WETHERBY TOWN COUNCIL PROPERTY COMMITTEE MEETING MINUTES Date: 09/10/18 Time: 09.30 hrs Location: Micklethwaite Room, Wetherby Town Hall Present: Cllr Cindy Bentley Cllr Harry Chapman Cllr Victor Hawkins Cllr Neil O’Byrne (Chair) Cllr Galan Moss Cllr Gerald Wilkinson In attendance: Iona Taylor, Town Clerk Margaret Holmes, Deputy Town Clerk 1. Apologies It was resolved that apologies be received and accepted from Councillor Frame. 2. Declarations of interests and requests for dispensations There were no declarations of interest or requests for dispensations. 3. Minutes of the last meeting The minutes of the last meeting held on 12 June 2018 and approved by Council on 12 June 2018 were received. 4. Town Hall as dog-friendly venue Following consideration of the request that the Town Hall become a dog-friendly venue in the Town Hall it was agreed that the policy for the admittance of dogs should remain the same, i.e., assistance dogs only. 5. Garden of Rest 5.1 Wetherby in Bloom Arch It was noted that Wetherby in Bloom had donated the recently erected arch to the Town Council. It was resolved that a letter of appreciation be sent to Wetherby in Bloom. 5.2 Erection of fence between the Garden of Rest and rear of St James’ Parish Office Following discussion it was agreed that the Council is not minded to progress this request. If St James’ Church wish to submit funded proposals this matter could be reconsidered. It may be that planning permission would be required as the boundary is within the conservation area. It was suggested that a natural deterrent may be preferable to a fence. 6. Bath House 6.1 Refurbishment A verbal report was received from Councillor Chapman. Councillor Chapman had recently visited Ilkley White Wells Bathhouse and shared photographs with members. It was agreed that this was something to aim for. It was also agreed that the water should be retained. Councillors Chapman, Hawkins and Moss agreed to continue with this project and obtain funded proposals for re-plastering and the erection of rails for the Committee’s future consideration. WETHERBY TOWN COUNCIL PROPERTY COMMITTEE MEETING MINUTES 6.2 Crime Prevention Measures The Deputy Clerk reported on the quotes that had been received for the installation of CCTV cameras at the Bath House. Councillor Wilkinson had also provided details of a CCTV camera that could be borrowed from Leeds CC but that signs would need to be installed. The consideration of reinforced glass should also be considered and advice sought from the Senior Conservation Officer at LCC. 7. Bike Racks in the Town The concept of providing bike racks in the town was considered and it was decided this should be included in the Council’s action plan for 2019/20. 8. Car Park at Mason House Proposals for revising the parking arrangements at this location have been received from Leeds City Council. The possible impact of these proposals on the cemetery was considered. It was noted that the hardstanding area within the cemetery is made available for funerals and the regular Tuesday service in Church on the Corner and is also used by the Cemetery Superintendent. Public parking is available at the Cluster of Nuts car park. 9. Secondary Glazing in the Town Hall The quotes received to replace damaged glass panels and install secondary glazing in the Town Hall were considered and it was agreed to proceed with Knaresborough Glass, who are able to undertake both elements of the work, subject to receiving approval from the Senior Conservation Officer at Leeds CC. 10. Nativity Scene 10.1 Ownership It was agreed the Council should take over ownership of the Nativity Scene and work with Pullan Landscape and Construction Ltd on the storage and installation of the scene. 10.2 Location It has been suggested that the Nativity Scene be located in the Garden of Rest. This will necessitate a panel of fencing to be removed to allow entry and egress of the trailer. The panel will be bolted in place at all other times. It was agreed that the Nativity Scene may be located in the Garden of Rest. 11. Anchor 11.1 Donation The Donation of the Anchor to the Town Council was noted. The Anchor has been located at the Cluster of Nuts Car Park. 11.2 Plaque The proposed wording of the plaque had been circulated and was approved. The location, height and mounting options of the plaque were discussed and it was agreed that the plaque would be mounted on a stand close to the Anchor. 12. Members’ observations of Green Space areas 12.1 Raby Park Councillor Bentley commented that the Grass cutting in Raby Park was much improved. Items for Information 13.1 Lights on Wetherby Bridge It has been acknowledged that the lights on Wetherby Bridge are owned by Wetherby Town Council and WTC must fund future repairs. The Town Clerk confirmed that she would budget for 3 repairs per annum in the future and that the lights would be included in the Asset Register. 13.2 Wall alongside the River Ownership of the wall alongside the river by the Leaping Salmon has now been determined – it is owned by the Management Company of The Old Mill apartments. 14. Tree Survey Tenders 14.1 Exclusion of press and public for item 14.2 It was agreed that the press and public should be excluded from the meeting for the discussion of Item 14.2 14.2 Tree Survey Tenders The quotes received in respect of the Tree Survey were considered, along with an example of the format of the report. 14.3 Preferred Contractor Following discussion it was agreed that BHA Trees Ltd be appointed as the preferred contractor and that they be asked to proceed with the inspection, tagging and plotting of the Council’s trees.
