dd Wyndham Pedestrian & Cycle Strategy Cyclist Feedback, Identified network expansion requirements and missing links Wyndham City Council has received a great deal of feedback on cycling within the municipality. The identified issues were considered in writing the 2019 Pedestrian and Cycling Strategy. The feedback has been grouped under common categories in the tables below, to keep like comments together. Table-1 Safety and Blackspot feedback Location Type Comment Derrimut Road Crossing Points crossings at Sayers and Leakes Roads – but I believe these are going to be dealt with by VicRoads Cycle lane Cycle lane on the Eastern side is in one direction only. It’s a busy Derrimut Road road so lanes on both sides of the road need to be two way. Also, going under the railway bridge near the Princess Highway Obstacles There are many obstacles within the shared paths – e.g. Derrimut SUP Road, adjacent to Aqualink – a no standing sign (I think) way too close to the middle of the Shared path. Cyclists could easily crash into it; Cnr Derrimut Road and Willmott Cres – many signs Derrimut Road obstructing the path – traffic lights, bike path sign (!!), no standing or something. Not at all safe. Also a shared path sign on cnr of Kookaburra and Derrimut – in middle of path instead of off to the side. Kookaburra Ave Cycle Path Paths on Kookaburra Ave have speed cushions in them. At night Obstacles they are invisible (even with bicycle lights). No need – could have treatment similar to Shaw’s Road. Also path disappears before T intersection with Derrimut Road. -

Wyndham Cycle Strategy – Cyclist Feedback We have received a great deal of feedback already on cycling within Wyndham. We have considered these items when writing the strategy so far and will include them in an appendix contained in the final version of the Strategy. The appendix list will inform Wyndham City’s future infrastructure planning and capital works budgets, and any advocacy to State and Federal Governments for cycle infrastructure funding. We have included this list so that all involved in the consultation know what other community members have provided as well as what is being considered as input into the strategy. The responses have been grouped under common categories to keep like comments together. Safety/Blackspots Comments include: If it felt safer to ride - the traffic is extremely scary, sometimes. I prefer to have dedicated bicycle only or shared paths for safety reasons and for a relaxed enjoyable ride. I believe more people will be into cycling in Wyndham Vale if such dedicated bike trials exists. Tarneit Rd – at some points the cycle path is in service roads, and cyclists who are travelling straight ahead inexplicably have to give way to motorists who are turning left. Derrimut Rd – crossings at Sayers and Leakes Roads – but I believe these are going to be dealt with by VicRoads Derrimut Rd – Cycle lane on the Eastern side is in one direction only. It’s a busy road so lanes on both sides of the road need to be two way. Also, going under the railway bridge near Princes Hwy – the shared path is almost unusable and frequently covered in glass. -

Next meeting: 7.30pm Thursday 9th September at Swinburne, Hawthorn Campus, TD building (between Park and Wakefield Streets) room TD246. Bikes can be taken upstairs and safely parked near meeting room. At the September meeting we welcome guest Duncan McGregor, chairman of the City of Whitehorse Bicycle Advisory Committee. We have lots in common – Mont Albert Road cycle route in particular. The Boroondara Bicycle Users’ Group (BBUG) is a voluntary group working to promote the adoption of a safe and practical environment for community and recreational cyclists in the City of Boroondara. We have close links with the City of Boroondara, Bicycle Victoria, Bicycle Federation of Australia and other local Bicycle Users’ Groups. BBUG has a web site www.vicnet.net.au/~bdarabug that contains interesting material related to cycling, links to other cycle groups and recent BBUG Newsletters. We also have two Yahoo Groups: Send a blank e-mail to [email protected] to receive this monthly newsletter and occasional important messages. West Trails Strategic Plan 2015 Purpose For Council to consider the Western Metropolitan Region Trails Strategic Plan, as at Attachment 1 to this report. 1. Background The Western Metropolitan Region Trails Strategic Plan (West Trails) is an initiative to improve the connectivity, quality and usage of regional trails in Melbourne’s western region over the next 10 years. The development of West Trails was driven by a steering committee consisting of representatives from the following partners: • Brimbank City Council • Hobsons Bay City Council • Maribyrnong City Council • Melton City Council • Moonee Valley City Council • Wyndham City Council and • Sport and Recreation Victoria. West Trails has been developed with the goal to establish an interconnected and well- used regional trail network that is accessible for all pedestrians and cyclists. The partnership of councils and Sport and Recreation Victoria was formed in February 2013, and chaired by a representative from Hobsons Bay City Council. A consultant was appointed to develop a strategic plan in September 2013. This was funded by contributions from each partner. Regular meetings of the steering group to develop the strategic plan were held from November 2013 to September 2015. 2. Consultation Community consultation was undertaken during the development of the strategic plan to identify with the community and bicycle user groups, the challenges in using the current bicycle network. -

This precious legacy has many recreational, cultural, ecological and economic benefits that are essential to the city’s healthy functioning and liveability. In December 2001, the Bracks Government finalised the transfer of more than 4000 hectares of metropolitan parkland from freehold title to Crown Land status. For many years these parks have been vulnerable to ad hoc decisions of previous governments. Without adequate protection through legislation, and without a sound strategy, this land could have been sold off without any opportunity for public debate. -

Emergency Marker Information Emergency Markers Introduction Identifying a caller’s location is the first and most critical element in the delivery of timely and accurate response to an emergency 000 call. It is an essential element in delivering emergency services to the Victorian Community. ESTA (the Emergency Services Telecommunications Authority) holds the statutory accountability for handling State-wide Triple Zero calls and providing and managing operational communications for the dispatch of: a. Victoria Police b. Ambulance Victoria c. Metropolitan Fire Brigade d. Country Fire Authority ESTA is one of the few emergency communications agencies in the world that manages communications for all emergency service providers and sets the benchmark for many of these services and standards. Location Location Location Determining caller location is the most critical piece of information used by emergency call takers to dispatch emergency personnel and resources. This is a fundamental requirement for the operation of any modern Emergency Call Service and apart from the actual call itself, is the next most vital piece of information, since without it, Emergency Service Organisations (ESOs) may be limited in the level assistance they can offer to the caller. Emergency calls originating from mobile and nomadic devices continues to rise dramatically, and is likely to continue as consumers review and switch from fixed line services to mobile and nomadic devices. In 2012 ESTA received a total of 845,420 emergency 000 calls from mobile phones, averaging 70,451 per month. Currently when a Triple Zero call is made on a fixed line the Emergency Call Person (ECP - Telstra) receives the subscribers billing address (CLI -Caller Line Information) which is generally the location of the Triple Zero caller. -
