Serving Career and Technical Education Students in New York Career and Technical Student Organizations Serving Career and Technical Education Students in New York 1 Career and Technical Education (CTE) is helping our nation address key challenges such as workforce development, student achievement, economic vitality and global competitiveness. Career and Technical Student Organizations (CTSOs) are key components to strong CTE programs. CTSOs integrate into CTE programs and courses and extend teaching and learning through innovative programs, business and community partnerships and leadership experiences at the school, state and national levels. • CTSOs provide relevant, engaging programs that improve student achievement, reduce dropout rates and help students discover the wide range of career options available. • CTSOs engage the community and local businesses to help students understand global competition and chart effective and efficient pathways through high school and postsecondary education for their personal success. • CTSO programs, such as industry based competitive events and community service, provide students with the opportunity to develop 21st Century Skills focused on creativity, problem solving, teamwork and goal setting. • CTSOs bring relevance to the classroom and prepare students to be college and career ready. The impact that CTSOs make in our state is quite astonishing. We invite you to review this publication to see how Career and Technical Student Organizations are contributing to learning that works in our state. 2 New York Fact Sheet CTE STATE OVERVIEW At the secondary level, CTE is delivered through comprehensive high schools; CTE-specific high schools, which provide core academic instruction in the context of specific career fields; and career academies, which exist as a school-within-a- school or a standalone school that integrates core academic instruction with training around a career theme. Boards of Cooperative Educational Services (BOCES), which provide shared CTE programs and services to school districts within the state, may deliver CTE instructional programs at area career centers. At the postsecondary level, CTE is delivered through the state’s college systems: the State University of New York (SUNY), City University of New York (CUNY) and independent and proprietary (for profit) schools. New events, businesses, initiatives and people have been coming to the city and surrounding communities to make their mark on one of the oldest settlements in New York State. As a native to the area, I see two sides to this; it is great to see a new swing of development, making Schenectady attractive to those who don’t already call it home. However, as developers seem to be changing the cityscape ever faster, it is interesting to note where nature has taken its course. As part of my 2018 internship with the SCHS, I explored several locations in rural Schenectady County abandoned by their former residents. For most of its history, Schenectady County’s economy was primarily agricultural. Farms dotted the landscape from Duanesburg to Princetown to Rotterdam. With the 20th century came a transition from farming to industry. Suburbs began to sprawl, bolstered by the growth of GE and the development of the automobile. The landscape and the culture of Schenectady County changed dramatically during the 1900s, as towns like Glenville became suburbs of city employees. Locals shifted their aspirations from self-sufficient or market-enterprising farms to a house in the GE plot and a college degree. The demographics of Duanesburg and Princetown changed as suburbanites moved in and farmers moved out. Today, many farms lay abandoned, their fields ever fallow.

As you are aware, the audit assessed whether make-up and targeted recovery credit courses administered at John Dewey High School were in compliance with New York State Education Department regulations and New York City Department of Education requirements. The audit findings are troubling. Far too many students received course credit they shouldn’t have and that is unacceptable. NYCDOE must be accountable for ensuring make-up and credit recovery programs in all its schools are properly administered and provide the education students need to succeed in life. Anything short of that is a disservice to students. Staff training and responsible oversight of credit recovery programs are imperative to the programs’ success in providing students a second chance to earn the diplomas they deserve. Your response to our audit indicates that NYCDOE does not recognize or appreciate the seriousness of the audit findings. NYCDOE must address the findings of this audit and immediately start work on implementing its recommendations so no more students are cheated out of the education they deserve.
