In this way, I fe e l you may become more profic i ent at approximating 5 metres and no t have, what r e ferees r e fer to , as an "elastic" five metres, \vhich varies from three to ten. The ten metr e lines marked on grounds often make your judgment look very poor and t his is the reason for my mentioning it here. Congratula~ions to ~ he Association on another fine year g one by. In the period of twelve years its growth and achievement have been very satisfactory, but do not let it s top here, i t should continue to adv ance in the main made possible by t he continued support of your o fficers and : c ommittees, partic ularly in your attendance at meetings. New members continue to increase this year which is pleasing to note they will find that the older members will assist them to i mprove their standards as has been the case in the past. Congratulations to Jack Harris on his new appointment I wish him all t h e bes t in his ,1 n e rous job ahead, he has been a s talwart to t he Association in his efforts in the past and a big help in mak i n g it what it is today. May the Association look forward to the coming year wi t h cont inuing progress and that each me mber resolves t o surpass t h e previous year.

,- It is with pleasure t o add my comments to your Annual Report for

1978 and when one looks back throughou·c 1978 i ~ was a busy year for all c oncerned in their particular avenue. T o our Officers of the Association we must add our congrat ulations to them in the manner in which they carried out t he Adminis t rat ion of t he Association as it augers well for the progress of an Associat ion having competent Officers. To the Appointment of Referees throughou t the season to t heir various games v as a very big occasion for those who made the Appointments. S ome would be pleased, some would be displeased. But all in all when a Referee rece i ves his Appointments, it is his duty on all occasions, to endeav our to carry it out to the best of his ability and by d o ing so h e must rec e ive the award he wishes to obtain. The way is o p en for big improvements to be made for the bet t erment of t he game and in this Referees must accept their responsibilities and play their part to leave no stone unturne d to ensure that t h e y hav e a sound knowledge of the Laws of t he Game and the ability and determin­ a t ion to apply them at all times. May we extend our congratulations to all Referees on their Ap p o intments throughout the season. In conclusion let us look forward to season 1979 for the general advancemen t of t he game of Rugby Le ague.

Gentlemen, The season past will be remembered for many achievements, the one mos t important to the district was the success of t he under 23's in winning our first premiership. To the players, coach and those who worked behind the scenes, congratulations on setting the standard for all others to follow particularly the first grade, because it is on

~ heir performance that we are all judged. T o the retiring President of t he Junior Le ague, Stan Morris, I wo uld like to pay tribute to his efforts and serv ice to and on behalf of Rugby League throughout the district. To John Judge, the retiring Secretary, for establishing a line of communication which contributed to the liaison that now exists between our Organisations, our appreciation. To Jack Turner on his semi final and Herb Reedy on his grand final appointment our congratulations on your personal achievements and our

gratitude for keeping the Association's s t andard at ~ his level. Most important to my mind was the way that office bearers and members worked together for the benefit of the Association and one another. We func t ioned smoothly withou t t hat constant pressure t hat seemed to haunt us in previous years. Maintain this atmosphere so that we may concentrate on the Association's and our fellow members progress and success will be our reward. A word of caution for t he future, let us look at the change in attitude within ourselves towards traditional and established s oc ial activities so as no t to waste the efforts and time of those who work so hard on our behalf just to have the disappointment of the lack of our support. We must consider the spiralling costs members mus t bear as against personal pleasure and association moral gained. The attempt by the Dis t rict Club to up grade our s t andard, the standard of players, and coaches by the appointment of Directors of Refereeing and Coaching is a bold one which requires the supporT of us all t o achieve t he result s aimed for. To change a system, t h e new one must be equally as good or infinitely better than the one it replaced, let us therefore support these appointments and judge the success or failure on their meri t s. To all office bearers, t hank you for the manner in which y ou carried out your respec tive duties on our behalf, be confident that you performed well i n t he interes t of the Association and to the c redit of yourselves. Success will come to those who are prepared to work and earn the ir status and standing within the Association and only by earning it will you gain the respect of us all for your achievements. Thank you for your support in 1978, my support and best wishes to you all for a successful season in 1979.

I am honoured as your Secretary to present for your approval and a doption the 1978 Annual Repor t and Balance Shee t . I t has be e n a most re,varding year personally, which culminated in being appointed to my first Grade Grand Final then being awarded t he Jack Harris Merit Award. The year has been v e ry successful for our Association with many members producing more than expected both on and off the fie ld . T o those who have helped myself during the year in my (; uties both as Secretary and as an active Referee my sincerest gratitude. The season produced meetings with more member p art icipation than in the past, which surely is a sign of further maturi ty . My personal congratulations t o Brad McCarry for his Merit Award and to Trevor Murphy for his Life Membership, t ruly two very worthy recipients.

