BALOY B.A. Honours, Eastern Michigan University, 2006 M.A., The University of British Columbia, 2008 A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY in THE FACULTY OF GRADUATE AND POSTDOCTORAL STUDIES (Anthropology) THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) April 2014 © Natalie J. K. Baloy, 2014 Abstract This dissertation examines everyday social relations in the settler colonial city of Vancouver. Its contemporary ethnographic focus updates and reworks historical and political analyses that currently comprise the growing body of scholarship on settler colonialism as a distinct socio-political phenomenon. I investigate how non-Aboriginal residents construct and relate to Aboriginal alterity. The study is situated in three ethnographic sites, united by their emphasis on “including” the Aboriginal Other: (1) the 2010 Winter Olympics, which featured high-profile forms of Aboriginal participation (and protest); (2) the Mount Pleasant public library branch, which displays a prominent Aboriginal collection and whose staff works closely with the urban Aboriginal community; and (3) BladeRunners, an inner-city construction program that trains and places Aboriginal street youth in the local construction industry. Participants in this research include non-Aboriginal “inclusion workers” as well as non-Aboriginal patrons at the library, construction workers on a BladeRunners construction placement site, and audiences at Aboriginal Olympic events. I explore how my participants’ affective knowledges shape and are shaped by spatial and racializing processes in the emergent settler colonial present. My analysis reveals how everyday encounters with Aboriginal alterity are produced and experienced through spectacular representations and spectral (or haunting) Aboriginal presence, absence, and possibility in the city.

    Time to jump-start the B.C. Forest Service—not bury it By Jim Stirling The British Columbia Forest Service is on a death watch. The organization charged with managing the publicly-owned forests in B.C. is months shy of its 100th birthday but the prognosis is poor for it reaching that milestone in any recognizable form. What happens next depends on Steve Thomson, B.C.’s minister responsible for forests and the rest of leader—and newly- minted premier—Christy Clark’s new Liberal government caucus. For years, successive provincial governments have turned to the forest service for easy budget cuts. At one point, it was likely some judicious personnel trimming within the organization was justified. But that was in the past and the habit has now become an obsession. In less than 10 years, the government has cut more than 25 per cent of the forest service’s work force and closed half of its district offices, the real presence and public representation at the landscape level. The telling blow to this death by a thousand cuts approach was delivered by Gordon Campbell, just days before he an- nounced his abdication as B.C.’s premier and leader of the provincial Liberal party last October. Campbell’s plan involves re-organization and alignment of five major ministries; forests; energy; environment; agriculture and aboriginal relations. Under this ill-conceived plan, the Ministry of Forests and Range is the Ministry of Forests, Mines and Lands and a new Ministry of Forests, Lands and Natural Resource Operations was created, which Thomson now heads.

The federal government is now requiring communities that receive federal homelessness funding to develop local portraits of homelessness. Communities across Canada have shifted their goals from managing towards ending homelessness. This study explores the most useful way to measure homelessness for developing solutions to it and measure progress on reducing homelessness. Key issues are identified from expert interviews and four case studies. Three methods of homeless enumeration are assessed. Cost and implementation complexity, and comprehensiveness emerge as a major trade-off. Conducting infrequent comprehensive point-in-time counts is the recommended approach, along with establishing locally integrated administrative homelessness management information systems to track trends using administrative data. Also important are considerations of contextualizing homelessness within broader socio-economic trends, measuring dynamics of homelessness such as average duration, and using enumeration results to guide funding priorities.

    Business growth stalls in Vancouver, suburbs thrive Page 1 of 2 Business growth stalls in Vancouver, suburbs thrive Metro grew 230 times faster than city between 1998-2010 BY DON CAYO, VANCOUVER SUN OCTOBER 25, 2011 From 1998 to 2010, the city of Vancouver enjoyed a net dents increase of 83,267 new resi and 50,973 new homes - but added just 46 new businesses. Indeed, Vancouver's 50,666 business licence numbers in 1998 actually declined slowly and unsteadily until 2007 when they reached their nadir of 46,555. Then they crept back upwards to 50,712 - 0.09 per cent higher than where they started 12 years earlier. Meanwhile, the number of business licences in Metro Vancouver increased by 24,530 - a respectable 21 per cent, or 230 times faster than in the city of Vancouver. Surrey alone recorded a net gain of 5,571 new licences, and Langley Township 4,268. The number of business licences doesn't necessarily equate directly to the number of jobs in the city, and Vancouver's employment figures are growing somewhat faster than the number of business licences. Because even though some new business licences are for tiny operations - for example, 30 new street food carts were recently approved - the city still has a lot of big employers (although some of these, such as banks, for example, must have a separate licence for each location). But data from the 1991 and 2001 censuses - the 2011 figures are not yet released - show that Vancouver, though still considered the core of the Metro area, is rapidly losing its regional preeminence as a place where people can find work.
