We’re back. I hope everyone had an enjoyable holiday season! So far I’ve heard of just one Es event just before Christmas that very briefly made it to FM and another Es event that was noticed by Chris Dunne down in that went briefly to FM from Colombia. F2 skip faded away somewhat as the solar flux dropped down to the 130s. So, all in all, December has been mostly uneventful. But keep looking because anything can still happen. We’ve prepared a “State of the Club” message for this issue. This is part one. Part two should be next month as we examine club finances in light of the switch of most club members from paper VUD to the VUD eZine. Keith should have the figures for us to look at in the February VUD. This month we give a proper welcome to David Yocis (WV). David is the editor/publisher of the NRC’s DX News. Welcome to our alternate universe, David! I also misplace reminders.” Well, Ed, I don’t do a very good job or remembering anything anymore. Luckily I didn’t misplace your note. Chris Lucas writes: “Enclosed is my check for $10 for membership renewal in the WTFDA. Membership has been great this past year and has helped my DXing a lot.” Chris and I first met each other back in the 60s when we were both teenagers in CT and in the NRC. And the fact that years later we are both still into DXing just goes to show you that we’re both still nuts (well, me anyway). In all the years I’ve been publishing the VUD, I have never had a major computer crash until now. Actually the timing was good because it happened a day after the December VUD was mailed. I turned on the computer one morning and was immediately told to either insert some .dll files or reload Windows. Well, it became impossible to do either and now I’m on a different computer. Luckily my son Chris was able to get everything I needed off of the old hard drive. Chris and Jeff R. saved the day. Thanks, guys!! That’s it for January. The February VUD may be late. ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ NEWS ITEM: FCC TASK FORCE STUDYING WAYS TO EXPAND THE FM DIAL - - - For the first time in more than a year the Diversity Advisory Committee met recently at the FCC. The group’s previous efforts helped motivate the agency to tackle no-urban dictates. Now one of its panels is looking at whether television channels 5 and 6 could be made part of an expanded FM band. It’s still very early in the process, and the task force is coordinating its efforts with the National Association of Broadcasters which is doing engineering studies on how it could work. But the question of whether it’s a solution was put on the table by the Commission itself. They’ve received petitions asking the FCC look at expanding the dial as a way to new opportunities for women and minority owners. The task force’s goal is to determine what impact such a move could have on existing full-power stations. The Committee’s charter expires at the end of 2012 and FCC chair Julius Genachowski said they plan to re-charter the group as soon as the rules allow to give members more time to sort through the challenging issues under review.

Here’s hoping you had a most enjoyable holiday season, and that 2012 will be a year to remember! So far, the winter E-skip season has been anything but memorable. We’ll give it through the first half of January though before completely writing it off. Much of the nation has been basking in an unseasonably warm December weather-wise. As a result, tropo certainly could develop in the usual spots near the Gulf and across the south, but even farther north it cannot be completely ruled out, as long as this pattern takes hold.

Note # 1 – Never did I expect to hear Clinton, KY on 94.7 o/WFBQ Indy. WFBQ is side mounted to the east and is terribly strong here. Also, other times I’ve tried to phase out Alexandria on 96.7, all I could get was Madison or Bloomington, IN. This time Auburn, KY bombed in with no problem!

