Purpose Implementation Mechanism Procurement Approach Planning Department and Agreement No. CE53/2008 (CE) Civil Engineering and Development Department Planning and Engineering Study on Development of Lok Ma Chau Loop - Investigation Technical Report No. 7 on Stage 1 Implementation Strategy, Cost and Revenue Estimate and Development Programme - Executive Summary Purpose Technical Report No. 7 provides discussion and recommendation on the implementation mechanism, procurement approach and development programme of the Lok Ma Chau Loop (LMC Loop) development. It also includes the cost and revenue estimates of the project to present the financial implications of the project. The report is based on the Recommended Outline Development Plan (RODP) of the LMC Loop development as presented in Technical Report No. 4 and the supporting infrastructures proposed in the relevant technical assessments under Technical Report No. 5. The Study Area, consisting of Study Area A (Area A) and Study Area B (Area B) on the Hong Kong side, is shown in Figure 1. Implementation Mechanism The report has discussed the general pros and cons of different options of mode of development for the Administration’s reference. Issues discussed include the institutional arrangement, phasing and public and private sector partnership. The mode of development for LMC Loop is subject to further discussion between the Hong Kong and Shenzhen Governments through the Working Group on the Mode of Development for Lok Ma Chau Loop formed under the Hong Kong - Shenzhen Joint Task Force on Boundary District Development. Procurement Approach Contract Packaging Based on the RODP, it is recommended that the LMC Loop development works be divided into 7 construction contracts (1 no. for advance works, 4 nos. for phase 1 works, 2 nos. for phase 2 works), utilising different expertise of the respective contractors. Specialised items like sewage treatment works and district cooling system (DCS) are assigned to individual works contract. Works to be carried out by others, like building work designed and constructed by educational institution, the utility work by utility undertakers, are also identified in the report. Advance Works In order to fast track the programme and achieve earliest beneficial use of the LMC Loop, the report has identified four critical elements on the programme which should be advanced to allow some facilities in the Loop to commence operations in 2020. The advance works include: Land decontamination in Area A; Creation of Ecological Area for reed marsh compensation in Area A; Fishpond compensation for Area A & Area B; Interim minor improvement to Ha Wan Tsuen Road and temporary bridge across meander as temporary haul road to facilitate subsequent construction works. Type of Contract The report has compared the pros and cons of different types of procurement approaches for each of the works contract, in accordance with ETWB Technical Circular No. 32/2004. Procurement approaches include the designer-led; the design & construct (D&C); the design, construct & operate (D,C&O); and the finance, design, construct and operate (F,D,C&O). The report has recommended appropriate procurement category for each works contract for the Administration’s consideration. Page 1 May 2012 Planning Department and Agreement No. CE53/2008 (CE) Civil Engineering and Development Department Planning and Engineering Study on Development of Lok Ma Chau Loop - Investigation Technical Report No. 7 on Stage 1 Implementation Strategy, Cost and Revenue Estimate and Development Programme - Executive Summary Development Programme Phasing In order to enjoy early benefit of part of the LMC Loop while considering the constraint that the road network in Kwu Tung North New Development Area which will be available at a later date, , the study has suggested phased implementation of Area A. Phase 1 development (see Figure 2) covers the buildings in zones 1 & 2 on the western side of Area A, as well as the necessary infrastructure (sewage treatment works, fire station cum ambulance depot and power substation) in zone 3 at the east. The Western Connection Road (WCR) and the Direct Link to the MTR Lok Ma Chau Station area (Direct Link) are also scheduled to support the phase 1 development. It is the current target to allow some facilities in the Loop to commence operations in 2020. Phase 2 development (see Figure 3) covers the buildings in zones 3 to 5, as well as the Eastern Connection Road (ECR) linking to Kwu Tung North New Development Area. This phase is scheduled at a later stage. Implementation Programme The report has examined the timeframe for the necessary EIA process, gazettal process, funding approval process, land clearance & acquisition procedures, as well as the design, tendering and construction duration. A master development programme has been prepared to outline the activity arraignment to achieve the targeted initial operation currently scheduled for 2020. The items on the critical path or with little float time in the programme are identified: EIA process; Statutory plan making and gazettal procedures including road works; LegCo funding application for advance works and site formation works; Detailed design for advance works; Creation of ecological area for reed marsh compensation; Site formation works for Zones 1 to 3 Educational institution building works in zone 2 and sewage treatment works.     LC Paper No. CB(1)1072/10-11(02) Legislative Council Panel on Transport Subcommittee on Matters Relating to Railways Retrofitting of Automatic Platform Gates on the East Rail Line Purpose This paper aims to present the results and conclusions of the technical studies regarding the retrofitting of automatic platform gates (APGs) on the East Rail Line (EAL). Background 2. All MTR train platforms have been designed and built to international standards. Supplemented with additional safety warning devices and measures as well as regular educational activities on platform safety, a safe travelling environment is provided for MTR passengers. 3. While international standards do not require APGs for safe railway operations and APGs are not installed in most of the world’s railways, voices in the Hong Kong community have, for a variety of reasons, requested APGs to be retrofitted in the MTR platforms that currently do not have them. 4. Work is now in progress to install APGs at eight at-grade and above-ground stations on the Kwun Tong, Tsuen Wan and Island Lines. 5. Regarding the retrofitting of APGs at EAL stations, technical studies have been conducted with a view to identifying feasible solutions. However, the studies reveal that retrofitting of APGs at EAL stations poses particularly difficult challenges. They include - (a) safety risk associated with wide platform gaps; (b) limitations of existing signalling system; (c) limitations of existing trains; and (d) limitations of platform structures. 1 Safety risk associated with wide platform gaps and the trial of mechanical gap fillers 6. Platform gaps are required in safe train operations to prevent trains in motion from hitting the platform when arriving and departing a station.

