Base rates calculated in accordance with the communication from the Commission on the revision of the method for setting the reference and discount rates (OJ C 14, 19.1.2008, p. 6). Depending on the use of the reference rate, the appropriate margins have still to be added as defined in this communication. For the discount rate this means that a margin of 100 basis points has to be added. The Commission Regulation (EC) No 271/2008 of 30 January 2008 amending the implementing Regulation (EC) No 794/2004 foresees that, unless otherwise provided for in a specific decision, the recovery rate will also be calculated by adding 100 basis points to the base rate. Modified rates are indicated in bold.

CALL FOR PROPOSALS — EACEA/19/10 Action 4.1 — Support for bodies active at European level in the field of youth (2010/C 220/08)

1. Objective The purpose of the call for proposals is to provide structural support, referred to as an operating grant, to bodies active at European level in the field of youth and pursuing an aim which is of general European interest and relevant to the objectives of the ‘Youth in Action’ programme.

These activities must help encourage young people to participate as citizens in public life, in society and in the development and implementation of European cooperation actions in the broadly defined field of youth. Bodies must be youth organisations or organisations having a broader scope but including a section dedicated to youth.

The grant is awarded with due respect for the body’s independence in the selection of its members and its autonomy in the detailed definition of its activities.

The call for proposals aims at the selection of organisations for the conclusion of operating grant agreements starting in 2011.

It provides for two types of agreement:

— Partnership framework agreement: bodies that wish to enter into long-term cooperation with the Agency are asked to file an application for a three-year partnership framework agreement,

— Annual operating agreement: those bodies that prefer not to commit themselves in the long term under a partnership agreement may apply for an annual operating grant.

A body may submit only one application.

2. Eligible candidats 2.1. Eligible bodies These bodies may be:

1. European non-governmental organisations:

(a) European umbrella organisations having branches in at least eight or 12 eligible countries;

(b) formal European networks having formal statutory member organisations in at least eight or 12 eligible countries.

2. Informal European networks — composed of organisations independent from each other and active in at least eight or 12 eligible countries. 14.8.2010 EN Official Journal of the European Union C 220/11

To be eligible for an operating grant, a body must:

— be non-governmental,

— be non-profit-making,

— be a youth organisation or one having a broader scope but including a section dedicated to youth,

— involve young people in managing activities developed with them in mind,

— have at least one (salaried or non-salaried) permanent member of staff. An exception is granted to bodies that have never received grants under this action and that intend to employ a permanent member of staff if this grant is awarded.

2.2. Eligible countries Bodies established in any one of the following countries are eligible to apply:

3. Eligible activities Organisations must schedule within their annual programme a series of activities which comply with the principles underpinning European Union action in the field of youth.

The activities likely to contribute towards strengthening and improving the efficiency of European Union action are as follows:

— Group 1: representing the views and interests of young people in their diversity at European level,

4. Award criteria Eligible applications will be assessed on the basis of the following criteria:

— relevance to the objectives and priorities of the Youth in Action programme and of the call for proposals (30 %),

— quality of the work plan and of the working methods that it comprises (50 %),

— profile and number of participants and number of countries involved in the activities (20 %).

5. Budget available The total budget allocated for co-financing the operation of bodies active at European level in the field of youth under the present call for proposals is estimated at EUR 3 580 000. Approximately 80 % of the budget available will be earmarked for framework partnerships and 20 % for annual agreements.

Financial contribution from the Commission cannot exceed 80 % of the provisional expenses (for applicants using the budget based grant calculation, this refers to 80 % of the eligible costs — see point 9.5 for the description of the grant calculation methods).

The maximum grant for each body will be EUR 35 000 for an annual agreement and EUR 50 000 for a framework partnership agreement per year.

The Agency reserves the right not to distribute all the funds available.

4.1. Name: ‘Farina di castagne della Lunigiana’

4.2. Description: ‘Farina di Castagne della Lunigiana’ PDO is a sweet flour obtained from the processing of varieties of chestnuts of the species Castanea sativa (Mill.) grown historically in the production area, i.e. Bresciana, Carpanese, Fosetta, Marzolina, Moretta, Primaticcia, Rigola, Rossella and Rossola. At least 70 % of the chestnuts used to produce ‘Farina di Castagne della Lunigiana’ must be of the Bresciana, Carpanese and Rossola varieties.

