Since much of the area was rezoned from manufacturing to residential and commercial use six years ago and the first leg of the High Line Fashion opened four years later, the change has been dramatic. The area has seen a surge in foot traffic, in openings of trendy bars, restaurants, stores and galleries, and in property strokes for development and prices.
