Name, Last name : Mehmet Doğar Signature : iii ABSTRACT TURKEY’S RELATIONS WITH ITALY (1932-39): REALITIES AND PERCEPTIONS Doğar, Mehmet M.Sc., Department of International Relations Supervisor: Prof. Dr. Ebru Boyar July 2020, 233 pages This thesis examines Turkey’s relations with Italy between 1932 and 1939 through key historical events and analyses the role of Italy in Turkish foreign policy making. In so doing, it underlines the complex and multifaceted nature of the relations between the two countries and challenges the widely-held axiom in the secondary literature that the relations evolved from friendship to enmity in a unilinear way. This thesis argues that what defined the relations between these two Mediterranean countries in the late interwar period was not a direct Italian threat to Turkey and Turkey’s fear of it; but was rather the divergence in the views of Turkey and Italy regarding the international system. In this period, while Turkey based its foreign policy on the idea of collective security, Italy adopted an aggressive foreign policy and opted for a great-power-led international system. In the context of the international environment, Turkey’s relations with Italy in 1932- 1939 were a prime example of the active, multilateral and pragmatic nature of Turkish foreign policy in the inter-war period. İki dünya savaşı arası dönemin son bölümünde, iki Akdeniz ülkesi arasındaki ilişkileri, İtalya’nın Türkiye’ye doğrudan tehdidinin ve Türkiye’nin bundan korkusunun belirlemediği savunulan tezde, asıl belirleyici faktörün Türkiye’nin ve İtalya’nın uluslararası sistemi algılayışlarındaki farklılık olduğu savunulmaktadır. Bu dönemde, Türkiye müşterek emniyet fikri üzerine dış politikasını temellendirirken, İtalya saldırgan bir dış politika benimsemiş ve büyük güçlerin yönetiminde olan bir uluslararası sistemi tercih etmiştir. History of EU-Turkey Relations1 1.1. Turkish EU membership – no topic before Lithuania joined the EU Before evaluating Lithuania’s position on EU-Turkey relations historically, it is important to note two historical facts. Firstly, Lithuania accessed the EU in 2004. There was little debate on Turkey’s EU membership before Lithuania’s accession for all the attention was paid to Lithuania’s fulfillment of the Copenhagen criteria and other integration issues. Secondly, Turkey was already a NATO member when Lithuania accessed the Alliance in 2004. Therefore, Lithuania considered Turkey as a strong partner in the security and defence area. 1.2. Building mutual partnership When we look at the public attitudes towards EU-Turkey relations after 2004, more positive than negative discourse is evident. Firstly, this could be explained by the fact that Turkey has supported Lithuania’s NATO membership and politicians have underlined a strategic partnership between the two countries. Thus, the security narrative played an important role and the Lithuanian government has also acknowledged Turkey’s geo-strategical position with regard to the whole continent. Secondly, economic relations between the EU and Turkey and the value of an already implemented free trade regime was acknowledged. Thirdly, via diplomatic channels a Turkish message has been transferred right after 2004: it is important for Turkey to be supported by Lithuania and all the attempts of support for the Turkish-EU dialogue are highly valued by the 2 Turkish people.

The creation of the Peace Corps is an example of the kind of spirit that put young American volunteers into some of the poorest nations in an effort to improve the standard of living for people around the globe. We knew we were leaders; we knew that we had many political and economic and social advantages. There was an impetus to share this wealth. Generosity, not greed, was the motivation of that generation. Of course, this did not begin with Kennedy. It was preceded by the Marshall Plan, one of the only times in history that the conqueror decided to rebuild the country of the vanquished foe.

