FOREWORD

Lastyear’scoldwinterremindedusaboutthosewinters whichhadbeencharacteristicfor theendoftheXXthcentury. Last year’s winter forced all the Baltic countries’ Governments to give a fresh and more attentivelookatthesafetyofnavigationiniceconditionsonapproachingwaterwaystoall theirseaports. Weather conditions also forced us to get into operations all icebreakers available for the winterservicesintheBalticcountries. TheperiodfromJanuarytillMarch,2010wasthemost difficult for traffic flow assistance andthatwasthecasepracticallyinallfreezingwinterportsoftheBalticsea.

1.ShorthistoryoftheBalticIcebreakingManagement Baltic Icebreaking Management, BIM is an organisation with members from all Baltic Sea states. BIM is a development of the annual meeting between Baltic Sea States icebreaking authorities which have assembled for more than 20 years. The member countries of BIM are Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Norway, Poland,RussiaandSweden. Afterthedifficultwinternavigationseasonof2002/2003aprojectwasstartedupwithin the framework of HELCOM, aiming at improving the safety ofwinter navigationinthe Baltic Sea. The Helcom – recommendation 25/7 on the safety of Winter NavigationintheBalticSeaAreawasadoptedinMarch2004. WithintheEUconceptMotorwaysoftheSea,whichisonepriorityprojectinthetrans Europeannetwork,theBalticSeacountriesestablishedaworkinggroupwiththeaimof creating more efficient winter navigation by cooperation between the Baltic Sea countries.TheicebreakingauthoritiesaroundtheBalticSeadecidedinHelsinkimeeting 2004 that this work shall continue within the framework of BIM, were also non EU memberstatesaretakingpart.BIMshouldfunctionallyearroundandthatitsstrategy shouldbetodevelopsafe,reliableandefficientwinternavigationbetweentheBalticSea countries.TheoverallobjectiveofBIMistoassureawellfunctioningmaritimetransport system in the Baltic Sea all year round by enhancing the strategic and operational cooperation between the Baltic Sea countries within the area of assistance to winter navigation. January10 th 2007 , the Joint Baltic web service on winter navigation www.baltice.org waslaunched,seeappendix1. April11 th 2007 ,theDVDoftraininginicenavigationforseafarerswaslaunched,see appendix2. 15 th November 2007 , Helcom adopted a new recommendation 28/11 Further measurestoimprovethesafetyofnavigationiniceconditionsintheBalticSea , BIMwasactingan“iceadvisor”inthisrecommendation. September2009, Thecomputerbastedtrainingcourse,withexamination,inice navigationforseafarerswaslaunchedandthefirstyear132studentswereexamined.

One important task of BIM is to inform stakeholders in the maritime sector and policy makersaboutwinternavigationandicebreaking.Thereisaneedforinformationabout winternavigationandicebreakingthatcoversthewholeBalticSearegion.SeveralBaltic Seacountriesprepareinformationaboutthewinternavigationandicebreakingintheir respective national waters. There has been a need to coordinate this countryspecific information, improve the information and to distribute it to a wider target group by “JointAnnualBalticIcebreakingReport”isthesecondofitskind. Thisreportgivesanoverviewofthewinternavigationseason 2009/2010fortheBaltic Sea area. National reports can be found on www.baltice.org . The report will also describeorganisationalchangesintheicebreakingauthoritiesorchangesinicebreaking resourcesandprovideaprogressreportoftheBalticSeaIcebreakingcooperationand thedevelopmentofBIM.

3.Accidentsandincidentsinseaice The Technical University of Helsinki collects information on accidents related to navigation in ice. Ship owners and others within winter navigation are requested to reportaccidents,incidentsanddamagesthatareicerelatedto [email protected] orto: IceDamageDatabase HelsinkiUniversityofTechnology ShipLaboratory PL5300 02151TKK FINLAND Only some minor damages occurred to merchant vessels during assistance of the icebreakers.Incomparison,about100vesselsreporteddamagesduetothesevereice conditions in the year 2003. Reports of accidents are difficult to get because often damageswon’tappearuntilduringthenextdrydocking.

