The Chairman welcomed Members and regular government representatives as well as Ms CHOW Wing-yee, the new Police Community Relations Officer (Western District) of Hong Kong Police Force for joining the meeting. 3. The Chairman continued that the meeting would be conducted in accordance with the established arrangement, under which each Member would be allotted a maximum of two three-minute slots to speak in respect of each agenda item. He also reminded Members to speak as concise as possible. The electronic timer would beep when it reached two minutes 30 seconds and three minutes of each speaking slot respectively. The suggested duration for discussion of the agenda items had also been e-mailed to Members earlier (Reference Paper 1). The Secretary estimated that the meeting would come to a close no sooner than 7:15 p.m., and if Members wished to leave earlier, they should inform the secretariat staff as early as possible. Part I – Items Discussed Agenda Item 1: Meeting of Director of the Hong Kong Observatory with SDC Members [2:35 p.m. - 3:29 p.m.] 4. The Chairman said that the estimated duration for discussion of this agenda item was 45 minutes. Mr SHUN Chi-ming, Director of the Hong Kong Observatory (D of HKO), would brief Members on the work of the Hong Kong Observatory (HKO) first, and then Members would be invited to take turns to raise their enquiries for discussion with the Director. 5. Mr SHUN Chi-ming, JP was delighted to take this opportunity to brief SDC Members on the work of HKO. Dr CHENG Cho-ming would conduct the briefing first, and afterwards, they would exchange views with Members. 5 6. Dr CHENG Cho-ming, with the aid of PowerPoint presentation (PowerPoint 1), briefed Members on the climate and location of the Southern District, as well as the Automatic Weather Stations (AWSs) at various locations in the Southern District. Also, he gave an account of the work of HKO from the perspectives of “Serve”, “People-oriented”, “Care”, “Innovate”, “Enthuse”, “Nurture”, “Collaborate” and “Excel”. (Mr LAM Kai-fai, MH, Mr CHAI Man-hon, Mr TSUI Yuen-wa, Mr FUNG Se-goun, Mr WONG Ling-sun, Mr AU Nok-hin and Mrs CHAN LEE Pui-ying joined the meeting at 2:38 p.m., 2:40 p.m., 2:41 p.m., 2:50 p.m., 2:51 p.m., 2:54 p.m. and 2:57 p.m. respectively.) 7. The Chairman asked Members to raise their comments or enquiries on the subject. 8. Mr Paul ZIMMERMAN raised his comments and enquiries as follows: (i) he commended HKO for providing detailed weather information through the platforms of the internet and smartphones, enabling him to accurately grasp the information on rainfalls and wind directions before he travelled on his motorcycle or went for a sail; (ii) as understood, the only comment from public was that HKO made a forecast on the close approach of a typhoon which ended up not hitting Hong Kong direct. In view of this, he suggested that HKO should strengthen public education on the potential threat of tropical cyclones. In the light of the fact that the general public found it difficult to differentiate whether the local wind strength was weak or strong by merely looking at the tropical cyclone forecast track on the map, HKO should clearly inform the public whether the impact of a typhoon was relatively significant or otherwise; (iii) on climate change, the key initiatives of HKO should include the forecast and assessment of the long-term impact of storms and sea level rise on the territory. He asked HKO to further elaborate whether Hong Kong and the Southern District had already prepared to tackle the future climate change, and which part of the coastline would be relatively susceptible to the impact of storms and sea level rise; and (iv) he requested HKO to provide information on the impact of climate change for reference of the government departments concerned, enabling 6 such departments to take the possible impacts of climate change into account during the design of drainage and sewerage systems for the purpose of flood control. 9. Mr CHAN Fu-ming, MH said that from the HKO’s briefing, he learned that the emergence of technological advanced forecasting systems nowadays had enabled the collection of precise weather data with respect to the locations of rainband and rainfall in the various districts as well as the tropical cyclone forecast tracks. He pointed out that there were many beaches and fish culture farms in the Southern District. In this regard, he wished to know further details about the HKO’s initiatives on water quality monitoring, e.g. whether the current technology could enable the accurate forecast of the time and place of red tide occurrence, or algal bloom could only be ascertained by visual inspection. 10. Mrs CHAN LEE Pui-ying said that given that Hong Kong was a coastal city, storms would cause disruption to daily life. Hence, the weather forecast provided by HKO had significantly benefited the Hong Kong society. She had visited HKO several times and greatly appreciated their vision “Innovate with Science, Serve with Heart”. Moreover, HKO had set up a voluntary team, the “Friends of the Observatory” and a team for conducting public education seminars on climate change, which had significantly enhanced the public’s understanding of meteorology. (Mr LO Kin-hei joined the meeting at 3:03 p.m.) 11. Dr YANG Mo, PhD considered that as an important science, meteorology was closely related to the daily life of the people and social-economic development.