    Topography, Cartography and Cadastre in Bulgaria at the End of 19th Century and in the Beginning of 20th Century – First Steps and First results Veneta KOTSEVA, Bulgaria Keywords: Topography, Cartography, History of Geodesy SUMMARY The topographical and cartographical activities performed on the Bulgarian territories during the 1877-1878 Russian-Turkish war and in thereafter are described. There was a Topographic Corps formed during the War with the Russian Army preparing for military actions on the Bulgarian lands with a task to improve the found triangulation network of European Turkey and to modernize the Russian ”General Map”. After passing the Danube River, however, it was established that there was no developed triangulation and that the “General Map”, issued in 1829, was aged. Geodesy and cartography in our country developed in two main directions after the Liberation of Bulgaria from Ottoman Rule in 1878: for the needs of the Army and for economic purposes. Up to year 1932 the State Geographic Institute to the Ministry of War was the only in the country institution for the performance of the main geodetic measurement works. Special attention is devoted to the first printed editions for topography, military geodesy and cartography in Bulgaria in the period 1891-1920. First applications of cartographical and geodetic products for the purposes of the statistics in the Principality Bulgaria in 1897 are presented. The history and the development of the geodetic and cartographic activities in Bulgaria are in fact history of the military topography and cartography of Bulgaria. The scientific and the scientific applied contributions of the Geographic Institute to the Ministry of War and of the Bulgarian geodesists who worked in it and who left a bright trail in various spheres of military topography, higher geodesy, geodetic astronomy, cartography, photogrammetry, gravimetry and the other geosciences are incontestable, big and of great significance.

In this regard, a focus was placed on the goals of the Union and how it can contribute to the world in the future. Afterward, the differences between Croatia and Turkey during the negotiation process were tried to be demonstrated. We believe that demonstrating the differences between the negotiation processes of the two countries will be important for Turkey to follow a more effective path in its process of full membership to the Union. INTRODUCTION Mr. Chairman, fellow panelists, ladies and gentlemen: I am pleased to be here with you today to discuss the crucial role that Turkey has to play in strengthening the foundations of regional stability and security. Before I begin, let me just outline the main elements of what I believe to be crucial in understanding the role of Turkey in the region. Firstly, I want to discuss the ways in which Croatia and Turkey have worked together to further bilateral relations in the fields of economics, politics and security. Secondly, I want to address the constructive role that Turkey has played in stabilising turbulent Southeastern Europe, in particular its role in maintaining stability and security in Bosnia-Herzegovina. Indeed, Turkey has played a vital role in forging a lasting and durable peace in Bosnia-Herzegovina. Croatia and Turkey have worked closely with Bosnia-Herzegovina to bring peace to that war-torn country, in particular by strengthening the Federation between Bosnian Croats and Bosniaks (Muslims). Finally, I will address the issue of the future of NATO in Bosnia-Herzegovina in particular, and in the region in general. Here I want to outline a rather novel approach to responding to the challenges that the spectre of a long-term international presence poses to Bosnia-Herzegovina’s longevity. Simply stated, it is conceivable that NATO’s presence in Bosnia-Herzegovina—and by extension in Croatia, because Croatia wants to join the major European economic, political and security institutions—can be transformed from an open-ended peacekeeping mission into a regular NATO deployment.

The negotiation of a peace treaty and its successful outcome took the shape of the Treaty of Lausanne in 1923. The Treaty of Lausanne left an indelible mark in our memory. The aspiration of the Turkish nation to live as a free and independent people is thus anchored in Switzerland, a land that earned the reputation for fairness, equity and justice. The subsequent adoption in 1926 of a Civil Code based on the Swiss example, the Montreux Convention negotiated in 1936 in Switzerland giving full sovereignty on the Turkish Straits and other events have solidified this perception. I am therefore particularly pleased that the roots of the friendship bonds between Turkey and Switzerland and the main events associating Switzerland to Turkey have been compiled in a book. The book also illustrates the reciprocal attention and like minded approaches of both Turkey and Switzerland to further promote bilateral relations between two democracies and to facilitate the realization of aspirations of peace. I would like to express my thanks to the President of the Swiss Confederation, His Excellency Pascal Couchepin and to all who have contributed to the realization of this book.
