1 General

1.1 Project background Liupanshui-Zhanyi Section on Guiyang-Kunming Railway is a main integral part of -Kunming Passage, ( one of the eight vertical and eight transverse trunk railways) as an important inter-regional transportation passage connecting Province and Province with developed areas in the east and middle of our country for linkage of society and economy, shouldering Deleted: on the aspects the mission of transporting materials and passengers of these two provinces and Deleted: personnel also as the most convenient landway passage leading to the Southeast Asia and South Asia. Additional Second Line for the Section is of great significance in enhancing connection between Southeast Asia, South Asia and our country and between the west and developed areas in the east and middle of our country, speeding up the formation of railway fast passenger transportation system, promoting common development of inter-regional society and economy and guaranteeing the sustainable and healthy economic development of areas along the line. Second Survey & Design Institute of China Railways (hereinafter referred to as SSDICR ) has performed several studies on double line plan for Liupanshui-Kunming Section on Guiyang-Kunming Railway Line, completed Preliminary Feasibility Study Report on Liupanshui-Zhanyi Section in December, 2003 and completed Feasibility Study Report in July, 2005. The Project is the Additional Second Line Project of the existing railway. Guizhou Provincial Environmental Protection Bureau and Yunnan Provincial Environmental Protection Bureau have established provincial environmental monitoring centers. Municipal Environment Protection Agency and Environment Protection Agency of Zhanyi County have also established their own monitoring stations. These county-level, municipal and provincial monitoring stations are in charge of local environment monitoring. Environmental monitoring during construction and operation will be assumed by railway environmental monitoring stations of both Chengdu and Deleted: shouldered Kunming, or by the municipal and county-level environmental monitoring stations along the line. 2 Conclusion of environmental impact assessment

2.1 Rationality of railway location 1)The geographic location and important functions of the Project Liupanshui-Zhanyi Section on Guiyang-Kunming Railway is an important component of “Shanghai-Kunming Passage”, a significant inter-regional transportation passage linking Yunnan and Guizhou Provinces with the eastern and central developed regions in terms of the social and economic relations, as well as the most convenient land passage linking China with the Southeast Asia and the South Asia. 2)Rationality of the railway location of the Additional Second Line The Project is the Additional Second Line Project of the existing railway. The ecological system covered by the assessment has relative stability and functional completeness, with certain anti-interference capability. The area with a distance less than 60m away from both sides of the existing railway is principally subject to the influence by the engine whistle and the running noise of training, and it exceeds the standards for the acoustic environment at different degrees. The area with a distance more than 60m away from both sides of the Deleted: greater existing railway and the areas with single detouring or double detouring track are principally subject to the influence by the road and the human social activities, and the current quality of the acoustic environment is good. 3 ) Most rivers crossed by the Project including Shuicheng River, Nanpanjiang River and their tributary rivers which belongs to seasonal and ephemeral streams, and the annual change in the volume of streamflow is comparatively big. The rate of the water quality of Shuicheng River up to standards is 25%, two sections (Jingkou and Jiudongqiao) at the middle reach belong to Class III water functional zone, the water at the two sections exceeds the standards and belongs to Class IV water and Class V poor quality water; Fangjiazhai Section at the lower reach belongs to Class V water functional zone, and the water belongs to Class V poor quality water. The water from the source region of Nanpanjiang River to the entrance of Huashan Reservoir is up to Class I water, and the water quality is “good”, the water at Tianshengba Section belongs to Class V water and medium-polluted water, the water at Sheliqiao

Section belongs to Class V poor quality water and heavy-polluted water. The pollutants are mainly ammonia nitrogen, COD, sulfide, SS and so on. 4)The quality of the air environment of Liupanshui City reaches Class II Standard of Ambient Air Quality Standard (GB3095-1996), among which, the annual average concentration of NO2 reaches Class I Standard, and the primary Deleted: volume pollutant is total suspended particle (TSP). The annual average concentration of TSP in ambient air in urban area of Xuanwei City exceeds Class II Standard, the

