I Project Overview (I) Overview of the original project The New Guiyang-Guangzhou Railway Project starts from the North Guiyang Railway Station and ends at the South Guangzhou Railway Station, via Guiyang City, Qiannan Autonomous Prefecture and Qiandongnan Autonomous Prefecture in Province, City, Guizhou City and Hezhou City in Autonomous Region, and City, City and Guangzhou City in Province. The length of main line is 857.300km. The Project is designed as a Class I double-track railway, with a design speed of 200km/h, employing electric traction. In the original plan, there are 317 bridges of 171,411 linear meters, 240 tunnels of 476,660 linear meters and 35 stations. The floor area of the Project totals as 4472.46 ha., including permanent land occupation of 2484.72 ha. and temporary land occupation of 1987.74 ha. The debris volume is 95,562,500m3 and the soil borrow volume is 3,411,800m3. The estimated total investment amount of the Project is 79.9711 billion yuan. The Project is planned to commence in 2008 and complete in 2013, with a construction period of 6 years. In July 2008, the Environmental Protection Department gave reply on the Project with Official Reply on Environmental Impact Report of New Guiyang-Guangzhou Railway Project (HS [2008] No.258). In September 2008, the National Development and Reform Commission gave reply on the feasibility study report of the Project with FGJC [2008] No.2526 Document. In December 2008, the Project was formally commenced. However, in December 2009, variations were made for functional orientation and main technical standards of the New Guiyang-Guangzhou Railway Project. (II) Status of variation of the original project Variations of the New Guiyang-Guangzhou Railway Project mainly include: The railway was changed from a Class I railway to a passenger dedicated line, the design speed was increased from 200km/h to 250km/h, the originally designed freight transportation facilities were deleted, the quality and level of passenger transportation service were improved and the track structure of the whole line was changed from ballasted track to ballastless track. See Table 1, 2 and 3 for details of main changes.

Also, the vegetation and land use types are basically kept as same as those in the original scheme. In the original project, totally seven ecological sensitive areas are included. After variation, works located in the four ecological sensitive points (i.e. the Province-level Nature Reserve of Shoucheng, the Province-level Resort in Rongjiang and Gurong, the National Forest Park of Mountain Longjiashan and Qianling Park) have not been changed. For those avoiding the Congjiang province-level Resort, works located in the two ecological sensitive points (the National Resort in Lipingdong Village and the Yangshuo National Forest Park) have been slightly changed. Detailed changes are shown as below. Dong Village National Resort in Liping was classed as the fifth batch of national key resorts by the State Council in January 2004. According to the Overall Planning of Dong Village National Resort in Liping the total planned area of resort is 153km2, including four sites of Zhaoxing-Diping, Bazhai-Jiuchao, Yandong-Koujiang and Tiansheng Bridge-Bazhou River, one old building cluster of Lipingqiao Street, 2 independent scenic spots of Shangzhong and Hongzhou. In the original plan, the line is designed as Luoxiang Tunnel to cross Dong Village Resort in Liping and the inlet/outlet of the tunnel are both located outside the resort. The length of line crossing the resort is 5.6km.In order to carry out the proposal of “further optimization of Congjiang Station and Rongjiang Station, strictly control the construction scale of the station and yard, prevent environment problems from secondary planning and development” approved in the original environment assessment report, the location of Congjiang Station is to relocate out side the Congjiang Resort, resulting in little deviation of line location when the line is crossing the development and control area of Dong Village Resort in Liping, and it has added small scale of subgrade and bridge works (including 1.06km of subgrade and 0.25km of Batang Double-track Major Bridge).In the report, it is proposed that the works will occupy a few lands after variation, with no influence on the scenic sport in the landscape area from project construction. By taking advantage of landscape greening measures, the Project has little impact on the scenic area. At the same time, the Project has been incorporated in the traffic planning of the scenic area, and the project construction shall be in compliance with related planning of Dong Village National Resort in Liping. Yangshuo National Forest Park is located in the Xingping Town at northeast of Yangshuo County, Guangxi Zhuang Autonomous Region, classed as National Forest Park [Forest Permit (2005) No. 956] by State Forestry Bureau in 2006, total area of 3391.7 hectares. In the original plan, the length of the line crossing the forest park is 587.05m, as the Xingfuyuan Tunnel and Xingfuyuan Double-track Super Major Bridge crossing the forest park. Since the curve radius is adjusted slightly, it can cross the forest park by the bridge along the changed line, and dip 120m toward south at the same time. Therefore, the line is

