FIRST COAST EXPRESSWAY The First Coast Expressway (FCE) project is the result of a partnership between the Florida Department of Transportation (FDOT) District 2 and Florida’s Turnpike Enterprise. The FCE is a multi-lane, limited access, all- electronic toll road that, once completed, will span 46 miles across parts of Duval, Clay and St. Johns counties. Traffic will pass through electronic toll gantries without stopping. The gantries contain electronic equipment that will either detect the vehicle’s SunPass or interoperable transponder or will record an image of the vehicle’s license plate to send a TOLL-BY-PLATE invoice by mail. Cash will not be accepted on the roadway.

Construction on the northwestern, first segment of the FCE (Blanding Boulevard/SR 21 in Clay County north to I-10/US 90 in Duval County) began in 2013 and should be completed in summer 2018. This FCE segment is comprised of three projects currently under construction: US 90 (Beaver Street) Extension, I-10 to Argyle Forest, and Argyle Forest to State Road 21. The combined construction cost of these three initial FCE projects is approximately $208 million. Traffic shifts will occur in 2017 and 2018 as sections are completed. An in-depth public awareness campaign began in early 2017—well in advance of the toll system’s activation, so commuters have plenty of time to purchase their SunPass transponders.