On release for consumption, ‘Farina di Castagne della Lunigiana’ is velvety to the touch and fine on the palate, with grains measuring 0,8 mm or less and at least 80 % of the grains measuring 0,3 mm or less. The flour is sweet, with a total sugar content of not less than 20 %, a distinctive chestnut fragrance and no mouldy or stale smell. The colour varies from white to ivory and the maximum moisture content is 8 %.

4.3. Geographical area: The production area of ‘Farina di Castagne della Lunigiana’ PDO lies within the Province of Massa Carrara and comprises the whole of the following municipalities: Aulla, Bagnone, Casola in Lunigiana, Comano, Filattiera, Fivizzano, Fosdinovo, Licciana Nardi, Mulazzo, Podenzana, Pontremoli, Tresana, Villafranca in Lunigiana and Zeri.

4.4. Proof of origin: Each stage in the production process is monitored, with all inputs and outputs being documented. The traceability of the product is guaranteed in this way, by entering the land registry plots on which the product is grown and the names of the chestnut growers, dryers, millers and packers in registers managed by the inspection body and by declaring to the inspection body in due time the quantities produced. Registers are also kept of the ‘gradili’ (drying houses) used to dry the chestnuts, the mills and the packing plants. All natural and legal persons entered in the relevant registers are subject to checks by the inspection body, according to the terms of the specification and the corresponding inspection plan.

4.5. Method of production: The density of trees in production may not exceed 160 per hectare and the maximum yield may not exceed 3 500 kg per hectare. At least 70 % of the chestnuts used to produce ‘Farina di Castagne della Lunigiana’ must be of the Bresciana, Carpanese and Rossola varieties. The chestnuts are harvested from 29 September to 15 December.

Chestnuts for the production of ‘Farina di Castagne della Lunigiana’ PDO must be dried in structures known as ‘gradili’ over a slow fire using exclusively chestnut wood for a minimum of 25 days. After the chestnuts have been dried, the outer peel is removed using traditional beating machines, they are ‘winnowed’ mechanically or by traditional methods and then checked by hand and any damaged parts removed. The yield of dried, peeled chestnuts, as a proportion by weight of the raw chestnuts used, must not exceed 32 %.

The dried chestnuts must be ground into ‘Farina di Castagne della Lunigiana’ PDO at traditional, either electrically or water powered mills, with stone grinders. Milling must take place no later than C 220/16 EN Official Journal of the European Union 14.8.2010

30 January of the year following harvest and each mill may grind no more than 500 kg of dried chestnuts per day per grinder, so that a high operating speed does not clog the stone and make it overheat, causing the final product to lose its precious ‘talc-like’ properties.

