It stood on the south side of Ash Street, opposite the present County Building. Here the first settlers held their sessions of Court and transacted business matters; here they gathered for political rallies and other public meetings; and here, on Sunday, the early churches of Mason gathered for divine worship. Around this two-story frame building centered the activities of the little pioneer county seat, until the needs of a rapidly growing county made a larger courthouse necessary.

THE SECOND COURTHOUSE Less than 15 years after Ingham County became the proud owner of the first courthouse, rapid growth demanded a much larger and more complete building. In 1858, an imposing brick structure, which cost the taxpayers $12,229.19, gracing the public square of Mason was constructed. Built in the prevailing style of the period, its first floor boasted a wide hallway extending through the building from which opened the county offices. The second floor was occupied by the circuit courtroom. Trees were planted and the square graded and fenced with funds contributed by Mason citizens. Watering troughs at the two front corners of the block, an artesian well and bandstand in the front yard, a croquet ground at the side and a large woodshed at the rear completed the surroundings of the building which served the county, though somewhat inadequately at the last, for 45 years.

THE PRESENT BUILDING Before the turn of the century, Ingham County again needed additional space and the question arose, “Shall we enlarge our present building, or build a new one?” When presented to the voters, the latter plan was chosen and during the years 1902 and 1904, the present building was erected and equipped at a cost of $76,000. Early in 1904, the offices were ready and 12 people, including the personnel of the Abstract and Mutual Insurance Companies, and the janitor, occupied the building. Beginning in the early 1980’s, attention was focused on restoring this historic structure. The walls and roof were restored between 1980 and 1984, with interior renovation of the third floor following in 1986. The remainder of the interior was completely refurbished between 1992 and 1994, at the same time that the former Hilliard Building across the street was replaced with a new structure. Over this 15-year period, more than $10 million was spent on the Courthouse Square, including the Courthouse and Hilliard Building. The final phase, completed in 1996, involved repair and repainting of the Courthouse dome.

Designed and built by Matthew Elder of Lansing, the second Ingham County Courthouse was used from 1858–1904.

By agreement, the State Department of Human Services and the County Human Services Board appoint the director. All employees are under State Civil Service. The Department of Human Services has two main divisions: the Family Independence Program Division, which determines initial and continuing eligibility for financial and medical assistance, and the Child and Family Services Division, which assists adult clients to become self- sufficient and provides certain services to children. There is a total staff of 223 who manage a caseload of over 30,000 persons. Funds are predominantly from state and federal sources, with about $1,286,140 for 2007 appropriated by the County. After the appropriation has been made, the Human Services Board determines the method and policies by which it shall be expended. The Board governs the Ingham County Medical Care Facility in Okemos. It also reviews all contracts of the Department within Ingham County. The Department of Human Services administers its programs according to the Social Security Act and certain state and federal regulations and policies. The financial and medical programs of the Department include: Family Independence Program, State Disability Assistance, State Emergency Relief, Medicaid, Food Assistance Program, day care payments and referrals to the Michigan Works! Agency for employment and training services. Service programs include: referral services for families and adults, foster care, adoption, protective services for children and adults, and care and treatment for neglected, abused, and delinquent youth. Also housed in the office are Office of Inspector General staff who investigate welfare fraud.

The Department works with township and city assessors to assure proper equalized values for both real and personal property within the County. Under the Director’s supervision, appraisal studies and surveys are made in each unit of government in all classes. In April of each year, the Department recommends to the Board of Commissioners the equalized value for each of the 21 local units of government and the County as a whole. County Equalization must then be approved by the State Tax Commission before County figures are final. Over 50 percent of the County’s General Fund Revenues are generated by property taxes. The Tax Mapping division maintains the County aerial map system, the County property description record files and the permanent parcel numbering control system. Tax Mapping personnel work closely with local assessors to ensure that description records are accurate and current.

An additional responsibility of the Medical Examiner is to establish the cause and manner of death when there is no other physician available or none willing to sign the death certificate. The Medical Examiner and Deputy Medical Examiner must be physicians and are assisted by investigative personnel.

The Department is required by Michigan Public Health Code to: “…continually and diligently endeavor to prevent disease, prolong life, and promote the public health through organized programs, including prevention and control of environmental health hazards; prevention and control of diseases; prevention and control of health problems of particularly vulnerable population groups; development of health care facilities and health services delivery systems; and regulation of health care facilities and health services delivery systems to the extent provided by law.” The Department’s Medical Director oversees the basic public health services, including emergency preparedness, communicable disease control and environmental health. These services represent the Department’s core capacities to prevent disease and environmental hazards and to respond to emergencies. The Department operates a network of community health centers which provide primary care and categorical public health services to about 30,000 residents. These health centers are an important part of the community’s primary care capacity for low-income and at-risk County residents. The Department operates a Bureau of Health Plan Management which supports the County’s effort to make available to all Ingham County residents access to an organized system of health care. The Department operates a set of services that engage neighborhoods and communities in efforts to develop capacities to identify and address health problems. These efforts are supported by research into health conditions, health-related behaviors, community attitudes, etc. The findings are published and used to inform the community about these conditions and to measure the relative health and well being of the community.