12 4.CostsoficebreakingservicesintheBalticSea WinterconditionscausevariouscostsforvesseltrafficintheBalticSea.Thevessels’fuel costsincreasesincespeedisreducedbyevenhalfonaverageduetoicebarrierswhen proceedinginiceatfulleffect,andapproachingthequaycantakehours.Theharbour costsalsoincrease,sincethebasinmustbekeptopenbyaharbourtuginorderforthe vesselstoreachthequay. Moreover, heating to keep equipment in working order despite outdoor temperatures below20ºCaddstothecosts.Sinceitisdifficulttoestimateother costs,thisreport comprisesonlythoserelatedtoicebreakers. 4.1Finland InFinlandthecostsoficebreakersstandbyperiodin20092010wereabout20millionEUR.This winter season was near normal but operation days were more than expected, totally 916 days. Therefore the operational costs were about 9 million EUR and fuel costs 10 million EUR. The FinnishTransportAgencyhadalsocontractswithprivatetugboatcompaniesforminoroperations. The costs of the Finnish icebreaking services vary from 22 to 39 million euros depending on winter.

4.2Sweden InSwedenthecostsforthestandbyperiodamountto approximately 10 million EUR, additional operational costs to approximately 4 million EUR, and fuel costs to 2.59 millionEUR.The costoftheSwedishicebreakingservices variesfrom15to34million euros depending on the winters’ degree. The costs thiswinterareestimatedtobe24 millioneuros.

4.3Russia SinceJanuary,01st,2008accordingtotheactofFederalServiceonTariffsdd 20.12.07№552t/1ratesoficebreakingduesintheRussianportsoftheGulfof Finlandareestablishedasfollows: Icebreakingdues: 1) Icebreakingduesareappliedforincoming,outcomingortransitingtheportarea. 2) For the cargo ships engaged in liner services, which are officially declared, to the ratesoftheicebreakingduesthefactorof0.8isapplied. 3) Fromicebreakingduesarereleased: • vessels of ice class LU7 (according to classification of the Russian Maritime Register of Shipping or classes of other classification societies corresponding to it). • passengervessels. 13 4) Upon the announcement by the Harbour Master of winter (summer) navigation before the target date, and also after the prolongation of its duration, icebreaking duesarepaidaspercorrespondingratesfromthedateofannouncementtoadate ofcompletion(inclusive),correspondingtotheperiodofwinternavigation. DuringtheperiodfromDecember,1sttillApril,30ththevesselswithiceclassLU5and LU6(accordingtoclassificationoftheRussianMaritimeRegisterofShippingorclasses of other classification societies corresponding to it) are subject to icebreaking dues multipliedbyfactor0.75. 4.4Estonia InEstonia,thetotalcostoficebreakinginthe2009/2010seasonamountedto approximately 1.662 million EUR, with about 930000 thousand EUR accounting for the costsinthePärnuBayand732000thousandEURfortheGulfofFinland(annualupkeepof theIBTARMO+fuelcost).InthePärnuBay,thefuelcostsduringtheicebreakingseasonof 2009/2010wereabout484000thousandEUR.

4.5. Denmark . In 2009 the cost of the Danish ice service was approximately € 2.9 mill. Which is about the average yearly cost for Danish Iceservice for the last 10 years (€ 2,6 mill.). The extraordinary maintenance costs for the Icebreakers DANBJOERN and ISBJOERN. The cost covers stand by costs for the Danish Icebreakers and the running cost of the other parts of the Ice service. What the cost of the Ice service in an Ice winter will be is not known but the cost of the previous 5 ice winters was approximately € 9 mill. The amount has been extrapolated to 2009 level.