of 200m in the park, 387.05m shorter than that in the original environment assessment plan. It has little impact on the forest and vegetation in the park and the landscape after variation.

After variation, a land area of 4138.41 hectares is occupied by the works. Compared with the original environmental evaluation plan, it has been reduced 333.59 hectares. The permanent lands occupied by the works are 2368.08 hectares, and temporary lands are 1770.33 hectares; the permanent arable lands occupied are 1125.7 hectares, and the temporary arable lands are 925 hectares. Compared with those (347 spoil grounds/disposal sites) in the original environmental assessment, 24 spoil grounds/disposal sites are added. Site selection of 280 spoil grounds/disposal sites are basically kept the same as those in the original environmental assessment, and that of 91 spoil grounds/disposal sites has been adjusted. Land occupied mainly includes waste land, land with sparse woods and dry land with low yield, etc. Disposal sites are generally located in waste gullies and waste land not easily subject to water scouring. Therefore, the site selection of such spoil grounds/disposal sites meets relevant environmental requirements. There are 9 borrow areas in total. Five borrow areas have been adjusted. Land occupied includes waste land and garden plot. No basic farmland or woodland has been occupied by borrow area. Therefore, the site selection of borrow area meets relevant environmental requirements. In the original environmental assessment scheme, the designed construction access road totals as 976.2km. Based on site investigation, the actual length of construction access roads newly built during construction of the project totals as 885km with a floor area of 91.2km. Compared with that in the design, 91.2km has been reduced. Land occupied mainly includes brush land, shrub land and dry land. The excavation of construction access road will change, bury or damage the original vegetation and terrain, which will damage the soil and water conservation of the original land and resulting in water loss and soil erosion to some extent. Based on site investigation, both sides of construction access road for the project are provided with tree planting and greening measures, effectively reducing the amount of water loss and soil erosion.

The occupied lands are mainly brush land, shrub land and dry land. During construction, the temporary works occupy the land, interrupt the land surface and damage the vegetation, these actions changed the functions of land use and made the land hardened, and thus it destroys and exerts a certain influence on the water conservation function of the original land and the eco-environment. After the analysis of the report, it is regarded that the principle of ecologically protecting measures are consistent with the original environmental evaluation. As the road sections in sensitive area of scenic spots in Lipingdong Town are adjusted into bridges, subgrade and tunnels which pass through the development and control area planning in this scenic spot from the original total tunnel, the variation of engineering construction have certain impact on the scenic spots, strengthen the design of landscape coordination in combination of the requirements for follow-up construction in the development and control area planning in this spot. In accordance with the requirements of the original report and the approval, the engineering protection and environmental protection for spoil (ballast) works shall be well conducted, and the eco-recovery measures of temporary lands occupied such as construction camp, beam yard, track slab yard, batching plant and the access road shall be taken well. (II) Assessment of impact on acoustical environment 1 Present quality and protection objective In the original report, there are 304 acoustic environment sensitive points, including 261 in residential area, 41 in school and 2 in hospital. After variation, 45 new sensitive points have been added due to deviation of line location, including 50 in residential area, 2 in school and 1 in hospital; 64 sensitive points have been reduced, including 50 in residential area and 14 in school. Moreover, totally 285 acoustical environmental sensitive points are distributed along the line, including 253 in residential area, 29 in school and 3 in hospital. See Table 6 for details. Control measures for acoustic environment sensitive points mentioned in the report: Since the 15 noise sensitive points which are predicted to exceed the standard have reached the standard after being adjusted far away from the project, the function displacement of 5 households and 2 schools are deleted, sound insulation windows of 6035m2 are provided. (III) Assessment of vibration impact on the environment 1 Present quality and protection objective After variation, 47 new vibration sensitive points are added within the assessment range of the whole line (including 43 in residential area, 3 in school and 1 in hospital), and another 50 points (including 47 in residential area, 3 in school) are reduced. Therefore, there are in total 207 vibration sensitive points now, including 200 in residential area, 6 in school and 1 in hospital. The supplementary report of monitoring results indicates that the status of the vibration sensitive points is all qualified.