Existing research findings indicate that from the point of view of reducing impact of noise, peripheral architectural layout is better than parallel layout, while parallel architectural layout is better than vertical layout and non-sensitive buildings shall be planned at the first row near railway to reduce the impact of railway noise on the sound noise environment quality in mass of buildings. (2)Proposal for mitigation of noise pollution a. For those sections connected with existing line, mitigation of noise pollution shall be carried on as per the estimation results, taking “Old vehicles driven by new ones” and those above mentioned as principle. b. Measures for mitigation of noise pollution As per the estimation results of noise, the sensitive spots along the whole line more or less exceed standard. hereinto, Yulong Residential Area, Zhanyi Instructor Training School and the 3rd Middle School of Zhanyi County are affected by urban traffic noise more severely, however, plastic-steel windows which have better sound insulation performance have been installed for those buildings to meet the requirement of indoor acoustics, so other measures of reducing noise will not be taken into consideration. As per the principle of noise mitigation, results of economic and technical comparison, experience of mitigation of railway noise pollution for several years, survey of sensitive spots of this Project, noise exceeding standard and other engineering and environmental conditions, mitigation measures of noise pollution suitable for all kinds of sensitive spots of this Project shall be determined. The mitigation measures of noise pollution for all sensitive spots along the whole line are listed in Table 3.2-2. Conditions for laying gapless track along the full line have been prepared, so after being laid, the gapless track cannot only reduce railway noise, but also reduce railway vibration. This can make the railway vibration at all sensitive spots up to the requirement of standard for vibration of “both sides of trunk line”. (2)Suggestions on vibration prevention a. Planning and management measures The range of impact of railway noise is wider than that of vibration impact, so the distance for noise prevention is generally applicable to that for vibration prevention. b. Reduction of source strength of railway vibration Smooth railway line and round wheeltrack, better than common railway line, can reduce the source strength of railway vibration. Therefore, it is suggested that vehicles with low noise, low vibration and good structure shall be chosen preferentially. 4)Measures for sewage treatment After being drained into urban sewage pipe network, domestic wastewater from Shuicheng Station, Liupanshui Station, South Liupanshui Station and Zhanyi Station will be drained into secondary sewage treatment plant thereof, in accordance with Grade of Standard for Comprehensive Sewage Discharge (GB8978-1996); domestic wastewater from other stations will be drained into nearby irrigation ditches, in accordance with Grade of Standard for Comprehensive Sewage Discharge (GB8978-1996).After being treated in septic tank, domestic wastewater from stations along the line can be drained out, in accordance with its corresponding drainage standard. At Liupanshui locomotive turnaround depot, there are problems on those drain water pipes used for oily wastewater treatment works such as leakage, non-connection at intermediate section, relatively larger error of elevation, leakage of horizontal separation tank, empty shell and bad effect on oil separation. After being reconstructed by Chengdu Railway Administration with self-financing, those drain water pipes have enough capacity of sewage treatment and the quality of water drained accords with Grade of Standard for Comprehensive Sewage Discharge (GB8978-1996). 5)Measures for atmospheric pollution control Through site survey, it can be known that the boilers at Liupanshui locomotive depot are mainly used for heating in winter and seldom used in other time, so they aren’t made full use. As per the spirits of Notification of Municipal People's Government Office Regarding Issuance of Comments on Control of Urban Coal-burning Boiler Pollution in Liupanshui City Center ( 2003) Document No.13 issued by Liupanshui Municipal People’s Government Office, strengthen the mitigation of coal-burning boilers in central urban areas and strictly control the reconstruction and new construction of coal-burning boilers in central urban areas. In the assessment, it is suggested to further verify the utility efficiency of boilers and try to avoid reconstruction and increment of coal-burning boilers, if more facilities for heat supply are needed, measures such as heat supply from solar energy or heating by central air conditioning and utilization of clean resources for burning etc., instead of adopting coal-burning