4.6. Link: ‘Farina di Castagne della Lunigiana’ Protected Designation of Origin has a markedly sweet taste that clearly distinguishes it from similar products on the market. This derives principally from the varieties of chestnut grown, the production area’s soil and climate and human action over the centuries to maintain production of the flour. It is the geological conformation of the area, and in particular its altitude and climate, that are responsible for the sweetness of the chestnuts. Lunigiana’s orography, morphology, hydrography and climate make it ideal for the production of sweet chestnuts, which prosper everywhere, all the way from valley floors up to 1 000 m above sea level. The peculiar relief of the production area, which forms a ‘basin’, together with the east-west exposure of the hillsides on which the chestnut groves lie, temperatures that are never excessive at any point during the year and particularly during the growing season (June to September) and the cool summer breezes blowing off the sea nearby mitigate temperature peaks during the summer, protecting the trees from stress and ensuring that the chestnuts used to produce the flour constantly develop high levels of sugar. Lunigiana is characterised by deep, narrow torrential valleys, hills, mountains and rift valleys. This special morphology has created an abundant and typically torrential hydrographic system, which has been cleverly exploited by local people as a source of power for the area's many water mills. Mills remain an important feature of the rural landscape and are still used to grind dried chestnuts. The millstones used in the mills, formerly water driven and now also electrically powered, allow slow and constant grinding that avoids overheating and produces a flour that is velvety to the touch and fine on the palate. In addition, the ‘gradili’, found in every chestnut grove, as well as being, together with the mills, a distinctive feature of Lunigiana, are evidence of the long history of chestnut processing in the area. Proof is to be found in the 15th century chronicles of Giovanni Antonio da Faie, which underline the importance of chestnuts to the local economy and the need to maintain production because ‘for two thirds of the population, chestnuts are the bread of Lunigiana’. The author also mentions that there is little difference between the price of wheat flour and that of chestnut flour. In addition to the special nature of the geographical area and traditional milling methods, mention must also be made of the human factor. Each stage in the processing of the flour, from harvesting of the chestnuts, to drying them and grinding them, fully in accordance with local traditions, is subject to human monitoring and control. The traditional harvest period still begins today on Saint Michael’s Day, 29 September, which coincides with the time when the fruit begin to fall spontaneously, when climate conditions cause the husks of the earliest varieties to open. One of the area’s sayings is ‘Chestnuts in the basket on Saint Michael’s Day’. During harvest, an initial selection is made on site of healthy fruit, followed by preparation of the ‘gradili’ in which the chestnuts are placed. A fire is then kept burning for at least 25 days under constant supervision and fed, in accordance with tradition, exclusively with chestnut wood. After drying, the chestnuts are checked by hand and any damaged parts removed before they are sent for milling. There is no doubt that over time the growing and processing of chestnuts came to be of great economic importance in Lunigiana and between the 15th and 18th centuries all the municipalities in Lunigiana, from Rocca Sigillina to Tresana, to Equi and Moncigoli and from Gragnola to Pontremoli, adopted detailed rules and penalties to protect the chestnut groves that had existed in the area for centuries. Archaeological research has established that the chestnut tree was present in Lunigiana from the first century A.D. and spread between the fifth and sixth centuries. Remains uncovered near the parish church of Sorano (Filattiera), on the site of what was a Byzantine settlement, itself built on a former Roman estate, are amongst the oldest discovered in Italy and are evidence of a rapid ‘revolution’ in agriculture, in which the chestnut tree replaced the oak and, finding an ideal environment, has remained over the centuries, helping to provide the local population with a secure and important source of food. An ancient land, Lunigiana has maintained the habits and customs that distinguish it in the field of Italian traditions. At the ‘Festa della Ricca’, the ‘richest’ housewife in the village gave an afternoon snack and in Filetto she would provide sweet chestnut flour. The ‘baladura’ or ‘ballatura’, an operation that involved treading the partly husked chestnuts underfoot on the threshing-floor to complete husking, was a real festival and, accompanied by the singing of popular songs, was in fact the most joyful and happy event in the whole cycle of processing the chestnuts. The area also abounds with sayings in the local dialect and social practices linked to chestnut-growing. The local cuisine has a whole range of dishes using chestnut flour, including ‘pattòna’ (chestnut-flour polenta), ‘cian’ (muffins), ‘fritei’ and ‘padléti’ (pancakes), ‘lasagna bastarda’ (a special type of lasagna) and ‘pane marocca’ (bread). These products were often accompanied by milk products or sausages. Finally, the chestnut tree has permeated the 14.8.2010 EN Official Journal of the European Union C 220/17

culture of Lunigiana to such an extent that here children were not born under a mulberry bush or brought by a stork but were found in the hollow trunk of an old chestnut tree.

4.8. Labelling: ‘Farina di Castagne della Lunigiana’ PDO is released for consumption from 15 November of the year of production in transparent plastic bags weighing 500 g, 1 kg or 5 kg. These bags may be placed inside paper or cloth packets. The packaging must be closed with an irremovable seal affixed in such a way that the contents cannot be removed without breaking the seal. The single-use seal used to close each packet must be stamped with the words ‘Farina di Castagne della Lunigiana D.O.P.’ (Farina di Castagne della Lunigiana PDO) and the year of production. The seals differ in colour according to weight: white for 500 g packets; brown for 1 kg packets; and red for 5 kg packets. A label is also affixed to each bag, bearing, in addition to the information laid down by law, the following: the logo of ‘Farina di Castagne della Lunigiana’ PDO, the date the product was packed and the use-by date, which may not be more than one year.

The logo shows two chestnuts, one overlapping the other, the one in front leaning to the left and the other upright. Both the chestnuts are brown, with light brown highlights on the convex part against the hazelnut brown colour of the rest of the fruit. The background comprises three bands of equal dimensions in the colours of the Italian flag: green, white and red. On the right of the green band are the words ‘Denominazione di origine protetta’ (Protected Designation of Origin).