2 Major environmental impact and proposed protection measures (1) Guiyang-Hezhou Section According to the supplementary report, the vibration is predicted as 64.5-77.5dB at the new sensitive points after the Project, all in compliance with the requirements of “Two Sides of the Trunk Line” in Standard of Environmental Vibration in Urban Area (GB10070-88).The vibration of the sensitive vibration sensitive points which are both involved before and after the variations is predicted as 56.1-77.5dB in the daytime and at night, all in compliance with the standard requirements. The variations for the vibration control measures in the supplementary report: In the original report, it has taken necessary measures for pollution control in the sensitive points with predicated vibration value more than 80dB, with laid elastic sleeper of 12670m along the line. Because the vibration source intensity declines and the prediction sensitive points have met the requirement, it does not employ elastic sleeper. (2) Hezhou-Guangzhou Section According to the supplementary report, the vibration is predicted as 58.3-79.4dB at the new sensitive points after variation, all in compliance with the requirements, except for that in the daytime and at night in Henggang Village above the Foshan Tunnel has exceeded standard value because the tunnel is shallow buried. The vibration at the sensitive points before and after the variation is respectively predicted as 67.4 and 80.1dB in the daytime and at night. Except that the vibration in Xicun Village of the original sensitive point has exceeded 0.1dB over the standard because of section type and speed variation, all other sensitive points can meet the requirements of the standard. The variations for the vibration control measures in the supplementary report include: In the original report, it takes necessary measures for noise pollution control in the 37 sensitive points with a predicated vibration value more than 80dB, in which two schools are subject to function replacement measures, and another 35 sensitive points are subject to laying elastic sleeper for 19710m. Because the vibration source intensity declines and most sensitive points have met the requirement in prediction, it does not employ elastic sleeper in the supplementary report, and at the same time, it takes function replacement measures for 2 households in Xicun Village and 1 in Henggang Village where the vibration is predicted as more than 80dB. (IV) Assessment of impact on water environment There is no change of water environment protection objective before and after the variation of the Project. In the Gongcheng River Grade I Water Source Protection Area (Class II water), Yijiang Water Source Protection Area (Class III water), Beijiang Potential Water Source Protection Area (Class II water), Dongping Waterway Potential Water Source Protection Area (Class III water), Guangzhou Grade II Water Source Protection Area in Valley (Class III water), Guangzhou Potential Water Source Protection Area in Pearl River Valley (Class III water) involved in the original report, the line strike-off alignment, project organization type and environmental protection measures for the above sensitive points in the Project are all the same as those in the original report. After the variations, 14 stations are cancelled for the Project. The total waste water discharge during operation period is 2433m3/d in the rest 21 stations, 75m3/d less than that in the original assessment report. Sanjiang Station, Guilin West Station, Yangshuo Station

