This event was held on 17 August 2009 at Comcentre Theatrette. The Guest-of-Honour for the ceremony was Mr Masagos Zulkifli Bin Masagos Mohamad, Senior Parliamentary Secretary, Ministry of Education & Ministry of Home Affairs. The ceremony was also graced by Mr Allen Lew, CEO Singapore, SingTel. In his opening address, Mr Masagos shared that his sister and himself were beneficiaries of UTES Bursary Award, “…I urged my sister to come out together with me to tell our stories so that parents and employees will know that there is always help from the union for their children to continue to excel in their studies.” During the ceremony, Mr Logarajah s/o J K Sabapathy, General Secretary of UTES, read out the National Day Message from NTUC Secretary-General, Mr Lim Swee Say. Next, Mr Mohammad Emran Bin Hamid, UTES Executive Councilor, lead union and management in reciting the National Pledge in unison. The ceremony ended in a high note with all singing “Stand up for Singapore”. -

Excerpt of Speech by Deputy Prime Minister, Teo Chee Hean, at Committee of Supply 2018 Strengthening our Institutions and Helping Our People Succeed The PMO-Strategy Group is working closely with our agencies and other central agencies such as the Ministry of Finance and the Public Service Division to adopt a systems approach to planning and coordination. This includes areas such as scenario planning, budget, manpower, population, land, security, climate change and new opportunities in the Digital and Future Economy. We have formed the Smart Nation and Digital Government Group last May to accelerate our Smart Nation efforts. Dr Fatimah Lateef and Mr Lee Yi Shyan cited demographic challenges, which stem from our low total fertility rate. Agencies have worked together to strengthen our support for marriage and parenthood in the key areas of housing, pre-school, and support in the workplace and the community. Minister Josephine Teo will give an update of our population priorities and strategies to ensure that we are well-prepared for the future later on during this Committee of Supply for PMO. Climate change is also a whole-of-nation issue where all countries need to take action now to safeguard our collective future. Together with other countries, Singapore will do our part to reduce our emissions. To do so in a cost-effective manner, the carbon tax is a decisive move. Its merits were discussed extensively during the Budget debate. The transition period and support will also help our companies and consumers make the adjustments. Minister Masagos Zulkifli will provide more details in his speech on our implementation plans in the Committee of Supply for the Ministry of the Environment and Water Resources. -

CONTENTS | NEXT PREVIOUS | CONTENTS | NEXT 24 Jul 07 Mr Mah Bow Tan Minister for National Development Dear Minister, In November 2006 you asked me to lead a public consultation exercise to explore how we can better build HDB communities, in response to the challenges of globalisation, changing demographics and increasing expectations among Singaporeans. I launched the Forum on HDB Heartware with a team of Parliamentary colleagues to engage the public on this issue. Our vision was to build a HDB community where residents do not just own their own homes, but also share a collective ownership of the entire community. The Forum has now completed its study after several rounds of discussion with the public, and deliberation with Government agencies. We propose to enrich the character of the HDB Town, enhance the neighbourhood precinct and raise the community involvement of schools. We also feel that it is important to support the family unit within the community, engage residents more and encourage local voluntarism. The Forum is mindful that community building is essentially a ground-up process. Much will depend on the response of residents and the leadership of local institutions such as the grassroots, the schools and the voluntary welfare organisations. Besides policy measures and recommendations relating to facilities and other hardware, the Forum has kick-started a few pilot projects at the local level, and highlighted some existing ones in our Report, with the intention of catalysing similar efforts at community building in other neighbourhoods. The wide-ranging scope of our recommendations is a reflection both of the complexities of community-building and the richness of the public discussions. -

Associate Professor Muhammad Faishal bin Ibrahim, Parliamentary Secretary, Ministry of Education & Ministry of Social and Family Development and Grassroots Adviser to Nee Soon GRC GROs was appointed as Co-Adviser to MESRA. 2 MESRA, the co-ordinating council of the MAECs, aims to guide the MAECs in engaging the community, including the non-Malays, through a wide range of outreach programmes, assist the MAECs and other grassroots organisations (GROs) to identify and recruit suitable Malay grassroots volunteers. They also facilitate collaborations between MAECs and other GROs, community partners and individuals in the relevant fields from the various communities to benefit the wider community. 3 The Advisers to MESRA will guide and chart the future direction of MESRA and its Malay Activity and Executive Committees (MAECs) to better engage and serve the Malays and other communities. 1 4 To further strengthen MESRA and support its functions, Minister Masagos Zulkifli has initiated the formation of a Panel of Advisers to MESRA. -