Description: In addition to conforming to the operating rules of Act 288, the Land Subdivision Control Act of 1967, the Ingham County Plat Board has added to its ex-officio membership a representative of the County Road Commission, the Drain Commissioner, and a representative of the Health Department. All involved and interested parties, the proprietor or land developer, surveyor, and local planning directors may help in creating the specific actions of the Board. The Plat Act requires that the plat must be approved by two engineering firms, the one which makes the drawings and a second disinterested firm. It states that approval shall be granted by the local unit of government, the County Road Commission, the Drain Commissioner and the Health Department. It is then acted on by the County Plat Board and finally is submitted to the State Department and subdivision control.

Moyer Description: The Board members of the County Road Commission consist of five members, appointed for six-year terms by the County Board of Commissioners. They are responsible for the maintenance and construction of approximately 1,253 miles of county roads. Maintenance and construction of state highways and city streets are the responsibilities of either the Michigan Department of Transporta tion or the various incorporated cities and villages in the County. Roads, streets and highways in Michigan are financed largely by gasoline, diesel fuel and license plate taxes. These taxes are collected into a fund known as the Michigan Transportation Fund which currently provides for allocation of 10 percent for the comprehensive

No general fund monies from the county are used for roads in Ingham County; however, the townships appropriate monies on a matching basis with the Road Commission for improvements to local roads. Federal revenues are also available for a limited number of county roads which are designated Federal Aid Routes. These revenues are for road and bridge improvements and in most cases are matched on the basis of approximately 80 percent federal and 20 percent Road Commission. Each year the Road Commission must report to the Michigan Department of Transportation, its receipts and expenditures of all state, federal and local funds. Annual reports and audits are also submitted to the Ingham County Board of Commissioners. The Ingham County Road Commission’s policies and functions are implemented by an administrator known as the Managing-Director. Under his direction is the Board Secretary who is responsible for the minutes of the Board and various records; the Finance Director who is responsible for purchasing, budget and finance; the Director of Engineering who is in charge of construction; and the Director of Operations who is in charge of snow removal and road and bridge maintenance. The County is divided into three districts for maintenance purposes with district supervisors in charge of each district. Maintenance crews, engineering staff, administrative staff and accounting personnel are also employed to carry out the functions of the County Road Commission.

The Parks and Recreation Commission operates six parks totaling 1,500 acres which hosts approximately 1.32 million visitors each year. Although the primary source of revenue for the parks program is the county general fund, several other sources including revenue generating facilities and state and federal grant programs contribute to the budget of the Parks Department. The County Board of Commissioners determines the general direction of the Parks Department through control of the budget while the Parks and Recreation Commission determines specific policies and oversees the operation of the department. The six county parks are Lake Lansing Park in Meridian Charter Township; Burchfield Park (including Riverbend Natural Area) in Delhi Charter Township; Baldwin Park

In addition, the Parks and Recreation Commission oversees Potter Park and the in the City of Lansing. The electorate of Ingham County approved a millage proposal in November of 2006 to fund the operation and improvement of Potter Park and the Potter Park Zoo and on July 1, 2007 the operation of the Potter Park Zoo was transferred from the City of Lansing to the County of Ingham. A Potter Park Zoo Board was created as an advisory board to the Ingham County Parks and Recreation Commission. This advisory board consists of eight representatives of Ingham County, two representatives of the City of Lansing, one representative of the Potter Park Zoological Society, and one liaison representative from the Ingham County Parks and Recreation Commission. Potter Park and the Potter Park Zoo comprise a total of 100 acres and as a regional attraction host approximately 165,000 visitors each year.

