    ELLIS, JOHN C. William Walker and the Nicaraguan Filibuster War of 1855-1857. (1973) Directed by: Dr. Franklin D. Parker. Pp. 118 The purpose of this paper is to show how William Walker was toppled from power after initially being so i • successful in Nicaragua. Walker's attempt at seizing Nicaragua from 1855 to 1857 caused international conster- ■ nation not only throughout Central America but also in the capitals of Washington and London. Within four months of entering Nicaragua with only I fifty-seven followers. Walker had brought Nicaragua under his domination. In July, 1856 Walker had himself inaugurated as President of Nicaragua. However, Walker's amazing career in Nicaragua was to last only briefly, as the opposition of the Legitimists in Nicaragua coupled with the efforts of the other Central American nations removed Walker from power. Walker's ability as a military commander in the use of military strategy and tactics did not shine forth like his ability to guide and lead men. Walker did not learn from his mistakes. He attempted to use the same military tactics over and over, especially in attempts to storm towns which if properly defended were practically impreg- nable fortresses. Walker furthermore abandoned without a fight several strong defensive positions which could have been used to prevent or deter the Allied offensives. Administratively, Walker committed several glaring errors. The control of the Accessory Transit Company was a very vital issue, but Walker dealt with it as if it were of minor im- portance. The outcome of his dealings with the Accessory Transit Company was a great factor in his eventual overthrow as President of Nicaragua.

    33. Departure While busily writing The War in Nicaragua in New Orleans, Walker sent Captain C.I. Fayssoux to New York, after the Captain had been acquitted at the Philadelphia expedition trial, to settle accounts with Marshal 0. Roberts, the owner of the vessel, and to make arrangements for another expedition. In New York, Fayssoux carried on his mission with the help of Wall street merchant Francis Morris and Vanderbilt's agent­ lawyer John Thomas Doyle. He settled the Philadelphia's bills of lading on Walker's terms, having pressed Roberts and threatened him with public exposure. But he returned to New Orleans, in December, without an agreement for another expedition. On finishing his manuscript, upon arriving at New York, Walker approached his friends and promptly wrote to Fayssoux that Morris appeared desirous of going forward "with our work": Morris would take care of sending men to Aspinwall, and Walker thought he could devise means for getting them from Aspinwall to San Juan del Norte. In successive letters to Fayssoux, Walker apprised him of the tentative arrangements. On March 12, Walker had finalized his arrangements with Morris and told Fayssoux that he wished to see CaptainJ.S. West as soon as possible in New Orleans: West was the best man to open a farm on the SanJuan river, and Walker would then send "laborers" out to him. They would go "with the necessary implements by tens or fifteens every two weeks." However, England's forthcoming restitution of the Bay Islands to Honduras made Walker change his plans. William Walker was the American filibuster invited to Nicaragua in 1855 by the Liberals to aid them in the year old civil war with the Conservatives. Walker took control of the Nicaraguan government, first through a puppet president. He became president himself in July of 1856. Padre Agustín Vijil encountered Walker in October of 1855 and provided an example of the support given to Walker by Nicaraguans. Though Walker would be forced to leave Nicaragua in 1857, the intersection between these individuals sheds light on actions shaping the National War.

    IN B:8tYANT'S FOOTSTEPS: TRANSLATING "CON WALKER EN NICARAGUA" Jonathan Cohen started translating Ernesto Cardenal's poetry seven­ teen years ago. I was twenty at the time, and he was I forty-five. Since then I have worked closely with him on several projects, including the publication of my transla­ tion With Walker In Nicaragua And Other Early Poems, 1949-1954 (Wesleyan University Press, 1984). My early work as a translator led to an active interest in the interpenetra­ tion of the American literary experience and Latin Ameri­ can poetry, for I leapt into translation - Cardenal's Oracion Por Mari~yn Monroe Y Otros Poemas (Medellin: Edidones La Tertulia, 1965); that is, "Prayer For Marilyn Monroe And Other Poems" - just as I was discovering the extraordinary range of this literature and its marked influ­ ence on contemporary Anglo-American poetry. Further­ more, my scholarly studies diggings in this relatively unexplored field have led me to the wonderful tradition that lies behind ail my translations of Latin American poetry. This tradition (pioneered by William Cullen Bryant!) gives me a sense of belonging to a great family of pan-American translators. Most important for me, it validates the transla­ tion work that I do. The first translations of Latin American poetry did not, as many may assume, appear in the 1960s, the decade that saw Neruda, Vallejo, Paz and others begin to flourish in English, largely through translations made by poets - the decade that heard the echo of the "boom" in Latin Ameri­ can literature. Nor is it true that the flourish of translations during the Second World War marked the first period of interest in poetry from Latin America.