~ Such a busy season could no t hav e been so successful without close co-operation from the Dis t rict Club and Junior League. For their

untiring efforts, on your behalf I thank Ian Maurice an~ John Judge. To all o f fice bearers and members of the Executive how could we have had such a successful year without your assistance and team work. 1979 sees t he dawning of a new era f or our Association. Jack Harris has been appoint ed Director o f Referees by the Dis t ric t Club. I personally wish him succ e ss for I am sure h e will apply himself to the task as only he can do. On your behalf I p l edge our co-ope ration i n every way possible. This is a f i ne appointment for such a true representative of the P e nrith District. Once again it is my pleasure to present to you what I cons i der a most favourable Balance Sheet. The increased fees which operated in the 1978 season allied with a reduction in expendi t ure, has resulted in a swelling of funds in the general account, although we must not lose sight of the fact that the re was an injection of funds from the 1977 Coca Cola Competition ( $ 500. 00) and t h e 10 0 Club ( $ 4 6o.oo). Our inv estme nt of funds during the year realised an amount of $689. 90 in interes t which represents an increase of 74.53% in the No n Contributory Welfare Account, which now stands at $1862.52. T o you, Mr. President and the o t her members of the Executiv e I say thank you for the help and guidance given during the year, and t o al l members once again t hank you for affording me t h e opportunity t o s e rve as Treasurer.

J. BRYANT and P. SANDERS Honorary Audit ors SOCIAL SECRETARY'S REPORT

Dear Members , The 1978 Social Year was heralded by an itemised calendar and invitation reply. Most members replied, either with the card or by other means, lea',; ing, I'm sure, a lot of calendars wholly intact. As is the case with any such formula, success depends upon the individuals co-operation.

Catering is a numbers game, and if the numbers don't coincide WP was t e the members money, or there is insufficient provisions for those in attendance. We got off to a good start with the "self supporting" Dinne r Danc e at the Penri t h Leagues Club. Entert ainment was provided by that marvellous duo - Sean Cramer and Ian Foote. The second of our eight major functions was at the Henry Lawson Club. The resident band were again in fine fettle and a fine meal was served at a very reasonable price. August saw the traditional Annual Ladies Night held at Blacktown Bowling Club. A large number o f guests and members and their partners were in a Ltendance. The emphasis on this evening is to make our guests as welcome as possible and I commend Presiden : Jack for his assistance as t he guests arrived, and to those members designated at the v ari ous tables LO keep our visitors entertained. The format of semaphoring the guests to the dance floor and then commencing the Barn Dance was a highlight and a practice I feel should be cont inued. By introducing and parading the previous Li fe Members, an excellent atmo s p here was c reated for bestowing Trevor Murphy with his coveted blazer. Congratulations "Spud". The first weekend after our local Grand Finals saw the Juniors defeat the Seniors in the Annual Football clash 20 points to 10. A not e of thanks to the officials - Jack Harris, refereed t he match and Herb Reedy and Ian McCall were the Touch Judges. The Assoc i ation sprint championships were held that day, the winners being Phil McMahon in the Seniors and Graham Horder the Juniors. A large number were in attendance for the ensuing barbecue. Special mention to the efforts provided by Mr. and Mrs. Phil Sanders. The Junior Camp was held on a wet and windy weekend at Berrara (Sussex Inlet). Special thanks to Jack Harris, Val and Gus. The lads enjoyed themselves and the senior chaperones had a fun time t oo. Merit Award night was held at Police Boys Club, Blacktown, in Oc t ober. An expected 200 people turned out t o be 150. Congratulations Brad McCarry (Michael Grady Award) and my "trouble shooter", Bert Reedy (Jack Harris Award). A splendid contribution by both and very deserving winners.

San ~ a had to contend with sweltering conditions at Riverside Park, Colo, for the Annual Christmas tree. Field amusements were kept to a minimum and the p ool facilities were thoroughl y tested and appreciated. For t he second consecutive year Mrs. Janet Dunn took out the Ladies Sprint. On top of this were thre e Senior and four Junior meeting convivials and I applaud an enterprising and energetic commi t tee and list their names in recognition of their contribution t o the Association. Messrs. C. Willard, R. Newsome, T. Murphy, A. Thomas, G. King, L. Evans, L. Dunn, J. Bryant, and B. Beveridge. I thank the membership for the opportuni t y to serve as your Social Secretary.