FARMLAND PRESERVATION BOARD Description: The Ingham County Farmland Preservation Board will oversee Ingham County’s Farmland Preservation Program and shall be responsible for: Establishing selection criteria for the ranking of applications to the program. The selection criteria must be approved by the Ingham County Board of Commissioners prior to each application cycle. Establishing a points-based appraisal formula for determining the value of the agricultural conservation easements, which shall be subject to the approval of the Ingham County Board of Commissioners. Reviewing and providing oversight in scoring all applications according to the adopted selection criteria. Ranking the top scoring applications for acquisition and making recommendations to the Ingham County Board of Commissioners for the purchase of development rights. Approving the restrictions and permitted uses under the agricultural conservation easement. Establishing the price to be offered to the property owner, and authorizing negotiations for the purchase of development rights and placement of an agricultural conservation easement. All purchases of development rights must be approved by the Ingham County Board of Commissioners. Establishing monitoring procedures and overseeing subsequent monitoring to ensure compliance with the agricultural conservation easement. Enforcement of the agricultural conservation easement in the case of non-compliance shall be the responsibility of the Ingham County Board of Commissioners.

BOARD OF HEALTH Description: The Ingham County Board of Health is a ten-person advisory board whose members are appointed by the Board of Commissioners to three-year terms. The Board of Health advises the Health Department and the Board of Commissioners on the public health programs operated by the Health Department and on health problems and issues in the community. At least four members of the Board of Health are citizens representing the community and up to three members may be health professionals. The Board of Health may provide leadership to consider any County regulations or ordinances that are proposed to address public health issues.

BOARD OF PUBLIC WORKS Description: The Board was created for the purpose of developing a solid waste facility. This legal entity is necessary so that money can be borrowed and contracts entered into. The actions of the Board of Public Works are subject to the approval of the Board of Commissioners. The Board also has the authority to acquire, approve, expand, operate and maintain water

44 2011–2012 COUNTY APPOINTED BOARDS AND COMMISSIONS supply, sewage disposal, solid waste management, lake improvements and erosion control systems. The Department of Public Works is under immediate control of the Board of Public Works.

BUILDING AUTHORITY Description: The authority was incorporated for the purpose of acquiring, furnishing, equipping, owning, improving, enlarging, operating, and/or maintaining buildings and automobile parking lots or structures, necessary permits and necessary sites therefore.

INGHAM COMMUNITY HEALTH CENTER BOARD Description: The Ingham Community Health Center Board is responsible for assuring that the Health Department’s Federally Qualified Health Centers (FQHC) are operated consistent with Section 330 of the Public Health Services Act. The Board is comprised of 13 –17 individuals with a statutory requirement that at least 51 percent of these individuals must be active consumers of the Health Centers (i.e. patients). As the governing board for the Department’s Health Centers, the Ingham Community Health Center Board has the authority to establish policy in the conduct of these centers and to establish the Health Centers’ mission and vision. As a consequence, the Board has established the following mission statement: “The mission of the Ingham County Health Department’s Community Health Center Network is to assure the delivery of high-quality, well-managed and cost-effective health care services to Ingham County residents through a network of community health centers that respond to the specific needs of potentially at-risk or underserved populations, including people with low incomes, women during the childbearing years, children, people of color, and recent immigrants. These services will be provided without regard for the patient’s insurance status or ability to pay.” In determining strategic priorities, the Ingham Community Health Center Board works as a co-applicant FQHC Board with the Ingham County Board of Commissioners.

DEPARTMENT OF HUMAN SERVICES BOARD Description: By agreement, the State Department of Human Services and the County Department of Human Services appoint the director of the Ingham County Department of Human Services. The other employees are under State Civil Service. After funds are appropriated by the Ingham County Board of Commissioners to the Department of Human Services, the Department of Social Services has complete control of all funds (predominantly from State and Federal sources) using the Social Security Act and federal and state guidelines and regulations to distribute the money. The Department of Human Services operates two institutions: the Medical Care Facility and a half-way house. It also provides various services (financial assistance, medical and hospital, information and education, referrals and counseling, children’s services, etc.).

ECONOMIC DEVELOPMENT CORPORATION BOARD OF DIRECTORS Description: The Corporation assists local industries and commercial enterprises to “strengthen and revitalize the economy of the State of Michigan and particularly Ingham County, when such assistance is determined to be a critical factor in the decision to locate, relocate or expand in Ingham County, and to the employment of Ingham County residents, or provide needed services or facilities to Ingham County and residents thereof, and when such assistance does not place current industrial and commercial enterprises in an economically unfair competitive situation.” Officers of the Corporation serve without compensation, other than per diems, which are allowable. Among other things, the Corporation may borrow money and issue bonds or notes to finance part, or all, of the cost of acquisition, purchase, construction, reconstruction or improvement of a project, or any part thereof, the acquisition of machinery, furnishing and equipment therefore; and the costs necessary or incidental to, the borrowing of money and issuing of bonds or notes for such purpose.