14 4.6 Norway Intheperiod2009–2010thetotalcostoficebreakingserviceinNorwaywas approximately€1,0million.TheTB“BamseTug”washiredforicebreakingandvessel assistingintheareaofOslofjordentoatotalcostof€0,6million.Onthesouthcoastof Norwaythebuoytender“Hekkingen”wasoperatingasicebreakertoacostof€0,2 million.Thebalancewasusedforminorsingleicebreakingandassistingjobs.The coastguardvessel“Andenes”waspatrollingalongthesouthcoastthroughmostofJanuary andFebruaryforassistingvesselswithmaneuveringproblemsintheice. 4.7Latvia,Lithuania,Poland,Germany–noinformation 5.WinternavigationinthedifferentpartsoftheBalticSea 5.1..BayofBothnia Thefirsttrafficrestrictionswereinitiatedonthe19 th of DecemberandreachedtheirhighestlevelIA4000dwt,onthe 3rd ofFebruary. ThefirsticebreakerKontioleftHelsinkitostarttheicebreaking operationsonDecemberthe17 th . TheicegrowthstartedinthebeginningofJanuaryandinthe middleofFebruarythemaximumiceextensionappeared. Atthattimetherewere5icebreakers(4Finnishand1Swedish)engagedinaccordance withthejointicebreakingplan. Assistancehasbeenconductedtofollowingports: Karlsborg Tornio Luleå Kemi Haraholmen Oulu Skelleftehamn Kokkola Pietarsaari TheicebreakersintheBayofBothniaassisted2327merchantvesselsand237towing operationswereconducted.Theaveragewaitingtimewas6hoursand10minutes.56%of allportcallsdidnothavetowaitforicebreakerassistanceatall,but17,8%oftheportcalls hadtowaitmorethan4hoursforicebreakerassistance(socalledlongwaiting). TheicebreakingseasonintheBayofBothniaendedonthe25 th ofMay.

15 5.2.SeaofBothnia

ThefirsttrafficrestrictionsinthenorthernpartofSeaof Bothniawereinitiatedonthe28 th ofDecemberandinthe southernparttherestrictionswereinitiatedon9 th ofJanuary. ThehighestlevelIA3000dwtintheNorthandIA2000dwtin theSouthwasinforcefromtheendofFebruaryuntilthe beginningofApril. ThemaximumnumberoficebreakersengagedintheSeaof Bothniawas5largeandtwotugboats.TheicebreakerFrejand VidarVikinghasjointlybeenusedbytheFinnishandSwedish AdministrationsintheNorthernQuarkandinSouthernSeaof Bothnia. Assistancehasbeenconductedtofollowingports: Holmsund Söråker Turku Rundvik Sundsvall Iggesund Husum Söderhamn Mäntyluoto Orrskär Örnsköldsvik Norrsundet Rauma Gävle Ångermanälven Skutskär Uusikaupunki Hallstavik/Hargshamn Härnösand Kappelskär Naantali TheicebreakersintheSeaofBothniaassisted2173merchantvesselsand150towing operationswereperformed.Theaveragewaitingtimewas8hoursand40minutes.65,21% ofallportcallsdidnothavetowaitforicebreakerassistanceatall,but15,83%oftheport callshadtowaitmorethan4hoursforicebreakerassistance(socalledlongwaiting). TheicebreakingactivitiesintheSeaofBothniaendedinthebeginningofMayandthetraffic restrictionswasliftedonthe12 th ofMay. 5.3GulfofFinland TheFinnishCoast The winter season started 28.12 2009 when first ice restrictions was given to Hamina, , Loviisa and icebreaker assistance started. The real winter started to develop at the end of January, the frosty days made a strong icebelt about 10 miles wide along the Finnish coast and the vessels had difficulties outside Helsinki, Sköldvik andOrrengrund. InthebeginningofMarchstrongeasterly windscleanedthecoastfromheavyiceridges.Thehighest ice restriction was 1A 2000 dwt. The last ice restriction ended 21.04.2010. Assistance has been conducted to following ports: Hamina, Kotka, Loviisa,Sköldvik,Helsinki,Kantvik,Inkoo,KoverharandHanko.InthelakeofSaimenarea