The position of "Director of Coaching" was created in 1975 for the express purpose of coaching peo;>le to "Coach" or instruct exisring referees on how t o improv e on t heir ability as a referee. In o t her words to lift the standard by invo l vement . The original concept was not strictly adhered t o during 1978 as members support was no t universally evident during 1977. It was therefore decided to appoint the members of the Appointments Board to the "Coaching Panel" in an endeavour to inculcate some "Authority" into t he coaching panel and at the same time alter the image o f the Appo int men t s Board to that of "Coaching" instead of "Appointing". With this in mind "Panel" nights were commenced simul t aneously in Penri t h and Black t own where three panel memters plus up to twelve invitee s were involved in group disucssions on all aspects of refereeing. Members were free to cri t icise those on tho panel and each par t icipant become involved with the solving of all problems raised. Owing to my illness and subsequent hospitalisation these nights were no t held on a for t nightly basis as originally p.lanned. However Trevor Murphy, oel Cahill, Phil Sanders and Co did hold three such meetings during my absence. De s p ite the fact that only six such meetings were held referees gen e rally agre ed the idea was partial ly successful and as the standard of r e fereeing during the Grand Finals was a big improvement on the p revious year some benefit was derived. Season 197 9 sees t he s t ar -r of a new era as all coaching etc will c ome under the jurisdiction of the newly appointed District Club Director of Refere e s. It is my fervent hope that e v ery member gives ch e ir wholehearted support to Jack Harris who has de c ided t o dedicate all his spare t i me to the betterment of the Penrith Association. COACHING OFFICER'S REPORT

Members, as we come to the end of yet another season let us look back on our coaching during 78.

Wi ~ h an enthusiastic team of helpers assisting we once again had a record year. At the start of the year we went to St. Dominies and conducted senior and junior class together, due to lack of numbers. Out of a class of 15, being b seniors and 9 juniors, 4 seniors and 9 juniors obtained tickets. We then went to St. Patricks at the request of J of the staff where the class was split into juniors and seniors, 6 seniors and 18 juniors. During the class the seniors were examined and 5 out of 6 eventually obtained tickets. For the s e cond time in J years we obtained a 100% pass with the juniors, 18 sat and 18 passed. I thank the boys for being dedicated enough to stay through the class as at times it was a bit hectic as it is hard to be in the staff room with the seniors, and a class room with the juniors. I must thank John Mewett, Laurie Evans, Reg Newsome and also Bro. Kevin who coached any boy who was interested enough in their lunch hour, Jack Harris, and Phil Sanders, thanks for everything. As our Association enters a new era with the appoint ment of a Director of Referees let us look to the future with an open mind. Le t the man do his job with the minimum of trouble, may we be helped to show that Penrith is an Association that we may be justly proud. To you and yours all the best f or the festive season and the 1979 season.

B. BEVERIDGE Coaching Offic er MERIT AWARD COMMITTEE REPORT

The very nat ure of t his Committee makes it difficult t o offer a detailed summary of its findings. However, there are s ome pertinent facts t ha t can be shared.

The eventual r ecipient Ber t Reedy s cored maximum po in ~ s on all t he cri t eria tha t was s et out in the original c harter of 1971, so when looked at objectively he was a clear winner. If looked at subjectively t he resul t as it appeared to most onlooke rs was a lo t closer, as t he two closest to t he event ual winner (and I will name them) John Bryant and Brian Kidd by their }ersonality as related to the positions held s tood out like beacons.

The pas ~ winners of this pres tigeous award exemp lify t h e importance of such an event as of the seven previous winners, six s till hold r esponsible and important positions wi t hin the Associa t ion. An i ndication tha t t he previous decisions were indeed correc t.

PUBLICITY OFFICER'S REPORT

Dear Members, The local newspapers seem over-crowded with sporting news t hese days and many of our submitted items either didn't ge t a showing or were displayed weeks afte r the event. We did however get good s pace on the Meri t Award winners and the Life Membership recipient. Other gains were on t he elected officers at the start of the season, t he c oaching classes - which again at t racted candidates - and t he Se nior and Junior Spr i n ~ winners. 2KA gave us good c ove rage a t all times, and now with t he int roduction of 2WS our airplay coul d feasibly be doubled. We received a lot of publicity through our involvement in the St. Marys Fes Lival this year, and I envisage this to be a major opportunity to project a favourable appeal to the public in the future. The display erected in a shop window in St. Marys drew a lo t of attention. Those who saw the int eresting array of equipment and trophies we have at our disposal could well imagine the reports we may gain by airing them in shop fronts throughout the length and breadth of our terri t ory during a season. From Blacktown to Katoomba, and Warragamba to Richmond people could gain a better appreciation of the referees cause and our kindred a ctivities. It all adds up to publicity ; publicity will foster a better image and that image should reap us new recruits for a rapidly expanding Rugby League area. In conclusion I would like to t hank those members who assisted me on various ventures; such as our efforts over 2KA, thank you Jack and Barry. For the St. Marys display; thank you Neol, Trevor, Phil and Reg. It has been a pleasure t o serve the Associat ion.