EQUAL OPPORTUNITY COMMITTEE Description: The Committee serves as advisors to the Board of Commissioners on matters which will insure equal opportunity for all County citizens. It verifies that banks that hold County funds are equal opportunity employers and lenders, and that all possible purchasing is done from equal opportunity employers. It makes recommendations to the County Board and/or its committees necessary to carry out the Board’s commitment to equal opportunity. The group also prepares an annual report on the status of equal opportunity in the County and helps the County Services Committee monitor affirmative action plans adopted by the County.

FAIR BOARD Description: The Fair Board is comprised of 13 members appointed by the County Commission to four-year terms. The Board is responsible for a $1 million annual budget, as well as the supervision of five full-time employees. In addition, the Fair Board oversees the operation and maintenance of the Ingham County Fairgrounds including the rental of its various facilities throughout the year: the Community Center, multi-purpose exhibition arena, and winter storage facilities. Most notably, the Fair Board plans, promotes and sponsors the annual Ingham County Fair—one of the largest 4-H fairs in Michigan.

HISTORICAL COMMISSION

Telephone ...... 676-7200 Description: The Commission studies and advises the Board with respect to all matters pertaining to history, acts as liaison on historical matters between the Board and other organizations and persons, keeps a record of its proceedings and actions, and reports to the Board, in writing, at least annually of its activities and recommendations. It develops, promotes, conducts and participates in historical projects, programs, activities and services. The Commission is authorized to accept, hold, control, administer and disburse property and money for historical purposes in the name of the County, subject to the approval of the Board. It may negotiate and enter into, or recommend contracts pertaining to, historical matters in the name of the County, subject to the approval of the Board. The County Commission on History works with the public sector to obtain admission into the Register of Historic Sites, conducts tours and lectures, and advises county officials by way of research on county projects and history, past and present. The Commission also maintains the county museum, archives and donations to the county.

Description: The Ingham County Housing Commission administers Subsidized Public Housing for the elderly and disabled at Carriage Lane Apartments, an 89 -unit apartment building, located at 3882 Dobie Road, Okemos. Carriage Lane has nearly 100 residents and a waiting list of 9–12 months. The Housing Commission administers Section 8 rental subsidy vouchers for the disabled. This program enables a disabled individual or disabled head of family or spouse to receive a voucher that will subsidize a

There is a waiting list of approximately 12–24 months for this program. The Commission’s newest program is the Homeowner Rehabilitation Program. Funded by the Michigan State Housing Development Authority (MISHDA) using Community Development Block Grant funds, this program provides low or zero interest loans to homeowners of Ingham County (excluding Lansing and East Lansing) for the purpose of rehabilitating their homes. Taxes must be paid up to date; and households must meet income qualifications and have used the house as the primary residence for at least one year (unless an emergency situation exists).

CAPITAL AREA DISTRICT LIBRARY BOARD Description: The Capital Area District Library Board is a seven-member board which oversees library services for most of Ingham County, except the City of East Lansing. Ingham County appoints five of the seven members, the City of Lansing appoints the remaining two. The Capital Area District Library Board appoints the Director.

SENIOR CITIZEN’S ADVISORY BOARD Description: The Senior Citizen’s Advisory Board acts as the “eyes and ears” of senior citizens in the Tri-County area. Members discuss new legislation that affects seniors and organizes lobbying campaigns to influence pending legislation. They also discuss policy issues relevant to the Tri-County Aging Consortium and make recommendations.

WOMEN’S COMMISSION Description: This group serves as advisors to the County Board regarding the impact of actions and policies of the County on women in Ingham County and researches and recommends better ways of meeting the needs of women through County resources. The Commission works with the Equal Opportunity Committee in recommending methods of overcoming discrimination against women in County employment, and civil and political recognition of women’s accomplishments and contributions to Ingham County.

YOUTH COMMISSION Description: The Youth Commission consists of up to 15 youth between the ages of 12 and 18 years to advise the Board of Commissioners and others within county government on issues relating to young people throughout Ingham County. The Youth Commission was established by the Ingham County Board of Commissioners, in conjunction with the Ingham County MSU Extension.

94 2011–2012 THE INGHAM COUNTY SEAL

n June 9, 1970, the Official Seal for Ingham County was adopted Oby the Board of Commissioners. The seal is circular with the words, “The Great Seal of Ingham County, Michigan,” and the date “ A.D. 1838” inscribed around the outside. The central part of the seal is divided into four parts. At the left are wheels and cogs, representing Industry. The cogs on the side represent the townships in Ingham County. At the top is the State Capitol Dome, representing the State Seat of Government in Michigan. At the right is an ear of corn representing Agriculture. At the bottom is a mortar board representing Education. The seal was designed and donated by then Commissioner Frederick L. Stackable.