铁道第二勘察设计院 THE SECOND SURVEY & DESIGN INSTITUTE 43 Environmental Management Program for Additional Second Line Project for Liupanshui-Zhanyi Section on Guiyang-Kunming Railway boilers shall be taken, as per Policy on Power-saving Technology for Railway and requirements of environmental protection department, construction conditions and characteristics of enough sunshine in local area. 6)Measures for solid waste control Rubbish from added passenger trains is still collected and put into the existing field for rubbish produced by passengers, and after being collected by staff in railway station, the rubbish will be delivered to the site specified by local environmental and sanitary department for uniform treatment, whose impact on environment can be controlled effectively. 7)Measures for electromagnetism prevention Measures such as improving gain of transmission channel for wired television signal, optimizing the feature of frequency-domain balance, improving the barrier property of transmission line and equipment can be adopted to further reduce the impact on watching wired television exerted on interruption of electromagnetic radiation when train is passing. Although power current and magnetic field outside the wall of traction substation do not exceed the standard, the location of construction should be far away from residential area as much as possible to reduce the impact on the main sensitive objectives and relieve people’s worries. In the assessment, it is suggested that total fee of 200,000 Yuan shall be reserved for prevention of electromagnetism as well as one-time compensation for registration of customers watching wireless television. 8)Mitigation measures for obstructing impact on communities In order to resolve hidden trouble on traffic safety issued by people and mitigate the impact of traffic obstruction between villages, residential areas and schools, 12 over-line bridges for passengers, 12 tunnels for passengers and 38 grade separated bridges are designed, 388 culverts are to be reconstructed and built, and the requirement of passing of all kinds of farm machines has been taken into consideration in the design of height of all kinds of roads, which is enough to allow passing of passengers, livestock and vehicles. 3.3 Mitigation measures for impact on environment during construction 1)Ecological prevention measures during construction In order to reduce the damage on ecological environment along the line, comprehensive measures combining works, plant with land reclamation measure etc. are adopted during construction. The detailed measures are: when using farmland, stripping for piling or collecting for storage of 30~40cm mellow earth layer on surface soil, after construction, it shall be cleared in time and loosened and covered for tillage; on the condition that it is impossible to reclamation or financing is not enough, e.g., the borrow pit or dumped earth with great depth can be degraded for use such as for afforestation or other land use. Temporary land used for earth borrowing and dumping can be reclaimed and cultivated, which can, to a certain extent, compensate for the impact on farmland occupied as temporary land use for earth borrowing or dumping field etc. For temporary land use of hills and mountains, try to transplant tall and big trees as much as possible and strip and pile the mellow earth on surface layer for reservation, finally restore it to be woodland, which is beneficial to the recovery of woodland resources and improvement of woodland environment along the railway line. (2)Conditions of soil borrowing filed and slag dumping field During construction, earth shall be borrowed from mound, hilly land, wasteland, dry land or other works, avoiding taking farmland as earth borrowing field; in addition, the status of earth in all earth borrowing fields shall be investigated to confirm the depth of earth borrowing for the purpose of reserving proper superficial clay to prevent soil deterioration and make it be reserved resource for recycling. Dump area will be located at waste land or field with low production where is low in terrain and not easily affected by river and stream water washing. After dump area is completely filled the field will be leveled with side slope 1:1.5. Slope protection shall be provided through grass planting or masonry stone protection or re-cultivation. Cut off drain gutter will be built at the upstream of dump area and drain ditch constructed at downhill accordingly. The surface water flow will be discharged through these ditches so as to prevent spoils from erosion.

