O R D E R Sri L.Baswa Reddy, Ranga Reddy District has filed a Complaint dated 24-08-2018 which was received by this Commission on 25-08-2018 for not getting the information sought by him from the PIO / The Deputy Tahsildar, Shankarpally Mandal, Ranga Reddy District. The brief facts of the case as per the Complaint and other records received along with it are that the Complainant herein filed an application dated 06-03-2018 before the PIO requesting to furnish the information under Sec.6(1) of the RTI Act, 2005, on the following points mentioned in his application annexed. TSIC The Public Information Officer has not furnished the information to the Complainant. As the Complainant did not receive the required information from the PIO even after 30 days of filing his application, he preferred this Complaint before the Commission requesting to arrange to furnish the information sought by him u/s 18(1) of the RTI Act, 2005. The Complaint was taken on file and notices were issued to both the parties for hearing on 25-6-2019. On 25-6-2019 the case is called. The Complainant is present. The PIO / Deputy Tahsildar, Shankarpalli Mandal, Ranga Reddy District is absent. The Junior Assistant is present on behalf of the PIO. Note: This is system generated copy and no signature is required. The Complainant submitted that the sought information is not furnished to him so far about the issue of house site patta certificate in the name of Sri Veerapaga Srinivas, S/o Saidaiah. The representative of the PIO submitted that a reply was furnished to the Complainant on 5- 2-2019 vide reference no. C/Spl./2009 stating that as per records of house site beneficiary list of Indrareddy Nagar the patta certificates is not issued in favour of Sri Veerapaga Srinivas, S/o Saidaiah. The Complainant submitted that he has not received the said letter of the PIO. The PIO is directed to furnish a copy of the information to the Complainant under proper acknowledgement. With the above direction, the Complaint is closed. DEMOGRAPHIC INEQUALITIES AND IMPLICATIONS FOR POLITICAL REPRESENTATION IN INDIA J. RETNAKUMAR* Abstract The pattern of representation of the states in national Parliament of India will undergo a dramatic change in the coming years on account of varying pace of demographic transition among the states. Considering this, the Government of India imposed a freeze on further expansion of representation of states in Parliament till 2026. The focus of this paper is to identify the gainer and loser states in terms of representation, once the seats were re-distributed on the basis of population size of the states. Also, it examines how the value of vote has been changing with the growing demographic inequalities. The findings suggest that, all the northern states with higher population growth will gain substantial number of representations compared to those southern states with lower population growth. The emerging pattern of representation could lead to numerous conflicts in inter- state relationships and can endanger the federal-set up of India. 1.1 Introduction The history of demographic transition across the globe indicates that there would be variations in its pace on account of socio-economic and cultural differences. India too is not an exception to this process. The country is well known for its socio-economic- cultural-political–geographic-linguistic and demographic diversity (Sopher 1980, Dyson and Moore 1983, Satia and Jejeebhoy 1991, Basu 1992). Considering this diversity, the decline in fertility from a high level of more than five children per women in 1970 to about three children per women within a short span of three decades is a noteworthy achievement.
