During this time of soaring unemployment, financial insecurity, and growing hunger, we urge Congress to temporarily increase SNAP benefit levels in the next federal COVID-19 relief package. America’s cities are on the front line of responding to unprecedented disruption to local economies triggered by COVID-19. As mayors, we need every option available to fight hunger and stimulate the economy in our cities. SNAP is a proven solution to both challenges. By providing families with a grocery benefit they can use to purchase food directly, SNAP is a safe, effective way to ensure that low-income children and their families can get the food they need during this unprecedented crisis. While the FFCRA provided USDA with authority to increase emergency SNAP allotments for existing SNAP households to the maximum benefit, the most vulnerable families—roughly 12 million people, including 5 million children—received no additional nutrition assistance because their household already received the maximum SNAP benefit. -

President-elect Biden’s American Rescue Plan contains such assistance as part of an aggressive strategy to contain the virus, increase access to life-saving vaccines, and create a foundation for sustainable and inclusive recovery. American cities and our essential workers have been serving at the frontlines of the ongoing COVID-19 pandemic for nearly a year. We have been charged with executing herculean public health efforts and an unprecedented emergency response. Despite immense fiscal pressure, your local government partners oversaw those efforts, while trying to maintain essential services and increase our internal capacity to provide support for residents and businesses who have been crippled by a tanking economy. And yet, as the economic engines of our country, local governments will be relied upon to lead the long- term economic recovery our nation so desperately needs, even as, with few exceptions, cities have been largely left without direct federal assistance. -

Being able to vote and have that vote counted are essential to maintaining and preserving our democracy. Voting stands as one of the most important rights and responsibilities of U.S. citizens. The news of recent changes to the U.S. Postal Service’s delivery process, coupled with the Administration’s decision to withhold funding, is alarming and should be of grave concern to us all, particularly with the General Election only months away. While the Postmaster General’s actions to reverse these policies earlier this week were a positive step, we must be vigilant and relentless when it comes to a fair election, especially during these challenging times. The spread of the Coronavirus has already created challenges and uncertainty around our local, state and national electoral processes. We cannot afford further disruption. At our Annual Meeting in June, the U.S. Conference of Mayors passed two critical resolutions supporting safe and accessible elections and voting by mail. -

Clarence E. Anthony CEO and Executive Director, National League of Cities Clarence E. Anthony is CEO and Executive Director of the National League of Cities (NLC), the voice of America’s cities, towns and villages, representing more than 200 million people. Under his leadership, NLC has advanced policies that expand local control and provide direct funding for local programs related to public safety, infrastructure, economic development, and sustainability. Mr. Anthony began his career in public service as mayor of South Bay, Florida, for 24 years. As mayor, he created new educational and economic opportunities for residents, including building his community's first library, which was named in his honor. During his time in elected office, Mr. Anthony served as president of the Florida League of Cities and National League of Cities. In Palm Beach County, he was part of the founding group of Palm Beach County Black Elected Officials, the tourism development board, Discover Palm Beach County, and a member of Omega Psi Phi fraternity. Following his time in office, Mr. Anthony represented local governments on the world stage as Founding Treasurer and Interim Manager of United Cities and Local Governments. He later founded Anthony Government Solutions, a firm focused on strategic visioning, policy development, and management restructuring for government and private sector organizations. Luke Bronin Mayor, City of Hartford, Connecticut and President, Connecticut Conference of Municipalities After taking office in 2016, Mayor Luke Bronin led the city through the biggest fiscal crisis in the city’s history, working to put Hartford on a path to fiscal stability. Open Letter to the University of Michigan February 12, 2019 Re: SPG 601.38: “Required Disclosure of Felony Charges and/or Felony Convictions” and Related University of Michigan Policies We, the Carceral State Project at the University of Michigan--along with the undersigned faculty, students, and staff at the University of Michigan, as well as members of the larger community--wish to register our grave concern regarding the University’s recent implementation of a new policy, SPG 601.38.1 This policy requires faculty, staff, student employees, volunteers, and visiting scholars who find themselves convicted of a felony, and even those merely charged but not convicted, to report it to the University. The University of Michigan already requires all prospective undergraduate and graduate students, faculty members, and staff employees to disclose any previous criminal record (both felonies and misdemeanors) during the admissions or employment application process, including, in some cases, information from otherwise sealed juvenile records.2 The University also currently requires prospective employees, including graduate students, to undergo a criminal background check conducted by a private, for-profit company to identify any felony and misdemeanors convictions or pending charges.3 Although the University argues that SPG 601.38 will “better promote safety and security and mitigate potential risk,” this self-disclosure mandate adds a newly punitive element to already invasive and unjust policies that cause far more harm than good.4 Taken together, these policies promote over-criminalization rather than public safety, reinforce the racial and economic inequalities in the criminal justice system and on our campus, and have other devastating collateral consequences.5 The role of the University should be to offer education and employment rather than act as an extension of the carceral state. -

THE PRICE OF UNIVERSALITY SUSTAINABLE ACCESS AND THE TWILIGHT OF THE ACA Isaac D. Buck The Patient Protection and Affordable Care Act of 2010 (ACA) was intended to solve problems that had dogged American health care for generations. It built a comprehensive structure—by providing more Americans with accessible health insurance, revamping and reordering the private insurance market, expanding and reconfiguring Medicaid, and installing rational incentives into America’s health care enterprise. Without question, it was the most important piece of health care legislation since the mid-1960s, and it brought about positive change in millions of Americans’ lives. However, over the last eight years, the ACA has faced persistent political, popular, and policy-based challenges. It remains tenuous as its prominent insurance marketplaces precariously teeter. The law’s imperfections continue to fuel an uninterrupted barrage of legal, administrative, and regulatory attacks, which, piece by piece, weaken its overall effectiveness. Its failure to impact the cost of health care has continued to haunt it, making it unclear whether it will fully collapse or whether a mutated version of itself will lumber into the future. Either may be devastating to the future of American health care. In sum, the ACA did not change the dominant paradigm of America’s health care system because it failed to bring about meaningful cost control. While it may have relieved some of America’s worst tendencies, it further cemented a health care non-system, one whose technocratic tinkering could not tape over cracking foundation. Instead of installing a comprehensive system, the ACA opted to try to protect American patients and beneficiaries from the market’s worst effects without any effective means for cost control.