After substantial completion of earthwork, the dump areas shall be treated level and re-cultivation carried out to suitable areas. It is suggested to use spoils as filling material. If the dump area is not determined the spoils shall be well handled to far place. During next design stage, the design institute shall further carry out and select the dump area by combining with the practical situation and comments of local government, and try to reuse spoils as local construction filling material. If a suitable dump area is founded and agreed by the Employer, the construction unit shall hand over to local environmental bureau or water conservancy bureau for approval, and consult with local government. The environmental protection bureau and conservancy bureau in each county or municipality shall strengthen supervision and inspection during construction process to ensure there is no impact to the environment around the dumping area. (3)Strengthening publicity and education of ecological protection and establishing measures of encouragement and punishment to inspire the Contractor and constructors to consciously participate in the ecological protection. Before commencement, set boards for publicity of ecological environment protection on construction site and surroundings and publicize and educate the Contractor on environmental protection and biological variety protection; after entrance of constructors, for whom education on ecological protection shall be made. The contents publicized include the general knowledge of science and relevant regulations on biological variety and simple method of identification and protection for local wild animals and plants for key protection. (4)Management measures such as construction supervision Suitable management measures can get twice the result with half the effort on ecological protection during construction, while the measure of construction supervision is the best one for management during construction. During the construction period, full-time staff for environmental protection from Supervision Department and Construction Department of the Project will temporarily carry on ecological supervision, in the manner of inspection and supervision, and check the implementation of ecological protection measures and behaviors of ecological protection by constructors. (6)Environmental monitoring Environmental monitoring of Fumin Tunnel. Key monitoring shall be carried on for the quality of initial water at water intake of Yanjiaocun (30 families) of Meihuashan and the monitoring of water level and initial status of buildings shall be confirmed. During construction of tunnels and within three months after completion, monitoring points shall be set for water level and quantity of water intakes for residents and water level and flow of stanks, with full monitoring for construction and real-time analysis of all kinds of problems on environment which may produce during construction. The investment for monitoring is RMB400,000 Yuan. Environmental monitoring of Sanlian Tunnel. Key monitoring shall be carried on for initial water level and flow at water intake of villages on the top of tunnel such as Liujiayakou Village of Lefeng Township and the initial status of buildings shall be confirmed. During construction of tunnels and within three months after completion, monitoring points shall be set for water level and quantity of water intakes for residents and water level and flow of stanks, with full monitoring for construction and real-time analysis of all kinds of problems on environment which may produce during construction. The investment for monitoring is RMB 300,000 Yuan. During construction, attention shall be especially paid to strengthening the protection of Zhujiangyuan Nature Reserve, with measures including the following aspects: a. Settlement organizations of various levels of provinces, cities and towns and independent monitoring and evaluation organizations shall conduct trainings to personnel of management departments at village level and instruct them to reasonably establish development plans and to appropriately apply settlement funds. Village-level plans for the usage of funds prepared by management departments at village level shall be submitted to the Land Requisition and Relocation Office at town level for examination and approval. Settlement funds shall not be assigned to those who has not prepared feasible plans for fund usage or those who has not been approved by the Land Requisition and Relocation Office at town level, until reasonably plans are prepared. The provincial settlement agency shall annually select a village as an example and perform monitoring and auditing on the usage of funds in the village. Moreover, the independent monitoring organizations shall, through methods such as sample surveys, field research, open communication with affected population, etc, perform monitoring on the village-level usage of settlement funds and evaluation of the effect of the funds; consult with village-level units and feed back the monitoring situations to relevant towns, counties and the provincial settlement agency. Concerning vulnerable families, during relocation of houses, a certain amount of subsidies shall be given; the village organization shall provide labor force to help the relocation while reducing or remitting the obligated work of the labor force for the year; the vulnerable families may have the priority in selecting locations for new houses and locations for re-distributed farmlands. 5 Environmental Monitoring Program

5.1 Purpose Environmental monitoring is a measure to evaluate whether environmental control measures are effective. Environmental monitoring implemented in the construction and operation stages ensures that the environmental control measures listed in the environmental evaluation of the Project are effectively carried out. There are 4 main purposes concerning the environmental monitoring program: (1)Determine in early stages whether the environmental control measures are ineffective or unreasonable (2)If necessary, arrange symposiums to modify the environmental control measures to ensure that the environmental control measures accord with the purposes of the environmental monitoring program (3)Provide work schemes for environmental protection and monitoring plans ( 4 ) Determine scope of the environmental monitoring project ( construction & operation, short-term, long-term, parameters, types and frequency of evaluation) Overall governing principles for the environmental monitoring program of Liu-Zhan Railway Line: in all the implementation periods of the Project, perform monitoring according to predicted impacts and the monitoring shall mainly be carried out at sensitive locations. 5.2 Monitoring parameters for construction period and operation period Contents of the environmental monitoring during the construction period and the operation period of the Project shall include environmental impacts such as water environment, atmosphere environment, noise, land acquisition, demolition and resettlement, solid waste, electromagnetic radiation and economic development triggered by the railway, etc. Contents of monitoring shall include all direct and indirect impacts generated during the construction period and the operation period. Monitoring focuses on the following environmental issues specified in the environmental evaluation: land acquisition, demolition and resettlement, water loss and soil erosion, noise, raised dust, water quality of rivers, sediments in rivers, solid wastes and electromagnetic radiation.