16 wintertrafficassistancewasgivenfrom15.1218.1.2010afterthattheSaimencanalwas closedandopenedagain15.4.2010 TheiceconditionsintheGulfofFinlandbythemaximumicespreadingareawereharsh, and by the ice thickness, the conditions were medium, which makes the winter of 2009/2010amoderatetoharshonebythetypeofharshness.. Thefirsttrafficrestrictionswereinitiated22thofDecemberinSt.Petersburg.Thesewere also the strictest restrictions being only requirement 2000 kW in horsepower. The restrictionswerecancelled26April All2839ofthevesselswhichneededicebreakerassistancewereboundforRussianports. DuringthelargesticecovertheRussianshad4seaicebreakersand9porticebreakersin use.Theicebreakingseasonlastedfrom16Decemberto30AprilintheRussianterritorial water. IceconditionsinthewaterareaoftheGulfofFinlandinthewinterof2009/2010 The ice formation processes in the winter of 2009/2010 were of an intermediate type, an average of a moderate and a harsh winter. In the first half of the season, the dominationofcoldarcticairwascausingaverycoldweather,whichresultedinintensiveice formation.Theaveragemonthlyairtemperaturesinthewinterseasonwerebelownormal, namely,by0.5 0 inDecember,4.3 0inJanuary,1.5 0inFebruary,and0.2 0inMarch,whilein Aprilthetemperaturewas2.7 0abovenormal.Thesumofdegreedaysofcoldamountedto 834 0,whichdescribesthewinterasaharshone.Inthewinterof20092010,snowfallswere abundant,andinthreewintermonthsthemonthlyprecipitationwasabovenormal,namely, 176%inDecember,223%inFebruary,and167%inMarch. Duetotheratherhightemperaturebackgroundinthe fall, the stable transition of theaveragedailyairtemperaturetonegativevaluesoccurredonDecember 5,whichwas 22dayslaterthannormal.ThefirsticeinthewaterareasoftheNevaBayandtheGulfof wasnoticedonDecember11–14,whichisinaverage one monthlaterthanthe mean annual time. Very cold weather in the second half of the month contributed to continuous and quite intensive ice formation, with a stable ice cover established at once. FasticeinthewaterareasoftheNevaBayandtheGulfofVyborgformedonDecember17 – 18, which is just one week later than the mean annual time. Ice formation in the Bjerkesund strait and the bays of Luga and Koporye began on December 17. In the last days of the month, ice formation slowed down. The ice situation atthe end of the month wasasfollows.Inthe NevaBay,therewasfastice,andtheicethicknesswas1222cm. Along the northern coast of the gulf, around Zelenogorsk, a sheet of drifting ice was noticed,andontheSestroretskshoal,therewasa57kmwidesheetoffastice,andthe

17 icethicknesswasupto25cm,whilebehindthefasticebordertherewasverysoliddrifting ice1020cmthick.IntheGulfofVyborguntilthelatitudeoftheIgrivytherewasfast ice,andtheicethicknesswas1525cm.ThenuntilthelatitudeoftheKrestovycapethere was1015cmthicksoliddriftingice.IntheBjerkesundstrait,therewasverysoliddrifting ice1015cmthick.ThenewiceedgewentfromtheUstinskycapethroughtheDemanstein banks to the Nerva lighthouse and then to the Finnish skerries. In the bays of Luga and Koporye,therewasnewiceandicerindinthecoastalarea. InJanuary ,iceformationinthegulfwasintensive,andtheiceedgemovedswiftlytothe west.Theicesituationwasnowtypicalforamoderatetoharshwinter.Theicethickness waswithinnormalduetoastablesnowcoverontheice,whichwas1015cm.Inthe NevaBaytillthelatitudeoftheTolbukhincapeandtheGulfofVyborguntilthelatitude oftheKrestovycapetherewasfastice,andbytheendofthemonththeicethickness reached2545cmand3045cmrespectively.IntheBjerkesundstrait,fasticeformed onJanuary3,whichisatimeclosetothemeanannual,andbytheendofthemonththe icethicknessherereached2540cm.InthebaysofLugaandKoporye,fasticealongthe coastformedonJanuary7;bytheendofthemonththeicethicknessreached1525cm. Drifting ice reached the borders of the Seskar island already by January 2 and the Hoglandisland,byJanuary11.Suchdatesaretypicalformeanannualvalues.Inthelast ten days of the month, the driftingice edge left thegulfandwasnoticeontheborder betweentheAlandandtheisland.Theheaviesticewasnoticedtillthe longitudeoftheHoglandisland;tillthelongitudeoftheMoshchnyisland,therewas20 35cmthickconsolidatediceandthenverysolid1530cmthickdriftingice.Intheendof themonth,aniceclearingfilledwithopenpackiceopenedalongthesoutherncoastof thegulf.

