Angeles Globalisation seems to be taking an unexpected turn: the hegemon that has driven it so far appears to be weakening, succumbing to the com- petition emanating from elsewhere. The process of decentring of Eur- ope and North America is rapidly advancing, shifting the focus of eco- nomic and socio-political dynamic perceptibly ‘eastwards’. As the pathos of Western hegemonic reproduction withers, a new hegemon appears to be descending the cultural and technological birth canal. Combined with its traditional diligence and sheer force of numbers, if ‘Asia’ had the energy resources of the Middle East and the technologies and missionary zeal of the West, humankind would be speaking Man- darin by now instead of English,1 and Beijing would have the status of Washington DC or New York. It does not require excessive imagination to foresee that Asia would be the vortex of global civilisation drawing, in ever increasing circles, the rest of the world into its orbit. Somewhat belatedly, this is beginning to take shape now. It is unclear whether this is the consequence of the catastrophic decline of the Western hege- mon – as, for instance, Friedman (1994, 2006)2 has argued – or whether this is simply a phase in the cyclical development in which the cosmopolitical epicentre shifts from time to time with law-like in- evitability. However, as the West is gradually sliding into global eccentricity, it is important to realise that ‘Asia’ is far from being a coherent and homomorphous civilisation in any way comparable to ‘the West’; nor is it a series of internally integrated major civilisations such as Sino-Con- fucian, Malay, Japanese and Hindu-Indian, and their respective satellite civilisations. Cutting across this, there are the deep, traditional, cultural cleavages of religion, language and custom of a multitude of ethnici- ties. And then there are globally relevant fault lines, cleavages that Asia shares with the rest of the world and which are important in the for- mation of identity, and divide it internally. These dissect Asia in many ways, producing a richness, multi-chromatism and complexity that riv- als the dazzling best the world can offer elsewhere. This intricate and often baffling complexity questions Samuel Huntington’s concept of ‘ci- vilisation’3 which, though alluring in its splendid simplicity, reveals it- self to be largely fictitious, ignoring as it does the finer detail that is so 10 ERICH KOLIG, SAM WONG, VIVIENNE SM. ANGELES very important for the formation of people’s identity. The ‘Clash of Ci- vilizations and the Remaking of World Order’ turns out on closer in- spection to be rather less than macro-cosmic as the socio-political rea- lity falls into a confusing pastiche of cross-cutting, competing and con- flicting identities, political interests and social and cultural units, giving the lie to the vision of a profoundly and clearly segmented world order.

The anti-corruption movement, better known as the India Against Corruption Movement (IAC), demanded the passage of the Janlokpal Act, an Ombudsman body. The movement mobilized public opinion against corruption and the need for the passage of a law to address its rising incidence. The claim to eradicate corruption captured the imagination of the middle class, and threw up several questions of representation. The movement prompted public and media debates over who represented civil society, who could claim to represent the ‘people’, and asked whether parliamentary democracy was a more authentic representative of the people’s wishes vis-à-vis a people’s democracy where people expressed their opinion through direct action. This article traces various ideas of po- litical representation within the IAC that preceded the formation of the AAP to reveal the emergence of populist repre- sentative democracy in India. It reveals the dynamic relationship forged by the movement with the media, which created a political field that challenged liberal democratic principles and legitimized popular public perception and opinion over laws and institutions.

In this dissertation, I offer a revised account of the conditions and challenge of multiculturality. Beginning with the widely accepted idea that individuals depend on both culture and community as social preconditions for choice, freedom and autonomy, and informing this idea with collectivist and individualist lessons from Tyler Burge’s famous externalist thought-experiment, my analysis shows that social contexts are multi- cultural when they are characterized by a plurality of social communities offering distinct sets of cultural norms, and individuals are multicultural to the extent that they are capable of using cultural norms from various social communities. The depth, pervasiveness, and complexity of multiculturality raises important normative questions about fair and just terms for protecting and promoting social communities under conditions of internal and external cultural contestation, and these questions are not only restricted to cases involv- ing internal minorities. As a theory of cultural justice, liberal multiculturalism must respond to the challenge of multiculturality generated by cultural difference per se, but it cannot do so adequately in all cases armed with only the traditional tools of toleration, freedom of association and exit, fundamental rights and freedoms, and internal political autonomy.

E-mail: [email protected] Abstract- Death, which always poses threat to social order with all its uncertainty, can be rationalised teleologically. Historically, Religion has been assigned the role of mitigating the chaotic impact of death by rationalizing it. And if one death is an instance of ‘bad’ death, role of religion has become more essential. With modernity disappears this role of religions and newly emerged scintifico-legal intuitions like state have endeavoured to satiate the rational vacuum created by scientism. In India, during the colonial period the emergence of the image of Mother India or Bharat Mata was a secular attempt to justify the sacrifices of lives of freedom fighters. This article will attempt to analysis the claimed secular nature of Bharat Mata through its illustration from colonial India’s popular culture to its modern day representation in Hindi films. Also, the majoritarian politics of this representation of Bharat Mata as the justifying agent of death would also be analysed to comprehend the constitutional claim of India being a secular nation. Five of her close family members were murdered, including her daughter. Afsara’s two remaining children survived but suffered serious burn injuries. Afsara filed a complaint with the police but believes that the police released those that she identified, along with many others. S Katherine Marshall, executive director of WFDD, and Dr. Diana Eck, director of the Pluralism Project, served as the senior faculty advisors for the study. Crystal Corman, WFDD program manager, coordinated partnership with the Pluralism Project, edited this report, and contributed to project design and direction. WFDD research assistant Sarah Radomsky, a student at Georgetown University, conducted background research, drafting the introduction and literature review of this report. The pilot study field research was overseen by the Pluralism Project at Harvard University and was the result of collaboration between scholars and students from several institutions.
