    File Ref.: THB(T)CR 17/1016/99 LEGISLATIVE COUNCIL BRIEF MASS TRANSIT RAILWAY SOUTH ISLAND LINE INTRODUCTION At the meeting of the Executive Council on 18 December 2007, the Council ADVISED and the Chief Executive ORDERED that – (a) the MTRCL should be asked to proceed with the preliminary planning and design of SIL (East); (b) negotiations with the MTRCL on the detailed scope, cost and implementation programme for SIL (East) should commence; (c) the Wong Chuk Hang Estate site should be reserved for the SIL depot with above-depot private property development, and the site to the north of the Ocean Park Station should be reserved for private property development with associated park and ride facilities, both subject to rezoning approval; and (d) Route 4 and the MTRCL’s proposed SIL (West) should continue to be kept under review. 2. The background on the SIL (East), SIL (West) and Route 4 is set out at Annex. JUSTIFICATIONS Transport and Economic Justifications Traffic Congestion along Aberdeen Tunnel 3. The residential and commercial nodes in the Southern District mainly stretch along two clusters with one on the west, namely the Cyberport, Pok Fu Lam, Wah Fu Estate and Aberdeen, and another lying to the east, namely South Horizons, Lei Tung Estate, Wong Chuk Hang and the Ocean Park. In going to the city areas, the former cluster relies more on Pokfulam Road and Victoria Road, and the latter on the Aberdeen Tunnel. The Southern District is the only remaining district Page 1 in Hong Kong with no rail service. 4. At present, traffic piles back from the Cross Harbour Tunnel and Causeway Bay daily in the peak hours and in turn causes congestion in the Aberdeen Tunnel.

    EXECUTIVE SUMMARY With the main civil works contracts of the South Island Line (East) (SIL(E)) Project awarded in May 2011, the commencement date of construction of the Project was 25 June 2011. The Environmental Monitoring and Audit (EM&A) programme of the Project also commenced on 25 June 2011. All works area, except Harcourt Garden, has been substantially completed on or before November 2016 under Contract 902, 903, 904, 907 and 908. The SIL(E) passenger service commenced on 28 December 2016. The tentative schedule for completion of Harcourt Garden is December 2017. This is the SIL(E) Project Final EM&A Report Part 1. The Report presents the results of EM&A works undertaken during the period of June 2011 to 31 December 2016. Separate submission for the Final EM&A Report Part 2, covering Harcourt Garden, will be prepared and submitted after works completion in Q1 2018. Further, in accordance with the condition 2.13 of EP, the Final Monitoring Report for EPLP Monitoring will be submitted after completion of the 3 years post-planting care and maintenance period in Q1 2019. As there would be some remaining construction works for Contract 914 – Harcourt Garden, the EM&A programme and regular site inspections conducted by the Environmental Team (ET) will continue until completion of the construction works. No notification of summon or prosecution related to the environmental issue was received in the reporting period of June 2011 to December 2016. No non-conformance to the environmental requirements was identified in the reporting period of June 2011 to December 2016.

    CB(4)151/16-17(01) Legislative Council Panel on Transport Fares of MTR South Island Line (East) This paper briefs Members on the fares of MTR South Island Line (East) (“SIL(E)”). Background 2. The MTR Corporation Limited (“MTRCL”) is conducting final inspections on SIL(E). Depending on the final outcome of the inspections, it is expected that SIL(E) will commence passenger service in December 20161. The 7-kilometre medium capacity railway is going to link up the South and the North of Hong Kong Island from South Horizons Station to Admiralty Station via Lei Tung Station, Wong Chuk Hang Station and Ocean Park Station. Passengers can transit to MTR Island Line, Tsuen Wan Line and the future Shatin to Central Link at Admiralty Station. The existing Admiralty Station has been expanded to become a major railway hub, with a view to facilitating convenient interchanges by passengers. Fares of SIL(E) 3. In accordance with the Operating Agreement signed between the Government and MTRCL, MTRCL shall brief the Legislative Council Panel on Transport and the Transport Advisory Committee on fares of new railway lines. 4. The SIL(E) connects to the existing railway network at Admiralty Station and is a part of the railway network of the Hong Kong Island. The same “distance-based” fare structure of the existing MTR heavy rail system is applied to determining fares of the new stations of the new railway line.     Legislative Council Panel on Transport Subcommittee on Matters Relations to Railways Approach and Updates of MTR Station Art Programme Purpose This paper aims to discuss the approach and progress of the incorporation of art in railway stations of the MTR Corporation Limited (MTRCL). Background 2. The MTRCL is committed to providing a pleasant travelling environment for passengers. In 1998, the “art in MTR” concept was introduced to enhance the travelling environment and showcase the diversity of cultural and historical characteristics of local districts. A comprehensive art programme has also been developed which offers a channel for local artists to exhibit their talent and helps to promote the appreciation of art in Hong Kong. 3. Public participation is important in the station art programme especially for the stations of new railway lines. The MTRCL has asked the local communities to contribute their ideas for the art element for new stations in the preliminary stage of the station design. The aim is to reflect the cultural and historical characteristics unique to each station in the design. By participating in station design, the communities also develop stronger connections to the new railway lines. Approach 4. The MTRCL takes a number of factors into consideration when determining the type, size and location of artwork to be displayed at railway stations. The priority is that the art piece should not affect the normal operation and passenger flow of stations. Other factors that need to be taken into account include the environment of the station, restrictions of space and technical feasibility. Generally, sculpture and mural are two common types of artwork that are displayed at stations on a long-term basis.