InFebruary ,iceformationonthegulfwasweak.IntheNevaBayandintheBjerkesund strait,therewasstillfastice.Theicethicknessincreasedgradually,reaching4060cm bytheendofthemonth,whichisthemeanannualvalue for this period. Precipitation was1.52timeabovenormal,andthesnowcoveroftheicecoverwas2points.Inthe baysofLugaandKoporye,therewasalsofastice,andonFebruary10,fasticeoccupied allofthebayofLuga.BehindthefasticebordertilltheHoglandIsland,therewasvery solidhummockydriftingice,1535cmthickinthebeginningofthemonthand2045cm thickintheendofthemonth.Inthewesternpartofthegulf,therewasdriftingice,15 40cmthicktillthelongitudeoftheParkiPeninsula,and1025cmtothewestofit.By theendofthemonth,theicethicknessreached2540cm.Thedriftingiceedgewasstill outside the gulf, and on February 19 it reached its maximum position of the season, namely,thelatitudeoftheAlmagrunderlighthouse.

During the month, ice clearings filled with slush or open pack ice were formed in the consideredarea:

18 • Avasticeclearing(upto8mileswide)fromtheKotlinIslandtillthelongitudeofthe Shepelevskylighthouse,fromFebruary1to9.Afterthat,therewas515cmthickfastice inthisarea,andonFebruary15theicewentintoastageofverysoliddrifting. • An ice clearing near the islands of the Seskar and Moshchny was notice from February1to4. OnFebruary15to24,theiceconditionsbetweentheislandsofKotlinandHoglandwere attheirseverest,withsolidconsolidateddriftingiceupto40cmthick.

InMarch ,theiceformationinthegulfwaterareawasscattered.Theicesituationinthe easternpart ofthegulfchangedinsignificantly.FasticeremainedintheNevaBayand alongthenortherncoastofthegulf,intheGulfofVyborg,intheBjerkesundstraitandin the bays of Luga and Koporye. By the middle of the month, the thickness of fast ice reached 4565 cm, on the Sestroretsk shoal, 5575 cm, and in the bays of Luga and Koporye,2545cm.TheicethicknessinMarchwasnormal.Precipitationwas23times above normal, and the snow cover of the ice cover was 2 points. The last week of the month gave rise to ice fracturing process of the spring, with holes and snow puddles formedontheice.Theicefracturingamountedto12pointsalloverthewaterareaand 34pointsintheNevaBay.Thestabletransitionoftheaveragedailyairtemperatureto positivevaluesoccurredonMarch26,whichwas2daysearlierthanthemeanannual.In the last days of the month, ice cover fracturing was intensive; the fast ice fractured in Lomonosovand.ThesolidesticewasobservedtillthelongitudeoftheRodsher lighthousewheretheicethicknesswas3050cmtillthelongitudeoftheMoshchnyisland and2540cmtothe west. Inthe westernpartofthe gulf, there was 1530 cm thick drifting ice. On March5to 8, ice clearings near the islands of Hogland and Moshchny wereobserved.OnMarch10to13andonMarch22to24,aniceclearingneartheisland ofHoglandwasobserved.OnMarch1to3,onMarch14to16,andonMarch25there wasiceopeningonapproachestotheislandsofMoshchnyandMalyaswellasbetween theislandsofHoglandandMoshchny.

