Marquette University, [email protected] Preface While doing research in Vienna for my dissertation on relations between Church and State in Austria between the wars I became intrigued by the outward appearance of the public housing projects put up by Red Vienna at the same time. They seemed to have a martial cast to them not at all restricted to the famous Karl-Marx-Hof so, against advice that I would find nothing, I decided to see what could be found in the archives of the Stadtbauamt to tie the architecture of the program to the civil war of 1934 when the structures became the principal focus of conflict. I found no direct tie anywhere in the documents but uncovered some circumstantial evidence that might be explored in the future. One reason for publishing these notes is to save researchers from the same dead end I ran into. This is not to say no evidence was ever present because there are many missing documents in the sequence which might turn up in the future—there is more than one complaint to be found about staff members taking documents and not returning them—and the socialists who controlled the records had an interest in denying any connection both before and after the civil war. Certain kinds of records are simply not there including assessments of personnel which are in the files of the Magistratsdirektion not accessible to the public and minutes of most meetings within the various Magistrats Abteilungen connected with the program.

    THE VIENNA PROJECT: JEWISH COMMUNITIES OF LEOPOLDSTADT AND ALSERGRUND Site 1A: Introduction to Jewish Life in Leopoldstadt Leopoldstadt, 1020 The history of Jews in Austria is one of repeated exile (der Vertreibene) and return. In 1624, after years and years of being forbidden from living in Vienna, Emperor Ferdinand III decided that Jewish people could return to Vienna but would only be allowed to live in one area outside of central Vienna. That area was called “Unterer Werd” and later became the district of Leopoldstadt. In 1783, Joseph II’s “Toleranzpatent” eased a lot of the restrictions that kept Jews from holding certain jobs or owning homes in areas outside of Leopoldstadt. As a result, life in Vienna became much more open and pleasant for Jewish people, and many more Jewish immigrants began moving to Vienna. Leopoldstadt remained the cultural center of Jewish life, and was nicknamed “Mazzeinsel” after the traditional Jewish matzo bread. Jews made up 40% of the people living in the 2nd district, and about 29% of the city’s Jewish population lived there. A lot of Jewish businesses were located in Leopoldstadt, as well as many of the city’s synagogues and temples. Tens of thousands of Galician Jewish refugees from Eastern Europe made their home there, and brought many of their traditions (such as Yiddish literature) with them. The main focus lied on the conclusion of the first LA21 Plus phase that took place in the districts Wieden, Alsergrund, Donaustadt and Liesing and the 10-year anniversary of the Association LA21 Wien. The beginning was marked by a panel discussion about “Participation and cooperatie Planning – more than a temporary fashion” with city councilwoman Jennifer Kickert, city-psychologist Cornelia Ehmayer as well as urban planner Rudolf Scheuvens. Cornelia Ehmayer emphasised the importance of mutual trust and strong social networks for the success of participation processes. That these factors lead to success, is shown by the Lokale Agenda 21 Wien for many years. Rudolf Scheuvens pointed out, that participation acts in particular as a communicative process between planners, politicians and citizens. That's why transparency of procedures, the early inclusion of the population and the visualisation of results are especially important. For Jennifer Kickert politicians have the task to create a suitable framework for participation, and have to take an active part in communication processes with citizens. Afterwards, teams consisting of politicians and citizens could test their knowledge of sustainable development and LA21 Plus at a million- idea-show. Coffee contributes the most to sales, commanding 75% of the market. Yet tea has achieved the highest growth in the last year. Tea sales increased by 7% in volume terms and 5% in value, reaching just under one million SKK. In tea, fruit/herbal tea had the largest value share in 2004, followed by black standard tea, while in coffee, fresh coffee beans and fresh ground coffee were the leaders in volume terms, but beaten on value by instant coffee. Instant coffee and speciality types of coffee are showing steady growth. Discount products strengthen A characteristic feature of the hot drinks market in Slovakia is the economisation of coffee and tea consumption. This trend was strengthened further by the development of discount chains, while increased price competition among retailers also led to the increased popularity of private label products. On the other hand, premium brands are building momentum in economically stronger regions. Regional differentiation Regional factors are important in Slovak hot drinks consumption. This is linked to regional differences in terms of society and economics. Coffee offers the best example of this. While fresh ground coffee is still the most popular coffee subsector in Slovakia, the most developed region, Bratislava (capital city), prefers instant coffee (61% instant coffee, 38% fresh ground coffee, 1% fresh coffee beans). It is expected that, given an improving economic situation generally, the other regions will follow in the footsteps of Bratislava.