The 1978 Grand Finals brought to a close a seas on which saw a h igher standard of refereeing than the Distric t has had for some time, judging by the favourable report s which have reache d me. The r e ason for t his, I feel, had to be that the experience gained over t he las t t hree or four years by the new Board Members, was put to i t s bes t use i n adjudicating upon and assis t ing referees in putting all their refereeing and Foo t ball knowledge into each ma tch to pr o duce a game to be enjoyed by all concerned.

The a i ms of t h e Board, t his year were to appoin ~ r e ferees t o games which woul d give :- (1 ) Encouragement to t he Juni ors; (2) Experience t o the unexp erienced; (J) Challenge to t he ini tiated; (4) Success to t h e meritorious.

We s t r ove for consistency in r e porting, and ~Y covering as many games as possible, I trust we achieved t his aim. The season saw a marked improv ement in the dedication referees showed in going about t heir duties on t he paddock, a nd we commend tho s e who co - operated b y covering their appointed games and gave adequat e notice of withdrawal or unavailability. On behalf of t h e Appointments Board I would like to thank all referees who covered school gam•2S, inter-distric t t rials, pre-season t rials and social games. Our thanks als o go to t h e co - o p ted members for additional repor t s and to members of t he Junior League Executive, in part icular, Mr. John Judge, whose handling of t he draw made our job much simpler. Penrith Referees form t h e bulk of two teams entered in the Nepean Touch Football summer competition. Life Member and past Pre sident , Mr. Bob Kandelas has again secured s ponsorship through P.G.H. and Brian Kidd's employer, The Dai ly Telegraph came good with T. shirts for the second team. The much awai -c ed clash of t h e t wo teams e ven t ua t ed on Wednesday night 12th De cember, with the P.G.H. team winning by four tries to ni l . Let it be said that the Telegraph team played far below their best and never survived t wo early firs t half tries. Bes t try of the match was Bret t Hart's 50 metre solo effort who made his own gap and outlasted the cover defenc e to put his side ahead 4 nil. Other t rie s were scored by Graham Harder and t eam members Terry and Robert. The match was refereed by a member of t his Association, Greg Hilder. The P.G.H. win has t hem on 1 J competit-ion point·s, just ou t side t he leading four while Telegraph have 10 competition points. The competition resumes on January 24th with P.G.H. p laying the leaders of the "C" division.

HEAD BODY SPORTS DAY

The 1978 He ad Body Touch Football day was held in February at Narrabeen. The Penrith Association lost the first ma tch 1-0 to hosts Manly, >vo n J-0 over Cronulla and 4-2 over Ne•v- t own. On points for and against, Newtown went int o t he semi-finals ( they had an 8 -0 win over Balmain. But were well beaten by Souths No. 2 side. Souths No. accounted for Manly in t he other 6emi and then ran ri o t over the ir No. 2 team in the final. The 1979 series will be hosted by the St. George Association - full details at t he 1 979 A.G,M. Phil McMahon won t he 11 0pen 11 100 metre sprint and Penri t h won the 4 x 100 relay. Two remarkable achievements and hopefully both can be repeated at St. George. The victor ious relay team was Pat Ryan, Graham Nor t h, Barry Thompson and Michael Grady. Penri t h was repre sented by Kei t h French in the de l r gates rac e and jus t missed a p lace in a b lanket fin i sh.

Dear Members, During t he off season the Association took part in the Annual Referees Golf Day. This year it was conducted at Marrickville Golf Club and was h o s ted by Newtown Ref erees Association. Even t hough the course ·was par t ly submerged t here was s t ill some good scores handed in. Our Association didn't have a lucky day on t h e course but several of our players were very unlucky no t to be in the priz e money. But they all played in t he right spirit and represented our Associati on v ery admirably. We s till had the longest driv e.