InApril ,therewasintensivedestructionoftheicecover. Thethicknessoffastand driftingicewentdowngradually.Thefracturingoficegrew.InthebeginningofApril,fast iceinLisiyNosfractured.ThedatesoffirstfracturingoffasticeintheNevaBaywereone week earlier than the mean annual. By April 10, the ice edge went away as far as the longitudeoftheHoglandIsland.Bythemiddleofthemonth,fasticeinthebaysofNeva, Luga and Koporye was fully broken, on April 15, fast ice in the Bjerkesund strait was fractured,andonApril18,intheGulfofVyborg.ByApril11,thebaysofLugaandKoporye werefullyclearedofice.Driftingicewasconcentratedinthenorthernhalfofthegulf.The mainfairwaytoSt.PetersburgwasclearedoficeonApril30.Fullclearanceofthegulffrom icewasregisteredonMay2.ThedateofclearanceoftheGulfofFinlandarethesameas themeanannualdates. 19 Generalconclusions Inthewinternavigation,theiceconditionsintheGulfofFinlandbythemaximumice spreadingareawereharsh,andbytheicethickness, the conditions were medium, which makes the winter of 2009/2010 a moderate to harsh one by the type of harshness. A feature of navigation was quite intensive development of the ice cover in the fall through winterseasoninDecemberandJanuaryandrelatively weak ice development in February andMarch.Theseverestsituationwasintheeasternpartofthegulfwheretheicewasat itssolidestandthickest.Inthewesternpartofthegulf,aniceclearingalongthesouthern coast and relatively small ice thickness mitigated the situation. The ice thickness stayed within the mean annual range during the whole season and never exceeded 6065 cm. Storm winds with strong ice pushes were relatively rare, and most such days occurred in FebruaryandMarch.

The Estonian Meteorological and Hydrological Institute assessed the winterof2009/2010assevere.Thetrafficrestrictionswereinitiated 21. of December being IC1600 kW in Pärnu. From 14.02.2010 to 06.04.2010 traffic restrictions were IB2000 kW and all restrictions were cancelled 21. of April. The icebreaking season lasted from 19 Decemberto21Apriland102shipswereassisted. The FTA develops Finland’s icebreaking policy, taking into account the requirements of its clients (mainly the Finnish industry). Essential for the industry are as short waiting times as possible for traffic.TheFTAdecidesonthelengthoftheassistanceperiod,exemptionsandtrafficrestrictions.

