NO. 050278 (73) 1195 Stellar Drive, Unit 1 YORK REGION NO. 74270 Newmarket, Ontario L3Y 7B8 Land Use Baseline Conditions Report Upper York Sewage Solutions EA Executive Summary The Land Use Baseline Conditions study was conducted to identify and describe the existing economic (i.e., the employment characteristics and approved and planned land uses) and built environment conditions within the Upper York Sewage Solutions Environmental Assessment (UYSS EA) study area, and specifically in the areas associated with the short list of Alternative Water Reclamation Centre Sites and associated conveyance infrastructure routes and the York Durham Sewage System (YDSS) Modifications Alternative Routes (Alternative Methods). In the Towns of Aurora and Newmarket, the southern portion of the UYSS EA study area, most of the land base is fully developed with pockets of land designated for future development. The areas of the Towns of Newmarket and Aurora associated with the YDSS Modifications Alternative Routes include the East Holland River and its associated trail and park system, well- established residential neighbourhoods on Prospect Street, and newer mixed-use neighbourhoods on Bayview Avenue and St. John’s Sideroad. The Town of East Gwillimbury has a relatively smaller built-up area and smaller population than the Towns of Newmarket and Aurora. Currently, the Town of East Gwillimbury is primarily agricultural land with existing development centred on the communities of Queensville, Holland Landing and Sharon. All four alternative Water Reclamation Centre Sites are located on land that is currently being used for agricultural purposes, within the communities of Queensville and the River Drive Park neighbourhood of Holland Landing. Significant growth is anticipated in the Town of East Gwillimbury in areas to the south of the four alternative Water Reclamation Centre Sites. The area where the four alternative Water Reclamation Centre Sites are located is designated in the Town of East Gwillimbury’s Official Plan (2010) as Agricultural (whitebelt area) (i.e., area that is currently undesignated). associated with the Upper York Sewage Solutions Environmental Assessment (UYSS EA) study area in accordance with Land Use Work Plan Included in the Minister of the Environment approved (as amended) UYSS EA Terms of Reference (March 2010). The approved UYSS EA Terms of Reference proposed the following investigative studies (individual work plans) for the purposes of generating a more detailed description and understanding of the environment and outlining how that generated information would be utilized in the screening, analysis and evaluation of alternatives and assessing the impacts associated with the Preferred Method of Carrying Out the Undertaking during the UYSS EA: .   • Newmarket's History
    A Brief History of the Town of Newmarket In June, 1800, Timothy Rogers, a Vermont Quaker, explored the area around the Holland River and up to Lake Simcoe to find a suitable location for a contemplated Quaker settlement. The Quakers were disturbed as a result of difficulties encountered when this peaceful sect refused to take part in the rioting and bloodshed of the American Revolutionists. In 1801, Rogers, leading several Quaker families, left their homes in Vermont and Pennsylvania and secured land grants of 8,000 acres located at the east end of lots 93, 94, and 95 along Yonge Street in the former Townships of Whitchurch and King. It was easy for them to see the potential in these fertile rolling lands, through which flowed the Holland River, an important trading artery for both aboriginals and fur traders. Having arrived in the spring, these first Quaker settlers immediately began the arduous task of clearing the land for their homes and farms. Indeed, By Christmas of 1801, Joseph Hill had constructed a mill on the Holland River at what is now Fairy Lake, around which the settlement to be known as Newmarket sprouted. Over the years, Mr. Hill Hill Trading Post, also built a tannery and the first store and house, as well Main and Water Streets, as additional mills. It is unfortunate that this enterprising 1801 man, embittered over the terms of an 1804 sale of the north half of lot 93 to Elisha Beman, returned saddened and disappointed to the United States in 1812. Elisha Beman, through his marriage to Esther Sayre Robinson, the widow of Christopher Robinson, a distinguished United Empire Loyalist and member of the Legislative Assembly, gained an entree to the establishment and preferential treatment through the Family Compact.

    Clause No. 9 in Report No. 9 of Committee of the Whole was adopted, without amendment, by the Council of The Regional Municipality of York at its meeting held on May 15, 2014. 9 CONSTRUCTION OF BATHURST STREET FROM GREEN LANE WEST TO SOUTH OF HIGHWAY 11, TOWN OF EAST GWILLIMBURY AND TOWNSHIP OF KING Committee of the Whole recommends adoption of the following recommendations contained in the report dated April 16, 2014 from the Commissioner of Transportation and Community Planning: 1. RECOMMENDATIONS 1. Council endorse restoring the schedule for reconnection of Bathurst Street (Y.R. 38) between Green Lane West (Y.R. 19) and south of Highway 11 (Y.R. 1) to start in early 2015. 2. The lands acquired by the Region to construct the realigned Bathurst Street (Y.R. 38) through the Highway 11 (Y.R. 1) and Holland Landing Road (Y.R. 83) intersections be designated as public highway to form part of Bathurst Street (Y.R. 38) upon completion of construction. 3. The existing Two-Way Stop Control on Bathurst Street (Y.R. 38) at Holland Landing Road (Y.R. 83) in the Town of East Gwillimbury be changed to an All-Way Stop Control. 4. The existing speed limit of 80 km/h on Bathurst Street (Y.R. 38) from 1,877 meters north of Green Lane West (Y.R. 19) to Highway 11 (Y.R. 1) in the Township of King be reduced to 60 km/h. 5.