In 1 977 Lavis went to Newcas t le and represent ed the Cou n t ry s ide. He had a short s t int in Brisbane in 1978 but a shoulder injury preven t ed him from playing much foo t ball. A medical check has pr oved that his shoulder has comple t ely healed. WATI NASALO - an exc i ting player, Wati is a Fijian Rugby Uni o n utility back . LEN STACKER We are very fortunate to have secured the s e r vice s o f Len Stacker from Parramatta, who has an ou t stand- ing record as a Coach with t ha t club. Len has already made a tremendous impact in our District, and the enthusiasm and the wil l to succeed is at an all time high under Len's guidance.

The Annual General Meeting o f t h e P e nrith District Juni o r Rugby F o otball Le ague, on November 1 4 t h 1 978, saw the end of an era. At the meeting Mr. Stan Morris retired as President. " Stan Morris" is a name which will be l o ng remembered in District Junior League. August 196c Stan Morris, a former referee, became a member of the i naugural commi ttee, 196 7 a Vice President and President of St. Patricks Club. 196 9 saw him as Senior Vice President and Chairman of the qualifica t ions Commit t ee, positions he also held in 1970. On t he res i gnati on of the inaugural President i n 1 9 71, S t a n was e l ec t ed Pre sident, remaining in offic e until his reTirement. Stan Morris p rov ed himself a man of strong wil l and unquesTionabl e ded icarion in his v arious positions. As wi r h all p e o p le, his o pinions did not always me e r wi t h a p proval, bur his readiness to accept decisions of other bodies, and his c ommi t te e s made him a man feared by some, loved by some, rejec 1.- e d b y o Lhers bu r great t o work wi t h. At no time during his term of office did he cease t o strive for the Penri t h Junior League, at the same time shielding the P enri t h Distri c t Referees Associat ion on numerous occasions. Penri t h District Re ferees Association as well as P e nrith Rugby League b o th district and junio r league have suffered the loss o f a proven administrator and friend. Fellow Members, '~ ith o ut question 1978 has proved to be an e ven mor e successful season than those which have preceded it. This is undoubt edly due to the fine efforts of the Junior Branch Members and all the assistance given by Members of the Senior Branch.

The Junior Branch has had numerous new Members join t he Associati on this season which will maintain our position as one of the largest Junior Branches in Rugby League . Inc r e as e d p art icipat ion by Junior Members at meeting s is one of t he mo s s pleasing points especially after a notable slump in the pas t few y ears however, the ever exis t ing pro blem o f mee t ing a t tend ance has a g ain aris e n in 1978 . Junior Members, it is our Association and what y ou hav e to ajd may l e ad to further imp rovements and thus an even more successful " Assoc ia t ion. There have been marked improv emen t s in our Members presentation this season b o th at Meetings and Matches. I hope this continues, as t o look and c arry yourself like a Referee is half the job.

Gues ~ speakers in 1 9 78 proved t o be a great success and I hope men in the statue of Greg Hartley and Carl Gilchrist will continue t o join us and are accepted as well as they have been this season. Reflecting on 1978 there was one factor mos t prominent , ;:; ha t being the ~ ncreased enthusiasm and participation of my Fellow Juni o r Members .

I ~ is said every year but I am sure many will agree 1978 was our best year b oth on a nd off the field. Our ranks were s wo llen in the latter half of t he year by 18 new members. This was some what of a record as 18 were tested. This r e flects the fine c o aching provided by the coaching panel. 19 78 als o saw many famous faces a t our mee t ings. I t should no t be f orgotten ho1ve ver, that we have a fine e xample in our own Branch, the winner o f the Michael Grady Merit A\vard, Brad Mc Carry. Congratulations Brad on a fine season both with the whistle and in the c hair. Als o for y o ur impressive d isplay which go t grade t alking and p laced P e nri t h Juniors on the map as far as fu t ure grade talen ~ is concerned. The Annual Seni or -v- Junior match which was a f ore gone c onclusi o n from the start sho wed the Juniors superiority. Thanks mus t go to Mr. Newsome and Mr. Cahill for the i r able support in guiding us t o vic tory. In conclusion it c an be seen that 1978 was a p acked but successful year. ~ hat Bob and Mavis Kandelas deserve a year free of Hospi t als and Doctors. This foll owed their combined numerous visits and operations in 1978 . Alas - 1979 was only 11 days old and Bob underwent further major surgery. At the time of t his repor t Bob's Doctors are happy with his condition and I am sure all members join me in wishing Bob a speedy recovery. T o Mavis our sincerest thoughts and guaranteed support.
