Min 2/2016: Discussion and review of the previous minutes Mercy corps planned to visit Abudwak IDPs for assessment which was captured as an action point had failed to take place due to insecurity. Two persons were killed a day when Mercy corps team were traveling to carry out the assessment and on their way they met two vechicles persuing each other,whereby one was used by armed individuals who fired guns to another vechicle that carried unarmed persons. Those unarmed individuals ran to mercy corps vechicle for safety and they were killed infront of mercy corp team hence could not continue for the assement and were advised to come back untill the situation could calm. Min 3/2016: IDPs situation in the region specially in Abudwak In the discussion it was highlighted that Abudwak IDPs lacks latrines which put them risk related to hygiene and sanitation,however 85 pits of the latrines in the IDPs were destroyed by the last floods and no WASH interventions so far in those IDPs. Garbage were said to be a problem in Abudwak IDPs and the neighbouring settlements. In Adado IDPs, 105HHs of Badbado camp has only 5 iron sheet latrines that was supported with the community members. The IDPs therefore, practice open defection which may put them and the neighbouring settlemnts into hygiene and sanitation related illness. Badbado IDP camp in Adado also lacks adequate water supply and depend on one tap which was placed at a strategic point however, provision of water kioks could have been a gooad idea. Also IDPs within Adado host communities Karama,Laanweyn and Bakin villages of Adado town are vulnerable and OSPAD is already doing a need assessment of those IDPs within Adado host communities and that of Badbado camp and share the need assessment report to the WASH cluster. Min 4/2016: AWD/Cholera/flood/drought The participants deliberated the effect of drought and water scarcity in the region and it was known that villages a long the Ethiopia border to somalia under Galmudug state both in Abudwak and Adado had been adversily affected by drought specially the nomads . The participants also noted Dhusamereb district villages neighbouring to El Bur has also been affected by this drought and the price of water in the Galgaduud region is from $2 to $4 per drum where it used be $1 during the normal times before the drought. In regards to this drought urgencies discussed the need to do an asessment on this villages affected by the drought and it was suggest that RADO with the help of other local urgencies to carry out an assessment on the drought in Abudwak and share with cluster with the shortest time possible. CPD jointly with HORSEED and SOLIDERITES to carry out the need assessment in Adado district villages affected by the drought and share with the cluster the earliest time posible. Min 5/2016:WASH Response and gaps CPD CPD implements UNICEF funded WASH project Services for Education and Health Facilities and Vulnerable Communities in Hobyo and Harardhere districts of Mudug region and El Bur district of Galgaduud region in Galmudug state of Somalia, however, CPD will discuss the interventions in Hobyo and El Bur since the two districts are under come this cluster (Galgaduud ) Ongoing activities Upgrading and construction of 2 elevated water tanks,2 caretaker rooms, 4 water kiosks and installation of solar yards in lebed and El Docale villages under Hobyo district. Upgrading of Galqoryale and Xishiir shallow wells are ongoing. Planned activities Upgrading of 9 shallows in villages under Hobyo and El Bur Districts are planned for hand pumps to easy the water accessibility. Constructions of elevated water tanks, caretaker rooms and installation of solar water yards in Hobyo district. Constructions of latrines for 2 health facilities and 2 schools in villages within Hobyo district. Formation of hygiene clubs for children in the targeted 2 schools in Hobyo district. Rehabilitations of 2 boreholes in Hobyo districts. WASH Gaps Abudwak IDPs lacks adequate latrines. Abudwak town and the IDPs settlements have lot garbage which is risk to their lives. 105 IDps HHs has only 5 latrines and people in the camp practice open defecation as this is risk to them and the neighbouring settlement. The 105 IDP HHs have no water kiosks and big tanks to store water while the pipe water is expensive for them and they can’t pay the water bill leading disconnections sometimes. There are many villages affected by drought in Adado,Abudwak, Hobyo and Dhusamereb the situation may worsen if there will be no rain the few days coming. Section B Min 6/2016: Presentation of WASH video ‘the story of cholera’ In the meeting WASH cluster vedio titled ‘the story of cholera’ was presented to the cluster members and those with USB and laptops given as a source of reference for them since the video carried an important message on people using contaminated river water which carried human waste while others fetched the same water and drink without treatment as a result a whole village got cholera. Min 7/2016: Discussion on the 3 star approaches for WASH in schools with the cluster partners in the meeting. The participants were taken through the 3 star approches to WASH in schools where no star school had limited or no hygiene promotion and may not have WASH infrastructure, as one star school have daily routines to promote healthy habits and learners are supervised in group on hand washing with soap and water before the school meals and daily supervision of toilets cleanness and provision of soap and water. The participants also discussed how two star school looks like and explained that two star school have hygiene education and facilities to promote hand washing with soap after latrines are used and have improved sanitation facilities and education for menstrual hygiene management while the 3 star school meets national standards however the partners were enlightened on how our schools should look like in terms of hygiene and sanitation. Action points OSPAD to share with the assessment needs that its carrying out in Badbado IDP and those IDPs within the host communities in Karama,Bakin and laanweyn villages of Adado town. HORSEED, CPD and SOLIDERITIES should conduct need assessment in villages of Adado districts which was affected by drought and share with the cluster before the next cluster meeting. RADO with the help of local urgencies in Abudwak should also conduct needs assessment on villages affected by drought and share with the cluster before next meeting. Filling 4W matrix and share with the WASH Cluster. Min 8/2016: A.O.B Participants sugguested the 4Wmatrix to be filled to know who works where and the palnned intervention and the regional focal point or the nation clusster to share with a blank 4w matrix however, the regional focal point promised to share blank 4w matrix on behalf of the national cluster put suggested urgiencies to share with the cluster directly. Since there was no any other business the meeting was adjourned and next meeting was scheduled on the 25th October 2016 and the venue shall be communicated latter. .
