A meeting was held in the town of Arsal last month between representatives of the Supreme Council of Defense, the leaders of the camps and representatives of the UNHCR, but ended with undesirable results following the Supreme Council representatives’ insist- ence on the need to demolish cement dwellings and tents with heights of more than a metre. The Supreme Defense Council is invoking two reasons, the first be- ing that these tents threaten the security of the Leba- nese army and might be a shelter for terrorists, accord- ing to agents. The other is the fear of “settlement and occupation”. ..Continued on page..03 Syrian footballer and‘singer of revolution’ US President Donald Trump meets with North Korean leader Kim Jong Un at the DMZ separating the two Koreas, in Panmunjom. The situation is made worse by the fact that these villages are far from the cen- tre of Afrin city, with a complete lack of treatment centres to treat the disease. The outbreak is concentrated in the villages of Raju, Belbel and Maidanki, about 35 km away from the centre of Afrin. It is a mountainous and rugged area, and its in- habitants depend on local centres to fulfil their needs. The main reason for the spread is that the rubbish is collected in centres close to these villages and only collected on an irregular basis. Sawsan Sheikho, a school teacher in Hajiko Fuqani in Raju district, told the Levant News of the spread of the disease: “There are several condi- tions that have contributed to the increas- ing number of cases of leishmanias. One of those conditions is the primitive nature of these villages in terms of sewage systems and the absence of municipal councils”. he added: “The distance between these Svillages and the city centre, the moun- tainous roads, the increasing temperature and the previous climatic changes that has proved impossible due to the lack of hose who do not have transportation and formed swamps after heavy rains at the agencies to follow up the cases, depend- Tmoney for treatment are getting worse. beginning of the summer - all those fac- ence on Turkish institutions (especially af- We tried to get The condition can develop to skin oedema, tors created a suitable environment for the ter the military operation “Olive Branch”), an accurate number and may also worsen because of primitive parasite”. Charting the Future of the Planning Industry in Post-Conflict Syria Prepared by Michael Coulom for the American Planning Association International Division in compliance with the Terms of Acceptance of the 2019/20 Student Grants Program Submitted 11 July 2020. Abstract Since calls for political reform began across cities in Syria in 2011, 12 million Syrians have been displaced, a third of the country’s housing stock has been damaged or destroyed, and essential services and utilities like healthcare, education, and utilities have or are on the brink of collapse. The planning profession will have an essential role in determining the outcomes of an estimated USD$400 billion national reconstruction program; at stake are opportunities for equitable community and economic development, and the future of the next generation of Syrian planners. A Legacy of Failed Centralized Planning After 50 years of one-family rule, scholars have described governance in Syria as “the Cult of Assad” (Wedeen 1999), and Syrian civil society as “embryonic” (Khalaf 2015).1 Present in popular ,(1985) ( رﻮﻤﻨﻟا ﻲﻓ مﻮﯿﻟا ﺮﺷﺎﻌﻟا ) culture such as Zakaria Tamer’s short story, Tigers on the Tenth Day the Assad family regime has deeply ,( سرﺎﺒﻤﻜﻟا ) and Nabil Maleh’s banned 1993 film, The Extras rooted itself within nearly all aspects of community organization, from the General Women’s Federation, to peasant movements, student and youth organizations, trade unions, the military and merchant classes (Rabo 1996).

The Middle East’s Cyber Power: How Syria’s cyber war asphyxiated Civil Society Organizations’ efforts against the Assad regime Vinicius Gorczeski Centre for Social Sciences, email: [email protected]: +36.1.2246700/5213 Abstract This paper analyzes the Syrian government’s cyber strategy to crack down on activists that have started operating in cyberspace since the civil war broke out in 2011. The analytical exercise is done though the lenses of the geopolitics of the Internet and international relations. Focus is placed on Iran and Russia’s participation in aiding the Syrian regime to control narratives of the conflict through disseminating fake news and propaganda. Such strategy has undermined global actors’ understanding of the conflict. Grounded on the potential negative policy implications of that strategy, this paper proposes policy recommendations that think tanks, humanitarian organizations, and other international non-governmental actors and local grassroots can adopt together. The objective is to discuss tools that can bypass and overcome state control of cyberspace in closed regimes in order to ensure that accurate information flows among key actors involved in shedding light on, and responding to, an obscure conflict.
