INTRODUCTION
I, the Chairperson, Standing Committee on Agriculture, having been authorized by the Committee to submit the Report on their behalf, present this Seventh Report on the Demands for Grants (2019-2020) of the Ministry of Food Processing Industries.
2. The Committee under Rule 331E(1)(a) of the Rules of Procedure considered the Demands for Grants (2019-20) of the Ministry of Food Processing Industries, which were laid on the table of the House on 17 July, 2019. The Committee took evidence of the representatives of the Ministry of Food Processing Industries at their Sitting held on 07 November, 2019. The Report was considered and adopted by the Committee at their Sitting held on 09 December, 2019.
3. For facility of reference and convenience, the Recommendations/Observations of the Committee have been printed in bold letters in Part-II of the Report.
4. The Committee wish to express their thanks to the officials of the Ministry of Food Processing Industries for appearing before the Committee and furnishing the information that they desired in connection with the examination of Demands for Grants of the Ministry.

REPORT PART I Introduction
1.1 Agriculture is back bone of Indian economy and around 54.6% of the population in the Country is engaged in agriculture and allied activities (census 2011). India has achieved a remarkable growth in agriculture, increasing food grain production from 82.02 million tonnes in 1960-61 to about 275.11 million tonnes in 2016-17.Now, our country is not only self-sufficient in the production of foodgrains to meet food requirement of the country but Agriculture is also contributing towards foreign earning. However, despite the large scale production in India, food inflation and food security issues are major concerns for the policy makers in country as they affect the basic need for the citizens i.e. to have sufficient, healthy and affordable food. A nation-wide study on quantitative assessment of Harvest and Post-harvest losses for 45 agricultural produces in 107 randomly selected districts was carried out by Central Institute of Post-Harvest Engineering & Technology (CIPHET), Ludhiana in the year 2015. It has been estimated that annual value of Harvest and Post- harvest losses of major agricultural produces at national level was at Rs. 92,651crore. It has been found that the case of cereals, majority of losses occur at farm level during harvesting, collection and threshing. Storage losses are only 0.75 – 1.21 percent. In the case of fruits also, most of the wastage is occurring in fruits and vegetables. Considering the extent of losses, there is an urgent need to push for establishment of Food Processing Industries in all parts of Country. With adequate food processing facilities, much of this wastage can be reduced, thus, paving the way for providing the remunerative prices to the producers as well as ensuring greater supply to the consumers.
1.2 The Food Processing Industry (FPI) is of enormous significance as it provides vital linkages and synergies that it promotes between the two pillars of the economy, i.e. Agriculture and Industry. If there are good food processing industries in India, raw materials such as grains or meat can be converted into food for domestic and foreign consumption. Food processing industries can absorb a major share of workers from the Agriculture Sector, who face disguised unemployment. It can result in better productivity and GDP growth.

A. Role of the Ministry
1.3 The Ministry of Food Processing Industries is concerned with formulation and implementation of the policies for the food processing industries within the overall national priorities and objectives. A major issue facing the country is to ensure remunerative prices to the farmers for their produce. If the surplus production of cereals, fruits, vegetables, milk, fish, meat and poultry, etc., are processed and marketed both inside and outside the country, there will be greater opportunities for adding to the income of farmers and employment. A strong and dynamic Food Processing Sector plays a vital role in diversification and commercialization of agriculture, enhancing shelf life, ensuring value addition to Agricultural Produce, generation of employment, enhancing income of farmers and creating markets for export of agro foods. The Ministry acts as a catalyst for bringing in greater investment into this Sector, guiding and helping the industry and creating a conducive environment for healthy growth of the Food Processing Industry. The Ministry aims at: i. Creating the critical infrastructure to fill the gaps in the supply chain from farm to consumer; ii. Funding projects for Value addition of agricultural produce; iii. Funding projects for minimizing wastage at all stages in the food processing chain by the development of infrastructure for storage, transportation and processing of agro- produce; iv. Funding projects for Induction of modern technology in the food processing industries; v. Encouraging R&D for product and process development; vi. Providing policy support, promotional initiative and facilities to promote value added produce for domestic consumption and also exports.
B. Developmental Initiatives
1.4 Several Development initiatives have been taken by the Ministry to promote growth of the food processing sector in the country. Some of these are:-
i. Creating modern infrastructure for supporting the growth of Food Processing Sector through implementation of the Schemes of Mega Food Parks,

