Dear Mr. Stello,

Scientists and Engineers for Secure Energy (SE2) was most pleased to have been able to send an observer to sit in on the NRC's November 5 hearings on the Indian Point incident. Unfortunately, our representative was unable to remain for the hearing's public session which took place that evening. Therefore, at that time, this organization could not present to you and your staff our opinions on the matter.

We do, however, wish to submit the attached statement of position concerning the October 17, 1980 malfunction which the NRC is now investigating. It is SE2's hope that you will accept this belated submittal of our opinions and that it will be incorporated into the official record and taken into account when theCommission makes its assessments on this case.