22 ThetrafficrestrictionsarenormallymademorestringentatafasterpacethantheminimumHELCOM safetyrecommendations,astheobjectiveistoassureanefficientmaritimetrafficflow.Onlyvessels fulfillingthecriteriaofdailytrafficrestrictionsaregivenassistance. In 2010 the icebreaking services were purchased mainly from Arctia Icebreaking Ltd based on a contract. Arctia Icebreaking Ltd is responsible for the management and daily operation of the icebreakingservicestoall23winterports.Thedemandsastothestandardofserviceareincludedin thefreightcontract.Themainrequirementisthatvesselsshouldnothavetowaitforanicebreaker formorethan4hoursonanaverage.AnothergoalfortheFinnishicebreakerservicestandardisthat 90%to95%ofvesselsnavigatingintheicefieldcouldgetthroughwithoutdelay. InFinlandnospecialfeeiscollectedfortheicebreakerservice.Allshipspay fairwayfeesbasedon ship size and ice class. SwedenandFinlanduseajointlydeveloped ITbased online system, IBNet (IceBreaker Net)forcoordinationofthejointicebreakingoperations. The Masters of the ships sailingindependently upon receiving the permission of the icebreaker are to report to the icebreaker while passing the established control points of the recommended route andinformoftheicesituationinthearea.Ifsuchashipgetsstuck,theicebreakersare to release them and correct their recommended route or get them in the convoy for furthermotion.TheMastersoftheshipsarenotrecommendedtorelyondataregarding recommendedroutesreceivedfromothershipsandnotconfirmedbytheMasterofthe icebreaker. When the ice thickness over the approach fairways leading to Russian ports in the eastern part of the Gulf of Finland becomes considerable, the Harbour Master of St. Petersburg imposes restrictions on ships theice class and the main engine capacity of whicharenotsufficientfornavigationunderprevailingcircumstances. Thepermissiontoentertheportortheicebreakerassistancetoshipsunderrestrictions due to their ice class is granted in exceptional cases, after detailed study of their ice certificates(“Icepassport”or“Provisionalrecommendationsonicesafety”)issuedbya recognized institution. The permission to enter the port or icebreaker assistance to a shipunderrestrictionsduetohermainenginecapacitymaybegrantedincaseherice classmeetstherequirements.Theshipswhoseageexceeds20years,asarule,arenot permittedentryincasetheyareunderrestrictions. Incasesuchpermissionisgrantedtoashipfallingunderoneoftherestrictions established,aparticularicebreakerisallocatedforherassistanceandtheMasterofthat icebreakerhastheauthoritytodeterminethebestwaytorendersuchassistance. 6.4Estonia The responsible organization for icebreaking in Estonia is the Estonian Maritime Administration.TheDirectorGeneraloftheEstonianMaritimeAdministrationdecideson traffic restrictions and directives on winter navigation. The icebreaking coordination center consisted of 12 members in 2008, chaired by the Head of the Maritime Safety DivisionoftheMaritimeAdministration,andactsasanadvisoryboardfortheDirector Generalinicebreakingissues. PortsthatareservicedbystateicebreakersareMuugaHarbour,harboursofTallinnand Kopli Bay, Paldiski North Harbour, Paldiski South Harbour, Kunda Harbour, Sillamäe HarbourandPärnuHarbour. 1.ThemonthsofwinterseasoninPolandusuallyareNovember,December,Januaryand February.

Novemberwasratherwarm,themeantemperaturewas+8,7°Candduringthenights temperatureswerealittleless,onlytwiceitdroppedtozero. On 15 December temperatures dropped below zero and on 21 December the ice formationappeared. January 2010 was really cold, with low temperatures up to minus 16° C and the ice developed. FebruarywasalittlemilderthanJanuary,butresumingthefrostdominated. EvenonMarch,thefirstdecadewasfrostyuptominus5°C.

TheminustemperaturesinDecember2009causedthefirsticeformationintheareaof responsibilityofMaritimeOfficeInSzczecin.Andinthefollowingdaysandmonthsthe icehasbeenbecomingmoredifficult.InthelastdaysofJanuarytheicethicknesswas even50cmandicecoverwasupto100%.

Shortbeforeallfloatingaidstonavigationwereremovedorechangedtoice buoys. Dependsonthewinddrifttheseaicewasmoreconcentratedontheeast coastofRügen,whereitcamestoacompactaereaontheendofJanuary. Theinnerareaswerecompleatecofferedbyiceandthesupplyofthe islandof(closetoRügen)couldonlymaintainedwithutmost efforts TheMultPurposeVessel“Arkona”andtwosmallericebreakers(Grömitz” and“Ranzow”werenearlyinserviceduringthewholeperiode. OnthebeginningofFebruaryalsotheopenseawaspartlyaffectedbyice. Thethickneswasnotsolargeandtheperiodewas,duetochangingwind directions,notsolong,sothatnoicebreakingserviceswasneededaway fromthecoastline. DuringthistimetheIcebreakerARKONAwasassistingintheapproachto Stralsund,LandtiefandintheGreifswalderBodden. GÖRMITZwasassistinginthenorthernPeenestrom,southern GreifswalderBoddenandOsttief.RANZOWwas assistingintheStrelasundandintheGreifswalderBodden. ThenorthernapproachtoStralsund,thesouthernPeenestromandKleines Haffwereclosedfornavigation.Onlydaytimenavigationwasallowedto Stralsund. Otheradjectedwaterswithminorimportanceforwintertraffic,likethe Schleiinthewesternpartofthearea,wereclosedforshippingwith beginnigoficedevelopment. 31 Themainentrancestothelargeportscouldbekepedicefreewithhelpof largertugs. Inthesummarytherewerenoextraordinarydisabilitiesfortheshipstraffic inthelastwinter.TheotherMultiPurposeVesselsthanARKONA,werenot neededforicebreaking. 6.9Denmark

