For the U.S. Air Force, these cuts equate to initial reductions of 16,500 civilian authoriza- tions, with nearly 4,500 coming from Air Force Materiel Command (AFMC). Given the requirement to reduce civilian manpower, the AFMC leadership team undertook a major reorganization to achieve the required reductions while implementing the Office of the Secretary of Defense product support business model, which provides cradle- to-grave weapon system program management. Congress directed the Secretary of the Air Force to have a federally funded research and development center review the proposed reorganization. The purpose of this analysis is to provide an independent review and assessment of the reorganization proposed by AFMC as required by the National Defense Authorization Act for 2012. The resulting assessment focuses on how the reorganization would affect product development (including support-system design) and operations support (depot maintenance and Air Force supply chain opera- tions). In addition, it suggests alternatives and other areas for further AFMC process improvement. The research reported here was sponsored by the Secretary of the Air Force and conducted within the Resource Management Program of RAND Project AIR FORCE as part of the project “Evaluation of AFMC Reorganization.” This monograph will be of interest to all weapon system life-cycle management stakeholders, including members of Congress, congressional staffs, and senior leaders in the U.S. Department of Defense, Air Force, and other services and their staffs. CORE then asked if I were interested in becoming more socially active. I said yes, but I was moving to Kansas City. It took them months to catch up with me again in Kansas City and repeat their question. I again said yes. A few weeks later a field representative was sent to Kansas City to organize those who had showed interest. He called the first meeting in our home. Most who attended were white except for Leon and Orchid Jordan and Larry and Opal Blankinship. Most of us did not know each other, except the Jordans and the Blankinships were well acquainted. The rep insisted we organize and elect officers.

Within a decade of his damningly pessimistic statement, the Wright brothers were routinely puttering through the skies above Huffman Prairie, pirouetting about in their frail pusher biplanes. They were there because, unlike Kelvin, they saw opportunity, not difficulty, challenge, not impossibility. And they had met that challenge, seized that opportunity, by taking the work of their minds, transforming it by their hands, making a series of gliders and, then, finally, an actual airplane that they flew. Flight testing was the key to their success. The history of flight testing encompassesthe essential history of aviation itself. For as long as humanity has aspired to fly, men and women of courage have moved resolutely from intriguing concept to practical reality by testing the result of their work in actual flight. They have enhanced civilian control and clearly delineated the operational chain of command and the responsibilities and authorities of the combatant commanders, and the role of the Chairman of the Joint Chiefs of Staff. They have also clarified the responsibility of the Military Departments to recruit, organize, train, equip, and maintain forces for assignment to the combatant commanders. In your responses to advance questions prior to your previous nomination hearing on July 31, 2001, you indicated that "there are dynamics today different from 15 years ago that may warrant review of some provisions [of Goldwater- Nichols], such as the personnel assignment rules and how we select joint specialty officers." You expressed an interest in exploring these issues to ensure the services have "sufficient flexibility in the management of our personnel resources in a joint environment." Based on your experience as the Assistant Secretary of the Air Force for Manpower and Reserve Affairs, are there specific modifications to the Goldwater-Nichols Act for which you see a need? The Goldwater-Nichols Act deserves credit for creating a strong framework for today’s joint warfighting capabilities. Two decades of U.S. military successes bear witness to this.