4.2. Description:

‘Formaggella del Luinese’ Protected Designation of Origin is reserved for semi-hard cheese produced exclusively from whole, raw goat's milk, using rennet-based curdling, with a minimum maturing period of 20 days and the characteristics set out below.

Morphological characteristics: Shape: cylindrical with flat sides; diameter 13-15 cm; heel 4-6 cm; weight: 700-900 g;

Appearance: natural rind, not hard, with the possible presence of mould; soft, compact paste, possibly with small eyes;

Physical and chemical characteristics: fat: min. 41 % of the dry matter; dry matter: min. 45 %; water content: max. 55 %.

Microbiological characteristics: Significant presence of mixed lactic microflora (cocci, rod bacteria, homo- and heterofermentative bacteria) derived from the milk, environment and inocula.

Organoleptic characteristics: The cheese has a medium-mild, delicate, pleasant flavour that becomes stronger as it matures. The aroma and fragrance are delicate and also become stronger with maturing. The cheese is supple, moist, soft and quite soluble. Its colour is uniform and mainly white.

4.3. Geographical area: The territory where all stages in the production of ‘Formaggella del Luinese’ — from goat rearing to milk production to cheese making and maturing — are carried out lies in the northern area of Province better defined as the ‘Varese Alpine foothills’. 4.4. Proof of origin: Each stage in the production process is monitored, with all inputs and outputs being documented. This, along with the compilation of specific registers, managed by the inspection body, of breeders, producers and maturers, and timely notification to the inspection body of the quantities produced, ensures product traceability. Meadow, meadow/pasture and woodland plots must be entered in a register kept by the inspection body.

During the course of their activities, all parties involved in the production process must note, in dedicated registers, the quantity of incoming suitable milk and its origin, the quantity of suitable milk used to produce ‘Formaggella del Luinese’, the number of suitable cheeses produced, and the number of suitable cheeses hot-branded and labelled.

4.5. Method of production: The raw material used must be 100 % whole, raw goat's milk from the Camosciata delle Alpi, Nera di Verzasca and Saanen breeds (and their crosses), which are typical of the Alpine area. In addition to grazing, the diet of the herds, which remain at pasture for 7/8 months, is based on the use of hay fodder from local mixed meadows, supplemented with concentrates. During the grazing season, alongside the use of wild plants such as heather, spring prunings from hazel, ash and chestnut trees and wild herbs, the diet is supplemented with concentrates and, in some cases, hay fodder. During the period in stalls, hay fodder and concentrates are primarily used.

The hay fodder is mainly obtained from areas on the valley floor where mixed meadows with species such as Dactylis glomerata, Poa pratensis, Poa trivialis, Avenula pubescens, Trifolium repens and Trifolium pratense predominate. The use of grass silage is not permitted.

Before being processed, the milk may be stored for a maximum of 30 hours at a temperature not exceeding + 4 °C. Then the inoculum and rennet are added. Only a natural or prepared inoculum, composed mainly of thermophilic lactic bacteria, may be used, with the possible addition of small doses of mesophilic strains. Only natural calf rennet may be used. Curdling occurs at 32 °C to 34 °C for a period of 30-40 minutes. The curds are broken only when the consistency has reached medium/high density. Breaking continues until a fine grain has been achieved, around the size of a grain of maize. Shaping takes place in 14 cm diameter moulds. These cheeses are drained for a maximum of 48 hours at room temperature, with the cheeses being turned 2-5 times during this period. Salting may be carried out dry or in brine, followed by drying at room temperature. Maturing is carried out in stores with controlled humidity at 85-95 % and a maximum temperature of 15 °C or in cellars at ambient humidity and temperature. Maturing carries on for at least 20 days. As an alternative to steel or food-grade plastic, it is permitted to use copper boilers, cloth and shelves with wooden beams. Grids may not be used.