and West Station have been relocated, and the waste water there is discharged into the Class III water. In the report, it is proposed to adjust the wastewater treatment process, by taking advantage of artificial wetland wastewater treatment system, etc. to meet Grade I discharge standard. The other stations are to remain and keep their original wastewater treatment measures and discharge locations. There are 240 tunnels in the original plan, while 215 after the variations, with 25 tunnels deleted. According to the assessment, for Guizhou-Hezhou Section, Hushan Tunnel is deemed as the key soluble rock tunnel according to the deepening of design exploration and the current construction conditions, and for Hezhou-Guangzhou Section, the construction of Shuangjieding Tunnel, Dianfeng Tunnel, Liangguang Tunnel, Beilingshan Tunnel, Gaozhuba Tunnel, Daqishan Tunnel and other tunnels may cause water level change for the underground aquifer. Therefore, during the construction, it is to add supplementary exploration about the connection of underground water and surface water for the above tunnels and to propose purposeful water plugging measures, etc. During the follow-up construction, it is to strengthen construction management and environment supervision, in order to avoid the construction close to the sections of portable water source protection area causing impact on water environment. (V) Assessment of impact on electromagnetic radiation environment There are 201 electromagnetic radiation sensitive points, 1 less than that in the original environment assessment, with 929 affected households. It adds cable television into the network for the rental houses of migrant workers as the compensation, increasing by 424 households compared to that in original environment assessment. According to the supplementary report, it is proposed to reserve cable TV compensation for the TV users of 929 households within the assessment area, who use antenna to watch TV and the signal-to-noise ratio is less than 35dB affected by the Project. According to the assessment, it is seen that the electromagnetic assessment model and parameter selection are correct with control measures available and assessment conclusion dependable. The compensation measures for the TV users shall be carried out based on the principle of “three simultaneous” prior to project operation. (VI) Assessment results The New Guiyang-Guangzhou New Railway Project is in compliance with the requirements of Medium-term and Long-term Railway Network Planning of (adjusted in 2008) and national industry policy. After the variations, the horizontal deviation of the route is within 2km, and the ecological status in the changed section is basically kept same with that of the original plan. The Project has bypassed one province-level resort in Congjiang County, and the section type and length are slightly changed in the Dong Village Resort, a state level resort in Liping and Yangshuo State Level Forest Park. After the variations, because of line deviation, new 45 sensitive points are added, 64 deleted, and 19 noise sensitive points deleted. Then, there are 285 sensitive points in total. For the sensitive point within 30m where it can not meet the standard requirement of 60-70 dB after employing sound barrier measures, it is to take advantage of relocation measures, and the principles for other treatment measures are in compliance with the original environment assessment report. For the current construction ongoing, part of environment protection measures are implemented step by step. For the follow-up construction and operation, after carrying out

the environment protection measures proposed in the original report and the approval [HS (2008) No. 258] of environment assessment department as well as the measures proposed in the supplementary report of adjustment plan and by the experts, the adverse impact of construction on the environment has been controlled to a certain extent, and line type and the length for the Project have been slightly changed in the Dong Village Resort in Liping. After acquiring the approval of related authorities, the construction of the Project is feasible from the perspective of environmental protection. III Public Participation The evaluation department has issued two detailed information bulletins on Guizhou Daily and Guangxi Daily on May 12 and May 26, 2010 respectively, and uploaded supplementary report abridgement on the websites of China Environment Impact Assessment website and China Railway Siyuan Survey and Design Group Co., LTD. During public participation in the survey, it has publicly consulted the public opinions based on visiting relevant units and public, convening symposium, pasting bulletins, releasing public participation questionnaire. It has released 1925 questionnaires actually and investigated the key deviation sections. From the investigation, it is indicated that this project has gained the understanding and support from the majority people along the line, and the public also pays much attention to the environmental problems involved in the project construction. Since the Project has been commenced in Guiyang-Guangzhou Railway line, the public mainly focuses on the environment protection issues during the construction period. The problems the residents are worrying in terms of the noise disturbance, ecological environment impact, traffic jam, etc. are all as feedback to the Owner by the environment assessment unit. It is to carry out related measures in the design to mitigate the above problems. For the construction disturbance, the contractor and the Owner shall strictly carry out the recommendations and measures proposed in the environment assessment report, and the environment protection department at all levels and related department shall strengthen supervision mechanism and mitigate the impact from the construction to the environment. IV Environment Monitoring Plan Environment monitoring plan is carried out at the adjustment section, while the unchanged section remains the original environment monitoring plan.
