EVDJR1212 Ex-Post I-2 7 Thailand Ex-Post Evaluation of Japanese ODA Loan “Second Bangkok International Airport Development Project (I)(II)(III)(IV)(V)(VI)(VII)” External Evaluator: Keishi Miyazaki, OPMAC Corporation 0. Summary The objective of this project was to accommodate increasing passenger and cargo demands by constructing the Second Bangkok International Airport, including a passenger terminal with a capacity of 45 million passengers/year, a cargo terminal with a capacity of 2.12 million tons/year and two runways, at Nong Ngu Hao, Samut Prakan Province which was located 30 km east of Bangkok, thereby contributing to the economic development of Thailand. The project was highly relevant to Thailand’s development plan and development needs, as well as to Japan’s ODA policy, and therefore its relevance is high. The operation of the Second Bangkok International Airport (Survarnabhumi Airport) is generally good. The key performance indicators such as the number of passengers, cargo volume and the number of takeoffs and landings have mostly achieved their targets, and they have been increasing constantly. The expected project effects such as improvements in airport convenience and efficiency, improvements in airport safety and in the capacity and function of the airport as an international hub-airport have been achieved. Also, the project positively contributed to commercial development near the airport, the development of transport networks between the airport and the city center of Bangkok, and the promotion of tourism sector development in Thailand. Noise issues near the airport have been a pending issue, but mitigation measures have been carried out by the Airport of Thailand Public Company Limited (AOT) and the Thai government. Thus, the effectiveness of the project is high. The project cost exceeded the plan, and the project period exceeded it significantly, therefore the efficiency of the project is low. Project sustainability is deemed high in the structural, technical and financial aspects, the O&M condition of project facilities and equipment is good. In light of the above, the project is evaluated to be satisfactory. 1. Project Description Project Location Passenger Terminal Building of Survarnabhumi Airport 1.1 Background In 1996, there were five international airports (Bangkok, Chiang Mai, Hat Yai, Phuket, and Chiang Rai) and 21 airports in Thailand. The airport sector of the country had been developed first thorough expanding flight networks within the main five international airports with the 1 central focus on Bangkok, then between the five international airports and other domestic airports. As there was economic development as well as tourism sector development in Thailand, the demand for airport passengers through Bangkok was expected to increase from over 35 million in 2000 to 55 million in 2010. However, the existing passenger handling capacity of the Bangkok International Airport (Don Muang International Airport) was 30 million and expansion of Don Muang International Airport was difficult because the airport was located in a populated residential area. Therefore, the development of a new international airport in Bangkok was necessary in order to meet the future air passenger demand and to secure smooth air transportation. 1.2 Project Outline The objective of this project was to accommodate increasing passenger and cargo demands by constructing the Second Bangkok International Airport including a passenger terminal with a capacity of 45 million passengers/year, a cargo terminal with a capacity of 2.12 million tons/year and two runways, at Nong Ngu Hao, Samut Prakan Province which was located at 30km east of Bangkok, thereby contributing to the economic development of Thailand.     Introduction This report, Situation of the Thai Elderly 2019, is a production of the National Commission on Older Persons which has the responsibility to issue this report in accordance with Article 9(10) of the Elderly Act of 2003, and present the findings to the Cabinet each year. Ever since 2006, the National Commission on Older Persons has assigned the Foundation of Thai Gerontology Research and Development Institute (TGRI) to implement this assignment. This edition compiles data and information on older Thai persons for the year 2019, and explores trends in changes of the age structure of the population in the past in order to project the situation of older persons in the future. Each edition of the annual report on the Situation of the Thai Elderly has a particular focus or theme. For example, the 2013 edition focused on income security of older persons, the 2014 issue emphasized the vulnerability of older persons in the event of natural disasters, the 2015 focused on living arrangements of older persons, the 2016 edition focused on the health of the Thai elderly, the 2017 edition explored the concept of active aging in the Thai context of older persons, while the 2018 edition examined Thai elderly and employment. For the current edition (2019), the focus is on the social welfare of the elderly. In one sense, ‘Social Welfare’ sounds like a distant dream or ideal for Thai society, especially given the threat of the country’s being caught in the “middle-income trap.” However, if one considers examples of past policy, whether it is education or public health, Thailand should be able to create a system that covers the priority target groups, reduces the burden, and creates opportunities for people to have a good quality of life.

    Joint investment project plan 2020 - 2027 Information as of March 2020 Preface The Public-Private Partnership Act B.E. 2562 (2019) (PPP ACT) requires the preparation of a joint investment project plan (joint investment plan) in accordance with the policy and the direction stipulated in the master plan under the national strategy (Master Plan) prepared by the Office of the National Economic and Social Development Council (NESDC) and stipulates that the implementation under the PPP Act 2562 must achieve the objectives of public-private investment pursuant to Article 6, including consistency with the joint investment plan. In addition, the joint investment plan 2020 - 2027 will enable government agencies to have a clear and definite state policy framework for infrastructure and public services, including creating interest and urging private sectors to participate in joint projects under the said plan to reduce investment restrictions from the national budget and government loans as well as being able to increase efficiency in providing services to people through private knowledge, skills, expertise and innovation in public services. The joint investment plan 2020-2027 is a long-term plan. Project information, therefore, has included a list of projects that the agency intends to jointly invest in a total of 92 projects, with a total investment of 1.09 trillion baht. It is a list of joint investment projects with complete and detailed information under Article 12 of the Public-Private Partnership Act B.E. 2562 (2019), totaling 27 projects, estimated total investment value 684,317 million baht, 18 projects of them are considered Priority PPP Project.
