2018 OVW Tribal Consultation Report U.S. Department of Justice Office on Violence Against Women Washington. /J.C. 20530 April 2, 2019 Dear Tribal Leader, On behalf of the Office on Violence Against Women (OVW) and the United States Department of Justice, I would like to thank each of you who were able to join us for our 13 th Annual Government-to-Government Tribal Consultation on August 21-22, 2018, in Sioux Falls, SD. We are truly grateful to the many representatives f rom across Indian Country who were able to share their recommendations and concerns about violence against American Indian and Alaska Native women. We are also grateful to those of you who took the time to submit written recommendations to OVW about how the U.S. Department of Justice and other federal agencies can help improve the federal response to violence again Indian women. Please find enclosed a copy of the 2018 Government-to-Government Violence Against Women Tribal Consultation Report, which summarizes the recommendations that OVW received f rom tribal leaders at last year's consultation. OVW remains committed to supporting the efforts of tribal governments to respond to violence against women and depends on the recommendations received f rom tribal leaders to guide our work in tribal communities. OVW is currently planning the 2019 Government-to-Government Violence Against Women Tribal Consultation to be held August 21-22, 20 I 9, in New Buffalo, Michigan. The Afro-American in the USA is facing his greatest crisis since chattel slavery. All forms of violence and underhanded methods o.f extermination are being stepped up against our people. Contrary to what the "big daddies" and their "good nigras" would have us believe about all of the phoney progress they claim the race is making, the True status of the Afro-Ameri- can is s#eadily on the down turn.

Mary Virginia Cook was born near Bowling Green Kentucky where, despite a limited formal education, she was invited to teach in a private school, the Bowling Green Academy, because of her intellectual aptitude. She came to the attention of William Simmons and of the New England American Baptist Woman’s Hope Society, who supported her education, in New England and at Louisville’s State University. She graduated at the top of both her normal school in 1883 and of her college class in 1887, becoming principal of the normal school and teacher of Latin and Mathematics at State University. maryvirginiacookparrish.jpg Mary Cook was active both locally and nationally. In 1893, she was elected recording secretary of the National Baptist Educational Convention and one of only two women who sat on its executive board, serving with twenty men. She was president of the Calvary Church King’s Daughters Missionary Society and helped to found the powerful Baptist Woman’s Convention in 1900; she became corresponding secretary for the convention, a post she held for forty-two years. She organized the first parent-teacher organization for parents of children in Louisville’s Colored Schools; helped, successfully, to petition for the city’s first African American playground; co-founded the Phillis Citation: KyWoman Suffrage.

    Professional Anxiety: African American Female Journalists Writing Their Way to Legitimacy, 1880-1914 by Monica Clare Mulcahy A thesis submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in English Department of English and Film Studies University of Alberta © Monica Clare Mulcahy, 2017 ii Abstract Situated at the juncture of black periodical studies, periodical studies more broadly, the history of American journalism, and black women’s historiography, Professional Anxiety contributes to a growing trend in scholarship that explores black female journalists’ writing. This study considers the meaning of professional legitimacy for African American women, and their complex work to claim it, in the press at the turn of the century. Focusing on leading black female journalists, including Gertrude Mossell, Victoria Earle Matthews, Mary Church Terrell, Ida B. Wells, Lucy Wilmot Smith, and Addie Hunton, I argue that their negotiation of professional standards is made evident through their writing on journalism and on the black domestic worker, a controversial figure within the black press and broader turn-of-the-century American society due to her centrality to such pressing issues as migration, education, labour, and civil rights. Whereas extant scholarship on middle-class black women’s writing on the black domestic worker often positions it as classist or emerging from social reform work and the black women’s club movement, I contend that for black female journalists addressing this figure constituted both an important strategy toward solidifying their tenuous claim to professional legitimacy even as they used it to challenge dominant notions of professionalism within journalism.

YOUNG Dissertation Director: Deborah Gray White “Strapped: A Historical Analysis of Black Women and Armed Resistance, 1959-1979” is an intellectual and cultural study that broadens our understanding of the Black freedom movement by analyzing Black women who engaged in armed resistance from 1959 to 1979. I argue Black women increasingly embraced the tactic of armed resistance as a tool to achieve full freedom in post-World War II America. This work is significant because it offers a departure from previous scholars who have overwhelmingly assumed that armed resistance was the primary domain of Black men including Tim Tyson and Lance Hill. My doctoral project offers a different interpretation by separating armed self-defense from masculinity. I draw from and build on the histories of Black women, gender theories, and social movement scholarship to show that armed resistance was prevalent among Black women. Using a vast array of primary source materials such as newspapers, interviews, organizational documents, and government surveillance records, I analyze how the government's response to citizens’ demands for civil and human rights shaped the tactics Black women employed, including armed resistance.

WELLS, "LYNCH LAW IN ALL ITS PHASES" (13 February 1893) Shirley Wilson Logan University of Maryland Abstract: In her 1893 speech, "Lynch Law in All Its Phases," Ida B. Wells addressed a Boston audience on mob violence against African Americans. Wells adopted a rhetoric of objectivity, associated with male speakers, that allowed her to present a well‐researched narrative supported with publications in the Southern white press. Appealing to patriotism rather than to sympathy, Wells stressed that the violation of the civil rights of any group threatened the rights of all citizens. Key Words: Ida B. It was this flouting of the African American's right to due process of law during the last decade of the nineteenth century that Ida B. Wells spent her life speaking out against. Although the 1893 speech, "Lynch Law in All Its Phases," is Wells's only complete extant address, over a period of nearly forty years, she delivered a succession of speeches on this topic to audiences in the United States, England, and Scotland. In discussing the act of lynching as a denial of civil rights, Wells drew on her experience as a journalist and assumed the persona of investigative reporter rehearsing these atrocities before an uninformed but sympathetic audience. She supported her claims with statistics and concrete details, most often recorded by eyewitnesses and published in the white press.
