Final Version: April 19, 2006 1 SELF STUDY REPORT: REGION OF NUEVO LEÓN, MEXICO ACKNOWLEDGEMENTS This self assessment report was undertaken through a process of wide consultation within the three most important universities in the region and together with regional partners from private and public sectors. In particular, the process was supported by a steering group drawing on representatives of the Instituto Tecnológico y de Estudios Superiores de Monterrey , the Universidad Autónoma de Nuevo León and the Universidad de Monterrey ; as well as on representatives from regional public and business bodies. The self assessment report was chaired by Dr. Romeo Flores Caballero, Executive Coordinator of the Regional Integration Program of Northeastern Mexican States and Linkage with the State of Texas (INVITE Program) and coordinated simultaneously at the universities by the following managing partners: Dr. Magda García-Quintanilla, Academic Innovation Coordinator at the Universidad Autónoma de Nuevo León ; Ing. José Alfredo Galván-Galván, Dean of the Architecture, Design and Engineering Division at the Universidad de Monterrey ; and Dr. Eugenio García-Gardea, Associate Vice-President for Research and Technologies at the Instituto Tecnológico y de Estudios Superiores de Monterrey . These managing partners provided enthusiastic and skillful leadership in the steering group, and acted as hosts on several occasions for meetings associated with the project. A working group representing the universities in the region and including regional partners such as the State Minister of Education and State Minister of Economic Development, contributed to the report with information and comments on the text. Additionally, with the support of the steering group, several consultation meetings and events were held to capture the views of a wider business and policy community. The present document, it is not a review of regional development in the region or an evaluation of those regional agencies and programs that do not involve the universities, and it is also not a study of other parts of the education system except where they interact with the universities. It is the duty of institutions of higher education to ensure that graduates have received a complete training, including skills to cope with globalization. While only a small percentage of graduates actually have the opportunity to take part in an international program abroad during their studies, internationalization of the home campus offers many possibilities. Allowing and inviting professors to participate in global education, universities must think of implementing a comprehensive strategy to modernize teaching methods and train global citizens. Introduction Society believes that it is the obligation of universities to offer young people an education that prepares them to face the challenges of a globalized world. This preparation of young people by universities necessarily includes an international vision. Some efforts have been made to internationalize the campus environment, but a real change from regionally focused teaching to true international education is missing. Traditionally universities have demonstrated some international mission (Foskett & Maringe, 2010), but they do not seem to keep up with the current reality. Most academic institutions lack a straightforward internationalization strategy. More or less, what is done by universities seems to be an answer to existing opportunities; planning, if any, is expressed only within development policies or guidelines (de Wit, Jaramillo, & Knight, 2005).