    Andreas Beer Imperial Go-Betweens in the Americas 2011 IMPERIAL GO-BETWEENS IN THE AMERICAS: THE US FILIBUSTERS AS TRANSNATIONAL ACTORS by Andreas Beer Based on a paper presented in Leipzig in 2010, written in 2011 Accepted for publication for a planned edited volume Transnational Actors – Actors of Transnationalisation in April 2011 Published online in November 2014 Introduction Transnational actors come in many forms: diplomats, interpreters, reporters, soldiers, transportation personnel or internationally active business managers are some of the “usual suspects” which might immediately spring to mind. These groups have in common that they are usually highly visible on a transnational level. Recent academic research has also focused on actors like refugees, fugitives, migrants and especially (in a historical perspective) slaves that were forced to migrate, and have often been neglected before the postcolonial turn. Yet, some transnational actors operate in illegality and are therefore prone to avoid the light of the public and also of the academic eye. Criminals, pirates or mercenaries are examples of this group. Nevertheless, in these groups one can find some of the most mobile actors, frequently combining multilingualism or mixed ethnic or cultural backgrounds with the absence of a legal framework they have to adhere to. The following essay analyses the so-called filibusters as transnational actors. Filibusters constituted a special group of adventurers and mercenaries which attempted to conquer mostly Latin American territories at the mid-nineteenth century. This text will zoom in on a group of filibusters (led by the famous William Walker) which managed to rule Nicaragua for a brief period of time between 1855-1857, and will examine the transnational dimensions of this endeavour.

The early history of Nicaraguan relations with the United States illustrates the difficulties of predicting American interests and intentions in Latin America without significant developments in international law. Several international agreements will be examined – Clayton-Bulwer Treaty, Hay- Pauncefote Treaty, Bryan-Chamorro Treaty, Organization of American States, and the United Nations – in terms of how each increased the ability of the Nicaraguan government to predict American foreign policy. At the same time, each case will also be analyzed in terms of how the inequitable distribution of power that existed between Nicaragua and the United States affected the results of international in favor of the latter. Why should such a revelation be made to him-why should he be enabled to perceive what is hidden to others-if not that he should carry it into practice?1 These words were written in 1849 by William Walker in a serial published in his New Orleans newspaper, The Daily Crescent, during the height of the Manifest Destiny sentiment in the US. Charles Doubleday, one of Walker’s officers, wrote that Walker “considered himself to be an instrument of destiny.”2 His grandiose vision of a great purpose led him to attempt to take over the government of Nicaragua.3 Expansionists in the US believed that it was inevitable that the Caribbean and Central America would be annexed by the US, and filibusters, men who led or joined military campaigns with the purpose of taking territory, were the means to that end.4 While the ideals of Manifest Destiny and the belief in US exceptionalism were motivation enough for many in the US, Southern expansionists viewed the gain of new regions as a way to expand slave territory.

    THOMAS FRANCIS MEAGHER, EL FILIBUSTERO VIAJERO Luz Mary Arias Alpízar Oriester Abarca Hernández Resumen En el ámbito académico costarricense se ha estudiado a Thomas Francis Meagher como un viajero que visitó Costa Rica en tres ocasiones. La primera de ellas fue en 1858. Meagher publicó en Estados Unidos tres artículos en los que narró las experiencias de ese primer viaje. Si bien es un personaje histórico conocido en el medio costarricense, se ha dado poca importancia a sus estrechas relaciones con William Walker y el filibusterismo y a sus conexiones con la Administración de José María Montealegre. THOMAS FRANCIS MEAGHER, A TRAVELER FILIBUSTER Abstract In Costa Rica, Thomas Francis Meagher has been studied as a traveler who visited this country three times. The first trip was in 1858. Meagher published three articles recounting the experiences of that first travel. While he is a historical figure known in the Costa Rican academy, there has been little interest in his close relations with the filibuster William Walker and his connection with the administration of José María Montealegre.
