Saudi Arabia and Iran share at least three joint oilfields, each known by its Persian or Arabic name, respectively: Esfandiar/Al Louloua, Foroozan/Marjan, and Farzad/Hasbah. Arash/Al Dorrah is shared between Iran, Kuwait, and Saudi Arabia. The three states have yet to reach an agreement over the demarca- tion of the maritime boundary in the northern Persian Gulf that affects the field. Iran’s share of the Esfandiar and Foroozan fields has dropped to levels that make their further development uneconomic, in part due to Saudi ability to extract faster from the fields. Saudi Arabia and Iran signed an agreement to develop the Farzad/Hasbah A gas field in January 2012, and were scheduled to sign a second agreement to develop the Farzad B gas field and Arash/Al Dorrah oilfield, pend- ing the removal of international sanctions against Iran. Sachs Fellow, Center for Middle East Policy at the Brookings Institution 1 Chairman Royce, Ranking Member Engel, distinguished members of the committee and staff, thank you for the opportunity and the honor of testifying today. It is a special pleasure to testify alongside such distinguished scholars. Few regimes evoke such strong concern, among so many different countries, as does the Islamic Republic of Iran. Israel is, of course, among the most concerned, and its government views dealing with Iran’s nuclear program as its most important national security issue, bar none. The open animosity and covert hostilities between the two countries are relatively new. Unlike Israel’s longstanding disputes with several of its Arab neighbors, Iran and Israel had a close relationship before the Iranian Revolution. Between Israel and Iran lie two other countries and vast swaths of desert, and in many respects their fundamental interest are complimentary. Indeed, before the revolution, Iran was viewed by Israeli national security thinkers as part of a “periphery doctrine” in which Israel allied itself with non-Arab actors in the Middle East, to counterbalance its dramatic inferiority in numbers and, then, in wealth, compared to the Arab countries that surrounded it. Today, too, one can often hear among Israelis an appreciation for the Iranian people and a genuine desire for better relations between the peoples of the two countries.

    Commission for the Promotion of Virtue and the Prevention of Vice The Commission for the Promotion of Virtue and the Prevention of Vice (CPVPV) is the Saudi agency tasked with monitoring social behavior and enforcing the observance of Islamic moral law, including proper dress and gender segregation. Also known as the mutaween (the pious), the hay’a (the commission), or simply as the religious police, the CPVPV acts as the “executive arm of the ulama,”1 or the collection of Saudi religious scholars with close ties to the government. Ostensibly, the religious police exercise this power as an informal complement to standard law enforcement. In reality, however, they often act as their own self-regulating force. The morality codes that they uphold lack clearly defined standards.2 Their enforcers, missing substantive oversight, have frequently violated the human rights of Saudi citizens, as well as immigrants and expats living in the kingdom. Rather than administering civil law, the religious police arbitrarily impose social order. This report reviews this imposition in its entirety. The first three sections detail the CPVPV’s history, structure, and the incomplete manner in which Saudi officials have attempted to curtail some of its abuses. The next three sections catalogue the human rights violations enabled by this structure and lack of effective oversight. The final section proposes a series of reforms which will help bring CPVPV operations in line with basic human rights norms. I. History In the state-building project following Saudi conquest in the 1920s, an institutionalized morality police, organized in various committees across the kingdom, solidified the relationship between the Wahhabi religious elite and the al-Saud ruling family.

Tuesday, May 27, 2014 BRUSSELS – PENINSULA TIMES – An Israeli official claims Prince Turki Al-Faisal, director of the General Intelligence of Saudi Arabia from 1979 to 2001 rejected an invitation to Jerusalem calling it “an appeal to emotion that distracted from the issue of reaching peace” at the Arab Peace Initiative. Amos Yadlin, former head of the Israel Defense Forces’ Military Intelligence Directorate, made the statement during a public talk in Brussels with Faisal. The Brussels meeting is designed to discuss pressing security policy issues facing Middle Eastern countries with Amos Yadlin, who headed Israel’s military intelligence between 2006 and 2010. The talk, moderated by Washington Post columnist David Ignatius, is the first of it’s kind between a Saudi diplomat and an Israeli envoy and hosted by the German Marshall Fund. Fasial asked Livni why Israel did not follow up on the initiative, which Saudi Arabia presented in 2002 proposing normalization of ties between Israel and Arab League members in exchange for an Israeli withdrawal from all areas Israel captured in 1967 and a “just solution” to the Palestinian refugee issue that would be “agreed upon” by the parties. According to Washington Post Associate Editor David Ignatius, who moderated the Munich talks, Yadlin agreed to provide a reply in Brussels. “There is nothing under the table, no hidden agreement or underhanded move or secret clauses to it, the Arabs will recognize Israel diplomatically, normalize relations and [end] hostilities in return for Israel withdrawing from all lands occupied in ’67,” he said.