Environmental monitoring and supervision shall ensure that lands shall be acquired along the line upon completion of the design of the railway line, and that quantity of people to be relocated is minimized. During migration, help people to move to other regions and provide compensations for the relocation. Trainings shall be conducted to relocated residents so that they may find new jobs. The environmental monitoring shall ensure that reasonable compensations are assigned to the migrants and the training plans are successfully carried out. The environmental monitoring shall also ensure that living standard of the migrants is similar to or higher than that before the migration. At last, the environmental monitoring shall ensure that minority ethnic groups, olds, illiterates and farmers are taken special care of. (2)Water loss and soil erosion Water loss and soil erosion are the most critical problems in construction. Measures for control of water loss and soil erosion shall be taken by moving around areas of unfavorable geology. Take measures for revetment and measures for afforestation by planting grass on side slopes. In construction fields, the environmental supervision staff shall, through supervision, ensure that protection techniques for reducing water loss and soil erosion are adopted during construction, and that exposed lands are temporarily afforested. Contents of supervision shall include storage and filed cleaning techniques, seeding, cultivation, turf spreading and the proper application of chemical fertilizers and water, in order to ensure that vegetation is promptly restored upon completion of the construction. Perform periodic inspection every 6 months ( or after rainstorms) within one year since the commencement of the trial run stage. (3)Noise Noise generated during the construction period shall include noise generated by large-scale machinery, noise generated by large quantities of transport vehicles and noise generated during blasting of tunnels. During the construction period, one noise monitoring shall be performed around sensitive spots every month to ensure that noise level during nighttime conforms to GB12525-90 ”Noise Standard for Boundary of Construction Site” and GB3096-93 “Standard for Environmental Noise in Urban Areas”. Noise in the operation period is generated by the operation of trains (including noise generated by the wheel tracks, whistling sound of trains and noise generated by the pantograph). Take measures for noise prevention such as installation of soundproof windows, erection of soundproof walls and planting of green strips. During the operation stage, perform one monitoring upon completion of construction and perform two monitoring every year within 3 years since the completion of construction. (4)Air Quality A decrease in air quality may occur during construction stage of the Project; dust raised by transport vehicles and waste gas generated by machinery will cause the air quality decrease. Periodically sprinkle water on ground surface of construction fields; trucks shall be covered with mantas when transporting stones and earth; waste gas discharge control devices that conform to relevant standards shall be installed in mechanical and transport vehicles. During the construction stage, field environmental inspection personnel shall perform monitoring on air quality every quarter to ensure that all planned environmental control measures are carried out. (5)Water quality During the construction and operation period, due to discharge of wastewater and sewage, a decease in water quality will occur. During the construction period, the main problem is the pollution caused by wastewater generated in construction camps. Perform monitoring quarterly on discharge of wastewater from construction camps to ensure that water quality fulfils requirements for irrigation of farmlands. Meanwhile, ensure that wastewater generated in encampments for the builder also discharge into irrigation channels. During the operation stage, threats to water quality main come from production wastewater generated in the sections for wagons for locomotive operation & maintenance and wastewater generated in the stations. During the operation stage, perform one monitoring on water quality every year to ensure that the water quality conform to relevant discharge standards as specified in GB8978-96. 