GREATER VANCOUVER REGIONAL DISTRICT UTILITIES COMMITTEE Minutes of the Regular Meeting of the Greater Vancouver Regional District (GVRD) Utilities Committee held at 9:02 a.m. on Thursday, May 28, 2015 in the 2nd Floor Boardroom, 4330 Kingsway, Burnaby, British Columbia. ADOPTION OF THE AGENDA 1.1 May 28, 2015 Regular Meeting Agenda It was MOVED and SECONDED That the Utilities Committee: a) amend the agenda for its regular meeting scheduled for May 28, 2015 by adding, under Other Business, Item 7.1 Burrard Thermal and Site C Dam Project; and b) adopt the agenda as amended. ADOPTION OF THE MINUTES 2.1 April 30, 2015 Regular Meeting Minutes It was MOVED and SECONDED That the Utilities Committee adopt the minutes of its regular meeting held April 30, 2015 as circulated. CARRIED 3. DELEGATIONS No items presented. 4. INVITED PRESENTATIONS No items presented. 9:03 a.m. Councillor Cameron arrived at the meeting. 5. REPORTS FROM COMMITIEE OR STAFF 5.1 Water Wagon Schedule 2015 Report dated May 12, 2015 from Larina Lopez, Division Manager, Corporate Communications, External Relations, providing the Utilities Committee with the preliminary 2015 event schedule for Metro Vancouver's Water Wagon and Tap Water Team. 9:05 a.m. Councillor Speirs arrived at the meeting. It was MOVED and SECONDED That the Utilities Committee receive for information the report titled "Water Wagon Schedule 2015", dated May 12, 2015. CARRIED 5.2 Lower Seymour Conservation Reserve - Public Process and Safety Management Report dated May 21, 2015 from Bob Cavill, Watershed/Environmental Management and Quality Control, Water Services, responding to the April 1, 2015 Utilities Committee request that staff report back on concerns expressed by a delegation about public involvement, and potential pedestrian-cyclist conflicts related to the Seymour Valley Trailway in the Lower Seymour Conservation Reserve. In response to questions, members were informed about Lower Seymour Conservation Reserve {LSCR) programs and budgets highlighted in the annual business plans, public consultation on LSCR events and projects, and planning efforts to respond to higher recreational use within the LSCR. CARRIED 5.3 2014 GVWD Quality Control Annual Report Report dated May 21, 2015 from Rosanna Yau, Superintendent - Water Services Laboratories, Water Services, providing the Greater Vancouver Water District Board with a summary of the 2014 Quality Control Annual Report on drinking water quality. Members were provided a presentation on the GVWD 2014 Quality Control Annual Report highlighting regulatory requirements, purpose, source water quality, water treatment, Guideline for Canadian Drinking Water Quality related to filtered water, monthly filter effluent turbidity, distribution water quality, disinfection by-products, and conclusions. Presentation material titled "GVWD Quality Control Annual Report 2014" is retained with the May 28, 2015 Utilities Committee agenda. It was MOVED and SECONDED That the GVWD Board receive for information the report titled "2014 GVWD Quality Control Annual Report", dated May 21, 2015. CARRIED 5.4 Five-Vear Funding Commitment for Collaborative Agreement with UBC for the Strait of Georgia Ambient Monitoring Program Report dated April 27, 2015 from Andjela Knezevic-Stevanovic, Director, Environmental Management and Quality Control, Liquid Waste Services, providing the Greater Vancouver Sewerage and Drainage District Board with information on the Strait of Georgia Ambient Monitoring Program and seeking Board endorsement for a five-year funding commitment, in an amount up to $180,000 per year, for collaborative agreement with UBC for the Program. In response to questions, the Committee was informed that program monitoring is regulatory and limited to wastewater treatment facilities. A question arose about what factors led to beach closures events in 2014. Request of Staff Staff was requested to report back to the Utilities Committee on beach closure events in 2014 and whether water quality data from Metro Vancouver liquid waste facility outfall areas were contributing factors to closures. Minutes of the Regular Meeting of the GVRD Utilities Committee held on Thursday, May 28, 2015 Page 3 of 5 It was MOVED and SECONDED That the GVS&DD Board endorse a five-year funding commitment for Collaborative Agreement with UBC for the Strait of Georgia Ambient Monitoring Program at a cost of up to $180,000 per year. CARRIED 5.5 Managers' Report Report dated May 21, 2015 from Tim Jervis, General Manager, Water Services, and Simon So, General Manager, Liquid Waste Services, updating the Utilities Committee on the seismic status of Greater Vancouver Water District Dams, the preservation of Burrard Thermal as a standby/emergency power generation source, and the Utilities Committee 2015 Work Plan. It was MOVED and SECONDED That the Utilities Committee receive for information the "Managers' Report" dated May 21, 2015. CARRIED 6. INFORMATION ITEMS No items presented. 7. OTHER BUSINESS 7.1 Burrard Thermal and Site C Dam Project Members were requested to consider concerns expressed by the Peace Valley Landowner Association and City of Richmond related to flaws in the business case for BC Hydro's Site C Dam Project. The following on-table material was distributed to members by Director Steves and is retained with the May 28, 2015 Utilities Committee agenda: • Summary- Burrard Thermal, Energy Alternatives and Site C Dam Comparison; • Correspondence dated May 26, 2015 from the Peace Valley Landowner Association addressed to the Honourable Premier Christy Clark, regarding fundamental flaws invalidating BC Hydro's Site C Dam business case; and • Correspondence dated January 29, 2015 from City of Richmond addressed to the Honourable Premier Christy Clark, regarding Proposed Site C Dam Project. Members were informed that consideration of the matter was under the jurisdiction of the lntergovernment and Finance Committee and members agreed to refer the matter. It was MOVED and SECONDED That the Utilities Committee refer to the lntergovernment and Finance Committee for discussion: a) the on-table information presented at the May 28, 2015 Utilities Committee by Director Steves, related to BC Hydro's Site C Dam Project; and Minutes of the Regular Meeting of the GVRD Utilities Committee held on Thursday, May 28, 2015 Page 4 of 5 b) the following motion: "That Metro Vancouver write a letter to the Honourable Christy Clark, Premier of British Columbia, requesting a moratorium on the construction and development of Site C Dam until the end of 2017, and that the proposed project be referred to the British Columbia Utilities Commission for review and consultation."
