Vijayaraghavan — Assistant Executive Officer (iv) INTRODUCTION I, the Chairperson, Standing Committee on Agriculture, having been authorized by the Committee to submit the Report on their behalf, present this Thirteenth Report on the Demands for Grants (2020-2021) of the Ministry of Food Processing Industries. 2. The Committee under Rule 331E(1)(a) of the Rules of Procedure and Conduct of Business in Lok Sabha considered the Demands for Grants (2020-21) of the Ministry of Food Processing Industries, which were laid on the table of the House on 11 February, 2020. The Committee took evidence of the representatives of the Ministry of Food Processing Industries at their Sitting held on 19 February, 2020. The Report was considered and adopted by the Committee at their Sitting held on 12 March, 2020. 3. For facility of reference and convenience, the Recommendations/Observations of the Committee have been printed in bold letters in Part-II of the Report. 4. The Committee wish to express their thanks to the Officers of the Ministry of Food Processing Industries for appearing before the Committee and furnishing the information that they desired in connection with the examination of Demands for Grants of the Ministry. 5. The Committee would also like to place on record their deep sense of appreciation for the invaluable assistance rendered to them by the officials of Lok Sabha Secretariat attached to the Committee. A strong and dynamic Food Processing Sector plays a vital role in diversification and commercialization of Agriculture, enhancing shelf life, ensuring value addition to agricultural produce, generation of employment, enhancing income of farmers and creating markets for export of Agro Foods. The Ministry of Food Processing Industries acts as a catalyst for bringing in greater investment into this Sector, guiding and helping the industry and creating a conducive environment for healthy growth of the food processing industry. The Ministry of Food Processing Industries aims at: i. Creating the critical infrastructure to fill the gaps in the supply chain from farm to consumer; ii. Funding projects for Value addition of agricultural produce; iii. Funding projects for minimizing wastage at all stages in the food processing chain by the development of infrastructure for storage, transportation and processing of agro- produce; iv. Funding projects for Induction of modern technology in the Food Processing Industries; v. Encouraging R&D for product and process development; vi. Providing policy support, promotional initiative and facilities to promote value added produce for domestic consumption and also exports. A. Developmental Initiatives 1.2 The Ministry in its Annual Report (2018-19) has stated that over the years agricultural production in India has consistently recorded higher output. India ranks first in the world in the production of Milk, Ghee, Pulses, Ginger, Bananas, Guavas, Papayas and Mangoes. Further, India ranks no. second in the world in the production of Rice, Wheat and 1 several other vegetables & fruits. Abundant supply of raw materials, increase in demand for food products and incentives offered by the Government has impacted Food Processing Sector positively. During the last 5 years ending 2017-18, Food Processing Sector has been growing at an Average Annual Growth Rate (AAGR) of around 8.41 per cent as compared to around 3.45 per cent in Agriculture at 2011-12 Prices. Food Processing Sector has also emerged as an important segment of the Indian Economy in terms of its contribution to GDP, employment and investment. The Sector constituted as much as 8.83 per cent and 10.66 per cent of GVA in Manufacturing and Agriculture Sector respectively in 2017-18 at 2011-12 prices. 2 B. He said that the response for homemade and fruit made wine has been great and the government is looking at coming up with a policy to regulate wine making so that both the farmers and entrepreneurs can benefit. He also announced that the North East Food Show will be an annual calendar event and the second edition of the North East Food Show would be held on the 26th, 27th and 28th Nov 2020 taking the food sector and all stakeholders in the food industry to new heights. Minister of State, Youth Affairs & Sports, Kiren Rijiju in his speech said that food is crucial to human civilization and the identity of the people is associated with the food of the place. He added that the food of the North East is known to be healthy and organic and that within the North East the food business is huge providing attractive career options on a sustainable basis.

A workshop for the prospective investors was organized by the Department of Co- operation Haryana with HAFED and the Department of Industries Haryana with HSIIDC at Ethnic India, Rai (Sonepat) on April 30th 2019. The main objective of the workshop was to promote two upcoming Mega Food Parks in Haryana, one of which is being set up at Barhi (Sonepat) by HSIIDC and the other at IMT Rohtak by the HAFED. Smt. Pushpa Subrahmanyam, IAS, Secretary– Ministry of Food Processing Industries, Government of India was the Chief Guest and the other eminent luminaries included Smt. Jyoti Arora, IAS, Additional Chief Secretary to Government of Haryana Department of Cooperation, and Sh. Devender Singh, IAS, Additional Chief Secretary to Government of Haryana Department of Industries & Commerce, M. Shayin, IAS, Managing Director, Haryana Dairy Federation and Dr. Narhari Singh Banger, HCS, Managing Director HSIIDC. In her inagural address, Smt. Pushpa Subrahmanyam, IAS elaborated upon various benefits available to different stakeholders under the Mega Food Park Scheme and the SAMPADA Yojana (Scheme for Agro- Marine Processing and Development of Agro- Processing Clusters) of Ministry of Food Processing Industries, Government of India. Global Strategic Studies Institute SUMMARY In the “Make in India” policy for promoting the manufacturing industry, Prime Minister Narendra Modi’s first administration set the following targets: an increase in manufacturing industry to account for 25% of GDP by 2022 and the creation of 100 million new jobs in 5 years. The administration implemented initiatives, such as deregulation and the introduction of the Goods and Services Tax (GST) to improve the business environment, but it carried out few of direct reforms that could promote Make in India, which has made the quantitative targets achievement difficult. One of the reasons for this was the lack of specific incentives for promoting manufacturing by the central government. The second Modi administration1 has announced that it will reduce the corporate tax rate by approximately 10% and implement other such measures to make the business environment more attractive. Additionally, the government’s new industrial policy, scheduled for announcement in 2020, will include tax benefits and human resource development measures for priority industries. The administration is to boost domestic manufacturing by introducing the phased manufacturing programme (PMP) in the EV and battery manufacturing segments, on top of the electronics industry. The “Make in India” policy, which was announced in September 2014 by the first administration under Prime Minister Narendra Modi, is an industrial policy for promoting manufacturing in India with the aim of making India a hub for global R&D and manufacturing.