铁道第二勘察设计院 71 THE SECOND SURVEY & DESIGN INSTITUTE Environmental Management Program for Additional Second Line Project for Liupanshui-Zhanyi Section on Guiyang-Kunming Railway (6)Fluvial deposit Fluvial deposit and change of bed configuration generally occur during the construction stage of the Project, which includes operation in the rivers and construction of the cofferdam. The environmental control measures shall contain: Erosion protection of the banks; erection of bridges at proper locations; reinforcements of the banks ( including afforestation ) . Environmental monitoring during the construction stage shall contain: approval of the selected locations for bridges; taking of measures for protection of the banks. It is suggested to sample the river water quarterly during the construction period to determine the content of suspended solid materials in the river water. (7)Disposal of solid garbage Perform monitoring on the disposal of solid garbage during the construction stage. The monitoring process shall contain: ensure that garbage generated in construction camps are collected into sealed containers and periodically transferred to local municipal garbage disposal stations. Rate: once per month. Solid garbage generated during the operation stage of the Project shall include: domestic garbage generated in the stations and slag generated by the boilers. The environmental monitoring shall include monthly inspections to ensure that the domestic garbage generated in the stations are collected and the slag generated by the boilers are recycled and utilized in road-laying, etc. Garbage generated by passengers in the stations shall be transferred to local garbage disposal yards. (8)ballast in construction Perform monitoring at ballast piling site once per quarter. (9)Electromagnetic Radiation Perform monitoring on electromagnetic interference during the operation stage of the Project and perform one more monitoring upon completion of construction of the Project, in order to determine whether measures for electromagnetic protection are required. 5.3 Report process for supervision and monitoring The results of monitoring shall in the form of formal written materials be submitted to Headquarters for Construction of Liu-Zhan Railway of various Railway Administrations (or be submitted to various Railway Administrations during the operation stage). These reports shall be adopted as foundations on which the State Environmental Protection Administration, the Environmental Protection Agency of Ministry of Railways and the World Bank shall base their evaluation about achievements of the environmental protection works carried out in various road sections and foundations on which decisions to increase measures for environmental protection in case the environmental impacts exceed predicted scale shall be made. 6 Personnel Training

6.1 Additional trainings for full-time/part-time environmental protection personnel during the construction period The Construction companies shall engage qualified units to conduct Deleted: construction units trainings to the full-time/part-time environmental protection personnel from the construction and supervision units of the Project. It is suggested that after determined the construction and supervision units for the Project, Chengdu and Kunming Railway Administrations in their respective administrative sections conduct a course of training class on environmental protection during the construction period of Additional Second Line Project for Liupanshui-Zhanyi Section. The total expenditure shall be 100 thousand Yuan. Contents of the trainings shall include: (1)Laws, documentations and relevant requirements concerning aspects in the management of construction projects, such as environmental protection, water and soil conservation, management of natural reserves, etc, as stipulated by the State, Ministry of Railways, Yunnan Province and Guizhou Province. (2)Measures for environmental protection proposed in design of the Project and requirements for environmental protection during the construction period of the Project; (3)Guide for environmental protection during the construction period of the Project. Director for environmental design from the Environmental Protection Agency of the Ministry of Railways and from Environmental Protection Administrations and design institute of Guizhou and Yunnan province, as well as Deleted: design units corresponding specialists from environmental evaluation units and supervision units may be invited to be instructors of the training classes. 6.2 Additional trainings for full-time/part-time environmental protection personnel during the operation period Additional trainings to full-time/ part-time environmental protection personnel during the operation period shall be arranged and performed by the environmental departments of various Railway Administrations. 7 Estimation of Investment for Environmental Protection

The estimated total amount of investment for railway environmental protection of the Section is 208.8402 million Yuan, amongst which 159.8393 million Yuan has already been included in the investment for the Project. An increase of 49.0009 million Yuan is proposed in this evaluation. The investment for environmental protection accounts for 2.31% of the gross construction investment for the Project, which is 9038.3919 million Yuan.
