Additional Second Line for the Section is of great significance in enhancing connection between Southeast Asia, South Asia and our country and between the west and developed areas in the east and middle of our country, speeding up the formation of railway fast passenger transportation system, promoting common development of inter-regional society and economy and guaranteeing the sustainable and healthy economic development of areas along the line. Second Survey & Design Institute of China Railways (hereinafter referred to as SSDICR ) has performed several studies on double line plan for Liupanshui-Kunming Section on Guiyang-Kunming Railway Line, completed Preliminary Feasibility Study Report on Liupanshui-Zhanyi Section in December, 2003 and completed Feasibility Study Report in July, 2005. The Project is the Additional Second Line Project of the existing railway. Environmental Protection Office of the Ministry of Railways, Environmental Protection Office of Chengdu Railway Administration and Environmental Protection Office of Kunming Railway Administration are in charge of environmental protection during the period of construction and operation. 2)Supervision institutions Guizhou Provincial Environmental Protection Bureau and Yunnan Environmental Protection Bureau, which are directly under the Guizhou Provincial Government and Yunnan Provincial Government are in charge of their respective environmental protection management and supervision. Municipal Environmental Protection Administrations of Liupanshui City, Bijie District and Qujing City are all environmental protection institutions directly under the local government. Guizhou Provincial Environmental Protection Bureau and Yunnan Provincial Environmental Protection Bureau have established provincial environmental monitoring centers. Municipal Environment Protection Agency and Environment Protection Agency of Zhanyi County have also established their own monitoring stations. These county-level, municipal and provincial monitoring stations are in charge of local environment monitoring. Environmental monitoring during construction and operation will be assumed by railway environmental monitoring stations of both Chengdu and Deleted: shouldered Kunming, or by the municipal and county-level environmental monitoring stations along the line.