    PalaeozoicRocks of the San Tin Group Classification and Distribution The sedimenmryrocks of this Palaeozoicbasin (the San Tin Group) occupy a northeasterly,curving, faulted, irregular belt at least 25 km long and up to a maximum of 4 km in width. This fault-bounded basinextends northwards into Shenzhenand Guangdong,and south throughTuen Mun. Bennett (1984c) outlined the basic structureof the areaas a narrow grabenbetween the CastlePeak and the Sung Kong granites,and noted the presenceof metasedimenmryrocks of the Repulse Bay Formation and the Lok Ma ChauFormation. The San Tin Group is divided into two formations; a lower, largely calcareousYuen Long Formation, and an upper, mostly arenaceous/argillaceousLok Ma ChauFormation (Langford et ai, 1989)(Figure5). Yuen Long Formation The Yuen Long Fonnation was named by Lee (1985) to distinguish the concealed marbles and limestonesof the Yuen Long area from the better known clastic rocks belonging to the establishedand exposed Lok Ma Chau Fonnation (Bennett, 1984b). The distinctive carbonate lithologies were originally recognised by Ha et al (1981), who suggested that they probably belonged to the CarboniferousPeriod. General supportfor a Carboniferousage was provided by the strike of the rocks which could be traced northeastwardsinto Shenzhen,where unpublished1:50 000 geologicalmapping of the Shenzhen,Special Economic Zone apparently showed similar lithologies classified as Lower Carboniferous(Visean) (Lai & Mui, 1985). The Yuen Long Fonnation is overlain by the Lok Ma Chau Fonnation. The boundary betweenthe two fonnations is in places gradationalbut in others sharp and probably unconfonnable.The presenceof beds of marble intercalatedwith the lowest metasiltstonesin someboreholes is interpretedby Langford et al (1989) to be a gradual passagefrom a dominantly calcareoussequence to one of largely clastic material.

The good practice permeated all stages of the development, from planning and design to construction and operation. The strategic Lok Ma Chau Spur Line project, once controversial, and now applauded by Green Groups, is used as a demonstration model to illustrate the art and science of impact assessment. The paper describes the challenges that the project overcame, such as alternative considerations, stakeholder engagement, conflict resolution, mitigation and compensation effectiveness, enforcement and compliance. The main outcomes are the protection of an ecologically important valley, as well as enhancement of a 37 ha wetland for long term conservation. The wetland has since been widely used as a showcase for conservation and educational purposes, and is the site of a spectacular increase in endangered bird-life.

The Loop development,1 as one of the 10 major infrastructure projects announced in the 2007-2008 Policy Address for economic growth, is a mega and complex project. 3. On 3 January 2017, the Hong Kong Special Administrative Region ("HKSAR") Government and Shenzhen Municipal People's Government signed a memorandum of understanding ("the MOU"), agreeing to, under the "one country, two systems" principle and in accordance with the Basic Law, jointly develop the Loop into the Park and establish a key base for cooperation in scientific research with related higher education, cultural and creative and other complementary facilities in the Park. 1 The Loop occupies 87 hectares of land and is originally within the administrative boundary of Shenzhen. In accordance with Order No. 221 of the State Council of the People's Republic of China promulgated on 1 July 1997, after the training of the Shenzhen River, the boundary will follow the new centre line of the river. The Loop, originally within the administrative boundary of Shenzhen, has since been included within the administrative boundary of the Hong Kong Special Administrative Region.

However, electric fan, old magazine L cover, aluminum disk, coin. that would not have been enough to entice me to curate the exhibition Courtesy of the artist. that I did about Leung Chi Wo’s work (OCAT Shenzhen, April 25–June 30, 2015). Meanwhile, Leung Chi Wo’s experience of crossing the border with his mother, travelling from Hong Kong to the People’s Hospital in Bao’an county (now Shenzhen People’s Hospital) to diagnose his sinusitis, eventually became the starting point from which he created his latest work, Shenzhen Mine 1973, in 2015. For this work, the artist enlarges his old medical record card and covered it with Plexiglas, on which he carved a map of the route from Lo Wu Control Point, the crossing between Hong Kong and mainland China, to the People’s Hospital in Shenzhen.