4.6. Link: The territory in which ‘Formaggella del Luinese’ is produced lies in the northern area of Varese Province better defined as the ‘Varese Alpine foothills’. The area's land is generally difficult to access, with a high percentage of woodland and pasture land. The age-old presence of activities whose success has been based around goat grazing has moulded the morphology of the entire area and altered its spontaneous development. The valley floor meadowland, which is close to rural population centres and provides winter fodder, the pastureland on the more accessible slopes where temporary shelters (known by the term ‘Casel’) have been built and the Alpine pastures at altitude demonstrate how the protection and use of the area's plant cover through herd grazing have been instrumental in determining their physical and functional structure and how, to this day, their maintenance depends on such activities. The network of ways and tracks, water points and watering places, the distribution of simple structures where herders and animals can rest or shelter and the distribution of the various plant communities continue to be determined, as far as their lay-out and distribution are concerned, by goat grazing. Two aspects of the climate primarily characterise this area. The first is the high rainfall, which is typical of the Alpine foothills. The other characteristic element of the local climate is linked to the role of Lake Maggiore in regulating the temperature, which has the effect of mitigating extreme temperatures. These two factors act to produce an Alpine foothill climate, marked by abundant, well distributed rainfall and a low temperature range. A climate of this type, together with the acidic nature of the soils, strongly conditions the area's vegetation characteristics, in particular the natural development of the flora. The low level of human intervention in the areas has permitted, and continues to permit, the spread of the species that adapt best to these environmental conditions, such as purple moor-grass (Molinia caerulea), bracken (Pteridium aquilinum), common broom (Cytisus scoparius), heather (Calluna vulgaris), silver birch (Betula pendula), common beech (Fagus sylvatica), hazel, ash and chestnut. The herds' diet has tradi­ tionally been based on the use of these marginal plant communities dominated by shrubs and trees. Up to the present day, dietary practices are strongly marked by these plant species. In the more favourable areas on the valley floor, however, Arrhenatherion mixed meadows (with grasses and legume plants) predominate. These meadows are used for hay for feed.

‘Formaggella del Luinese’ is a cheese produced exclusively from the whole, raw milk of goat breeds reared in the area of origin. The goats' varied diet confers particular organoleptic characteristics on the milk, which give the cheese its special delicate flavour, aroma and fragrance and its significant level of 14.8.2010 EN Official Journal of the European Union C 220/21

mixed lactic microflora. As some studies have demonstrated, a proportion of the overall aromatic characteristics of the finished product derives directly from the plants ingested by the goats, since some of the typical aromatic molecules of the plant world are found in the cheese. This demonstrates the very close connection with the area in which the cheese is produced. Producers in the area are the custodians of an age-old culture and technique of milk processing that is expressed via unique instruments and technologies in a series of production methods that are very characteristic of the territory. Operators in the sector still have these abilities, which are typical of the heritage of skills and techniques that have developed in the geographical area, including through the creation of a wide and specific range of cheese-making instruments that can be considered typical of the area. The long-standing techniques that are still practised in the production stages of ‘Formaggella del Luinese’ include rapid rennet-based curdling (less than one hour) and breaking the curds to a fine grain. The utensils that were used historically and continue to be employed in the ‘Formaggella del Luinese’ cheese-making tradition include the instruments used to break the curds, such as the ‘spino’ whisk (formerly made with a main wooden handle to which iron and copper wires were tired) and the cheese harp, as well as other processing instruments such as perforated ladles made from a mesh of interlaced grasses and small wooden moulds used to shape the cheeses. Since time immemorial, goat rearing has traditionally been carried out by nuclear families for whom milk processing has been an important source of income. There is any amount of historical evidence, dating as far back as the 17th century, demonstrating that ‘Formaggella del Luinese’ has always been part of the area's cheese-making and gastronomic tradition. 4.7. The logo is made up of a golden yellow outer circular border and an inner red part. Subscriptions to the Official Journal of the European Union, which is published in the official languages of the European Union, are available for 22 language versions. The Official Journal comprises two series, L (Legislation) and C (Information and Notices). A separate subscription must be taken out for each language version. In accordance with Council Regulation (EC) No 920/2005, published in Official Journal L 156 of 18 June 2005, the institutions of the European Union are temporarily not bound by the obligation to draft all acts in Irish and publish them in that language. Irish editions of the Official Journal are therefore sold separately. Subscriptions to the Supplement to the Official Journal (S Series — tendering procedures for public contracts) cover all 23 official language versions on a single multilingual CD-ROM. On request, subscribers to the Official Journal of the European Union can receive the various Annexes to the Official Journal. Subscribers are informed of the publication of Annexes by notices inserted in the Official Journal of the European Union. CD-Rom formats will be replaced by DVD formats during 2010.
