Both of these services are considered essential in urban areas and have been extremely successful here, exceeding all initial projections. Both operate at a fraction of the cost of their urban counterparts - yet both are slated to shut down at the end of March, 1999. Does the Ministry of Health consider that Needle Exchange and Client Services are less essential for people in rural areas who risk contracting, or are living with, HIV? ANKORS provides the only comprehensive HIV and AIDS education, prevention, care, treatment referral and support services for the West Kootenay - Boundary region. Such programs are available through a variety of agencies in urban areas and we would like your assurance that these vital services will be sustained in our rural communities as well. We urge your Ministry to recognize that HIV and AIDS are not only an urban concern. Provide funding for ANKORS to continue these two important programs. Rural health care matters! Paper prepared for the Annual Meetings of the Canadian Political Science Association, June 2004, Winnipeg The federal New Democratic Party experienced a dramatic electoral decline in the 1990s from which it has not yet recovered. Along with difficulties managing provincial economies, the NDP was wounded by Canada’s constitutional debates. The NDP has historically struggled to present a distinctive social democratic approach to Canada’s constitution. Like its forerunner, the Co-operative Commonwealth Federation (CCF), the NDP has supported a liberal, (English-Canadian) nation-building approach that fits comfortably within the mainstream of Canadian political thought. At the same time, the party has prioritized economic and social polices rather than seriously addressing issues such as the deepening of democracy or the recognition of national or regional identities. Travelling without a roadmap, the constitutional debates of the 80s and 90s proved to be a veritable minefield for the NDP. Through three rounds of mega- constitutional debate (1980-82, 1987-1990, 1991-1992), the federal party leadership supported the constitutional priorities of the federal government of the day, only to be torn by disagreements from within. This paper will argue that the NDP’s division, lack of direction and confusion over constitution issues can be traced back to longstanding weaknesses in the party’s social democratic theory and strategy. First of all, the CCF- NDP embraced rather than challenged the parameters and institutions of liberal democracy.

We arrived in early evening, and around 7:00 p.m. it really clouded up and became so unusually dark that I had to turn the lights on inside the camper to shed the gloom. A little later I noticed a breeze start to blow offshore to the south, but after a few minutes it slowed and became quite still, then suddenly reversed and started to blow briskly onshore.     A Critical Analysis of Apprenticeship Programs in British Columbia by Gregory Matte A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Public Policy Carleton University Ottawa, Ontario © 2020 Gregory Matte Abstract This study examines issues surrounding apprenticeships in the construction industry in British Columbia (BC) during the period of 1993 to 2004, particularly the state of the social settlement amongst its primary stakeholders, namely the government, unionized and non-unionized employment associations and post- secondary colleges. It provides a conceptual framework to research apprenticeships as a skills ecosystem, and to explain why successive provincial governments were motivated to impose significant legislative changes on the vocational education and training system. The findings not only examine the motivation, but also the resulting outcomes, using the different political ideologies as a basis to explain how contrasting stakeholder perspectives shaped both. Based on a combination of structure and agency, the primary stakeholders operated within the confines of institutional structures, extant logics and the limitations of their own perspectives and objectives. This thesis examines how the relationships between apprenticeships, the labour market and the post-secondary education system are coordinated, governed, influenced and shaped in BC, as well as how these same relationships have evolved, including the impact of such changes on apprenticeship programs as a skills ecosystem. The period of 1993 to 2004 was specifically chosen as it was a period of bold political reforms pertaining to trades training within the province by two ideologically opposed political parties.