STATE OF THE WTFDA January 2012

To say that nothing much happened to the WTFDA in 2011 would be a serious understatement. 2011 is the year that we began the transition from a paper based publication to an electronic publication. Little did I know what life would toss at me a few short weeks after I presented my request to the board of directors, but after looking back I realize that the transition was, and still is, the right thing to do. The process has not gone as smoothly as we had hoped. I’ve made some mistakes along the way. I can’t undo the mistakes but I can make sure they don’t happen again. The good part about all this is that most of you never noticed them. By mid-December we reached the tipping point where those receiving the eVUDs now outnumber those receiving the paper edition by mail (144 eVUD versus 106 paper VUD). If you take a look at the membership chart for 2011 you’ll see that membership was doing fairly well through May when we began asking members to switch to the eVUD. A few were vehemently against doing it and didn’t renew. A few ignored everything and sent in $24 anyway doing business as usual. We lost about 15 people but that’s really not bad since in any given year we will lose perhaps 23-24 for a year. For the past few months we are sitting at around 250 members. What’s happening now is that people aren’t joining and replacing those who leave. Perhaps they won’t join for an ezine. Or perhaps people feel that TV isn’t worth DXing anymore since analog ended or that IBOC/translators/LPFMs have ruined FM DXing. In years past we’d have a few more people join than leave, but this year that hasn’t happened. What keeps he club going at this point is a ragged band of TV and FM Dxers who keep plugging away logging stations and reporting their catches to the VUD. Nothing, not rain or snow or IBOC or pixelating video will keep these guys from their goal. Another group that keeps us going is a group of clubmembers who keeps the WTFDA Forums lively and interesting, even in winter, which isn’t an easy thing to do when the bands are dead. And we can’t forget the editors. Doug, Bill, Keith, John, Nick, Peter, Jeff and our two site admins, Chris Cervantez and Tim McVey. Maybe we can forget Keith. Nah. To think of the WTFDA with around 270 members again is probably dreaming. Probably a membership of 250 is not achievable again. But I don’t think we will fold anytime soon. There’s still a solid core of DXers out there enjoying the hobby and a base that wants to read about it, even if they don’t do it themselves anymore. Conventions are probably out of the question also. With all of the ways people have of interacting with each other now through Facebook, Twitter, instant messaging, email, snail mail and the phone, there is probably no reason for any in the future. Nobody wants to host one anyway. . You may have noticed that the board of directors is now down to just four people. What happened is that one BoD member never renewed his membership, and after repeated unsuccessful attempts to reach him by email, a VUD and letter was mailed to his address but was never answered. The board will be looking for someone to become the fifth BoD member. Our candidate should be a WTFDA member in good standing, active, available, online and interested in keeping WTFDA viable. House draft bill authorizes voluntary incentive auction of TV spectrum BROADCAST ENGINEERING Nov 30, 2011 10:53 AM, By Phil Kurz

Greg Walden (R-OR), chairman of the House Energy and Commerce Communications and Technology Subcommittee, said this week that the subcommittee will move forward with a markup of draft legislation authorizing a voluntary incentive auction of TV spectrum.

The House Energy and Commerce Communications and Technology Subcommittee has scheduled a markup for Dec. 1 of draft legislation that would authorize the FCC to conduct incentive auctions to clear TV spectrum.

The draft bill, Jumpstarting Opportunity with Broadband Spectrum (JOBS) Act of 2011, lays out the ground rules for the commission to follow in conducting the auction and provides for creation of a $3 billion TV broadcaster relocation fund from the proceeds of the auction. The draft legislation includes several key provisions that protect the interests of OTA viewers and stations alike, including restricting to one the number of incentive auctions the commission may conduct, authorizing a single “reorganization,” commonly referred to as repacking, of the broadcast band and directing the FCC to maintain television stations’ geographical and population coverage.

Greg Walden (R-OR), chairman of the subcommittee, unveiled the Republican bill Nov. 29 after failing to reach a bipartisan agreement on the legislation.

“Following nearly a year of hearings, meetings and negotiations, I am disappointed that we could not develop a bipartisan bill,” Walden said in a press release announcing the JOBS Act.

“No party, special interest or lobby gets everything they want in this legislation,” he said in the release.

A “discussion draft” of the bill available on the subcommittee’s website says the amount of compensation a television licensee would accept in return for voluntarily giving up spectrum usage rights will be determined through a reverse auction process in which at least two competing licensees participate. The draft specifies that $3 billion from the proceeds of broadcast incentive auctions will be set aside in a TV broadcaster relocation fund.