Asthewinter2009–2010wascoldtheIcebreakingservicewasactivated,thoughthe3 navyicebreakersdidnotbecomeoperational.Icebreakingassistancewascarriedout charteredtugboats.

7.0 Norway InNorwaythegovernment,byNorwegianCoastalAdministration,isresponsibleforthe icebreakinginopenwatersandmainfairwaysalongthecoast.Inthefjordsandthe approachestotheports,theharbour/portisresponsiblefortheicebreaking. Sameportthewinter20092010wasthestrongestwinterinthesouthpartofNorwayfor manyyears.Wecannearlycompareitwiththe1986–1987winters. Thetugboat“BamseTug”washiredforicebreakingfromprimoFebruarytothemiddleof March. Thebuoytender“Hekkingen”wasalsooperatingasicebreakerinthesameperiod. Itwasthefirsttimefor23yearsthattheicebreakingwaseffectuatebythegovernment.

32 ANNEX1 PRESSRELEASE 10.1.2007 Forimmediaterelease JointBalticwebserviceonwinternavigation www.baltice.org launched A joint web service on winter navigation in the Baltic Sea area has been launched on January10 th .Thepurposeofthewebserviceistoprovideseafarersandthewholeshipping industry with information on winter navigation and the conditions prevailing in the Baltic Seainwinter.Thecapabilityofvesselstonavigateinicehasconstantlyimprovedbut,due to lack of experience, the knowhow of ship’s crews has decreased. Furthermore, traffic volumes have increased. The aim of the free website is to give the best conceivable informationonwinterconditionsintheBalticSeainordertopreventaccidentsanddamage tovesselsandtoenablevesselstomanageasfaraspossiblewithouticebreakerassistance. The information presented on the website was formerly difficult to access as it was scatteredonthewebsitesofvariousorganisations. The web service contains ice reports, an uptodate ice chart, an ice thickness chart, reporting instructions for vessels, information on traffic restrictions, icebreaker operating areas and ice navigation courses for seafarers. Data is collected from the organisations responsibleforwinternavigationintheBalticSeaarea. TheideatocreateanicedataportaloriginatesfromBalticIcebreakingManagement(BIM) andispartoftheBalticSeaWinterMotorwaysproject,whichisledbytheFinnishMaritime Administration.BIM,whichwasfoundedin2004,consistsoftheicebreakermanagements 33 of the Baltic Sea countries, i.e. Finland, Sweden, Denmark, Norway, Germany, Poland, Estonia, Latvia, Lithuania and Russia. The whole project was carried out in Finland and Finland will continue to coordinate it in the future. Moreover, Baltic Icebreaking ManagementwillbechairedbytheFinnishMaritimeAdministrationforthenexttwoyears. TheprojecthasbeenfinancedbyFinland,Sweden,Denmark,Estonia,RussiaandtheEU. Traffic in the Baltic is constantly increasing. The project has been financed by the Finnish Maritime Administration and the European Union,theSwedishandEstonianMaritimeAdministrations,theDanishMinistryofDefence and St. Petersburg Port Authority, which all distribute the video on DVD in their own countries. In Finland, copies of the DVD have been sent to the maritime colleges. The