Integrated Cold Chain and Value Addition Infrastructure, Agro Processing Cluster and Backward and Forward Linkages. ii. Providing assistance for creation and expansion of food processing capacity under various Central Sector Schemes iii. Widening the R&D base in food processing by involvement of various R&D institutes and support to R&D activities. iv. Uploading list of R&D Research Projects / findings on the Ministry’s website for better dissemination, commercial adoption and use by the farmers and entrepreneurs. v. Developing human resources to meet the growing requirement of managers, entrepreneurs and skilled workers in the Food Processing Sector. vi. Assistance for the setting up of Food Testing Laboratories, active participation in laying down food standards and their harmonization with international standards. vii. Developing a strong supply chain for perishable farm produce to reach processing centers with minimal loss of time. viii. Introducing Sevottam, charter mark in service delivery for excellence in the Ministry. ix. Regular interaction with the industry and State/ UT Governments for activating Single Window System. x. Extending fiscal incentives for the Food Processing Industries. xi. Promoting Foreign Direct Investment under the ‘Make in India’ initiative. xii. Dissemination of all relevant information relating to Food Processing Sector in the Ministry’s website and Investor Portal (Nivesh Bhandhu). xiii. An Investor Portal “Nivesh Bandhu” has been developed by the Ministry for disseminating information on the state-specific resource potential, policy support and fiscal incentives offered to investors in Food Processing Sector. The investors, both domestic & foreign, are facilitated to put queries relating to any issue on investment in food processing sector through Investors’ Portal (http:// foodprocessingindia.co.in) or through Ministry’s website (http://mofpi.nic. in).
Promotional Initiatives In order to create awareness about the potential and prospect of food processing industry in the country, this Ministry provides assistance for; i. Organizing Workshops, Seminars, Exhibitions and Fairs;

ii. Commissioning of Studies/Surveys, etc. iii. Participation in national/international fairs/exhibitions, etc.
C. Growth Rate Of Food Processing Sector
1.5 Food Processing Sector is considered as sunrise sector in Indian Economy which has huge potentiontial for growth and employment generation. On being asked by the Committee to furnish details of average growth rate of Food Processing Sector in the country during the last five years, the Ministry submitted: "The average growth rate for the food processing sector for the last five years ending 2017-18 at 2011-12 prices, as per the data provided by the National Accounts Division, Ministry of Statistics and Programme Implementation is given in the table below:

1.6 On the query of the Committee regarding contribution of Food Processing Sector in total Gross value added or Gross Domestic Product of the Country during the last five years, the Ministry submitted: "The contribution of the food processing sector in total Gross Value Added (All India) for the last five years ending 2017-18 at 2011-12 prices, as per the data provided by the National Accounts Division, Ministry of Statistics and Programme Implementation is given in the table below:

1.7 When asked whether any study has been conducted by the Ministry to assess the potential of Food Processing Sector in the Country, the Ministry submitted as under: No such study has been conducted. The Ministry is already seized of the food processing potential in the country given the fact that at present the level of food processing in India is only around 10% and the estimated annual post harvest losses of agricultural produce is Rs.92,651 crore. On production front of agricultural produce, India occupies first position in the production of milk; second in the production of cereals, fruits and vegetables and fish. There is thus huge opportunity in Food Processing Sector.

1.8 On the query of the Committee regarding, if an assessment was made ever by the Ministry about investment required in Food Processing Sector to enhance employment generation, the Ministry submitted:
As per Annual Survey of Industries, the employment potential per crore of fixed capital for the Food Processing sector for last four years ending 2016-17 may be seen in the Table below:

As per Annual Survey of Industries, the invested capital in the registered Food Processing Sector, by 2014-15, 2015-16 and 2016-17 are in the order of Rs.3,68,433.71 Crore; Rs.3,86,339.38 Crore and Rs.4,17,690.89 Crore respectively. The Food Processing sector received US$ 727.22 million, US$904.90 million and US$ 628.24 million worth of Foreign Direct Investment (FDI) equity inflows during 2016-17, 2017-18 and 2018-19respectively.
1.9 When asked about the steps being taken by the Ministry to enhance Investment in the Food processing sector in the Country, the Ministry submitted:

Year Policy Measures/Initiatives 2014-15 Setting up of Special Food Processing Funds of Rs.2000 crore with National Bank for Agriculture and Rural Development 2015-16 Bringing Food-processing and value addition and cold chain infrastructure under the ambit of Priority Sector Lending (PSL) 2016-17 (a) Permission for 100% FDI under Government approval route for retail trading, including through e-commerce, in respect of food productsproduced and/or manufactured in India (b) Restructuring of the Schemes of the Ministry of Food Processing Industries under - Pradhan Mantri KisanSampda Yojana (PMKSY) by introducing three new schemes in addition to the existing schemes. 2018-19 (a) 100 percent income tax exemption from profit derived by FPOs having annual turnover up to Rs.100 Crore for activities such as post-harvest value addition to Agriculture. (b) Launched a new scheme of ‘Operation Greens’ for integrated development of value chain exclusively of Tomato, Onion and Potato (TOP) crops and their price stabilization through short term price intervention measures.

1.10 During the evidence, when attention of Ministry was drawn towards need to provide support to Food Processing unit based on Fishery sector, the representative of Ministry stated:- "सर, को चेन म मरीन म हमने काफी ोजै सपोट िकए ह । िवशेष तौर पर महारा म हमारे ोजै िसफ मरीन के िलए ह , जो नवी-मुंबई म है िफशरीज के िलए और रायगढ़ म भी है। इसके अलावा मरीन सै र म आं देश और उड़ीसा म ादा ोजै ्स, जहां ॉ के ह , वहां सैट-अप आ है। को चेन ोजै म केरल म भी मरीन सै र म सैट-अप आ है।