The draft spells out a number of protections for television licensees choosing to participate in an auction, such as protecting the carriage rights of licensees that give up spectrum to share a channel; requiring the FCC to “make all reasonable efforts to preserve” the coverage area and population of repacked stations, barring the agency from involuntary relocation of a station from a UHF channel to a VHF channel and reimbursing the costs incurred by a TV licensee to relocate to a new channel assignment.

The bill also leaves opens the door for TV broadcasters to begin using part of their spectrum for services other than television. In lieu of accepting a reimbursement for relocation expenses, a broadcaster may accept and the commission may grant “as it considers appropriate,” a waiver of the FCC’s service rules, according to the bill. To maintain the waiver, the broadcast station must provide at least one TV program stream on its spectrum at no charge to the public.

Since unveiling its National Broadband Plan, the FCC has sought authority to conduct incentive auctions to clear spectrum, including 120MHz of DTV spectrum, for wireless broadband Internet use.

A statement on the NAB website from Gordon Smith, president and CEO of the trade association, called the bill a “major step forward in ensuring that local television stations will continue to be able to serve our vast and diverse audiences.”

While television broadcasters in the United States continue to slog through the engineering, marketing and receiver device issues to make Mobile DTV a success, a new receiver technology for reception of conventional 8-VSB ATSC transmission promises to take pristine DTV reception off the rooftop and put it on the road.

Legend Silicon, a fabless semiconductor company specializing in TV receiver demodulators in Fremont, Calif., is targeting the 2012 International Consumer Electronics Show in Las Vegas next month for a demonstration of a new automobile-based TV reception system for legacy ATSC A/53 signals.

The demonstration will rely on a technology the company has dubbed SuperTV, a maximal-ratio combining (MRC) diversity reception technology for single-carrier broadcasts. According to Legend Silicon COO and VP of product marketing Raj Karamchedu, the CES showing will use an FPGA-based version of SuperTV technology using four car antennas that makes possible reception of legacy ATSC from a moving vehicle.

Although ATSC A/53 was designed for reception of 8-VSB by a TV antenna mounted some 30 feet overhead on a rooftop, SuperTV combines signals from multiple antennas to achieve ground-level reception capable of defeating both Doppler effects and multipath problems that normally would prevent reception of conventional DTV signals in a moving car, said Karamchedu. With two antennas and the MRC technology, the company has seen antenna gain as high as 7dB, and with four it has achieved 12dB of antenna gain, he added.

“With our breakthrough SuperTV technology, for the first time our customers can enhance picture reception quality by simply adding more antennas,” said Dr. Lin Yang, Legend Silicon co-founder, CTO and inventor of single-carrier MRC diversity technology in a company press release.

The MRC technology behind SuperTV initially was developed for high-performance car DTV reception of single-carrier OTA broadcasts of the China DTMB standard, and is being deployed by Hirschmann Car Communications in premium cars destined for China. It is already in mass production in the company’s dual-mode terrestrial-cable DTV demodulator for national CTTB standard broadcasts in China.

Beyond automobiles, the company envisions SuperTV technology being deployed in the United States for stationary and portable DTVs, laptop computers, tablet devices and mobile phones, said Karamchedu. The same technology also can improve the performance of Mobile DTV (A/153) receivers, he added.

Legend Silicon hopes to begin production of an IC SuperTV chip within six to seven months and sees consumer electronics companies bringing the technology to market for TV viewers in time for the 2012 Christmas holiday shopping season.

Word of SuperTV likely will be met by some in the broadcast engineering community with a degree of skepticism. “The mobile environment, in the presence of lots of signal multipath, is inherently very hostile to legacy ATSC reception,” said Charles Cooper, a broadcast engineer with the engineering consulting firm du Treil, Lundin & Rackley. “So any new antenna technology will have to overcome very high technical hurdles to make legacy ATSC a reliable mobile service.”

“A minimum signal-to-noise ratio of 15.2dB is still required for legacy reception — regardless of the receive antenna configuration,” he added.
