Gulkula Bauxite mining operation A wholly owned subsidiary of Gumatj Corporation Ltd, the Gulkula Mine is located on the Dhupuma Plateau in North East Arnhem Land. The small- scale bauxite operation aims to deliver sustainable economic benefits to the local Yolngu people and provide on the job training to build careers in the mining industry. It is the first Indigenous owned and operated bauxite mine. 3. Gulkula Regional Training Centre & Garma Festival The Gulkula Regional training is adjacent to the mine and provides young Yolngu men and women training across a wide range of industry sectors. I failed in this endeavour. The facts supporting the original theory speak for themselves. Some of the evidence comes from those who stand against the narrative that Aboriginal and Torres Strait Islander Peoples themselves are responsible for the gap between their life expectancy, educational achievement, health and that of others on this continent. -

arts Article Cultural Tourism: Imagery of Arnhem Land Bark Paintings Informs Australian Messaging to the Post-War USA Marie Geissler Faculty of Law Humanities and the Arts, University of Wollongong, Wollongong, NSW 2522, Australia; [email protected] Received: 19 February 2019; Accepted: 28 April 2019; Published: 20 May 2019 Abstract: This paper explores how the appeal of the imagery of the Arnhem Land bark painting and its powerful connection to land provided critical, though subtle messaging, during the post-war Australian government’s tourism promotions in the USA. Keywords: Aboriginal art; bark painting; Smithsonian; Baldwin Spencer; Tony Tuckson; Charles Mountford; ANTA To post-war tourist audiences in the USA, the imagery of Australian Aboriginal culture and, within this, the Arnhem Land bark painting was a subtle but persistent current in tourism promotions, which established the identity and destination appeal of Australia. This paper investigates how the Australian Government attempted to increase American tourism in Australia during the post-war period, until the early 1970s, by drawing on the appeal of the Aboriginal art imagery. This is set against a background that explores the political agendas "of the nation, with regards to developing tourism policies and its geopolitical interests with regards to the region, and its alliance with the US. One thread of this paper will review how Aboriginal art was used in Australian tourist designs, which were applied to the items used to market Australia in the US. Another will explore the early history of developing an Aboriginal art industry, which was based on the Arnhem Land bark painting, and this will set a context for understanding the medium and its deep interconnectedness to the land. -

1 BAB I PENDAHULUAN A. Dasar Pemikiran Bangsa Indonesia sejak dahulu sudah dikenal sebagai bangsa pelaut yang menguasai jalur-jalur perdagangan. Sebagai bangsa pelaut maka pengetahuan kita akan teknologi perkapalan Nusantara pun seharusnya kita ketahui. Catatan-catatan sejarah serta bukti-bukti tentang teknologi perkapalan Nusantara pada masa klasik memang sangatlah minim. Perkapalan Nusantara pada masa klasik, khususnya pada masa kerajaan Hindu-Buddha tidak meninggalkan bukti lukisan-lukisan bentuk kapalnya, berbeda dengan bangsa Eropa seperti Yunani dan Romawi yang bentuk kapal-kapal mereka banyak terdapat didalam lukisan yang menghiasi benda porselen. Penemuan bangkai-bangkai kapal yang berasal dari abad ini pun tidak bisa menggambarkan lebih lanjut bagaimana bentuk aslinya dikarenakan tidak ditemukan secara utuh, hanya sisa-sisanya saja. Sejak kedatangan bangsa Eropa ke Nusantara pada abad ke 16, bukti-bukti mengenai perkapalan yang dibuat dan digunakan di Nusantara mulai terbuka. Catatan-catatan para pelaut Eropa mengenai pertemuan mereka dengan kapal- kapal Nusantara, serta berbagai lukisan-lukisan kota-kota pelabuhan di Nusantara yang juga dibuat oleh orang-orang Eropa. Sejak abad ke-17, di Eropa berkembang seni lukis naturalistis, yang coba mereproduksi keadaan sesuatu obyek dengan senyata mungkin; gambar dan lukisan yang dihasilkannya membahas juga pemandangan-pemandangan kota, benteng, pelabuhan, bahkan pemandangan alam 2 di Asia, di mana di sana-sini terdapat pula gambar perahu-perahu Nusantara.1 Catatan-catatan Eropa ini pun memuat nama-nama dari kapal-kapal Nusantara ini, yang ternyata sebagian masih ada hingga sekarang. Dengan menggunakan cacatan-catatan serta lukisan-lukisan bangsa Eropa, dan membandingkan bentuk kapalnya dengan bukti-bukti kapal yang masih digunakan hingga sekarang, maka kita pun bisa memunculkan kembali bentuk- bentuk kapal Nusantara yang digunakan pada abad-abad 16 hingga 18. -

Barton Deakin Brief: Northern Territory Election 19 August 2020 Overview The Northern Territory election is scheduled to be held on Saturday 22 August 2020. This election will see the incumbent Labor Party Government led by Michael Gunner seeking to win a second term against the Country Liberal Party Opposition, which lost at the 2016 election. Nearly 40 per cent of Territorians have already cast their vote in pre-polling ahead of the ballot. The ABC’s election analyst Antony Green said that a swing of 3 per cent would deprive the Government of its majority. However, it is not possible to calculate how large the swing against the Government would need to be to prevent a minority government. This Barton Deakin brief provides a snapshot of what to watch in this Territory election on Saturday. Current composition of the Legislative Assembly The Territory has a single Chamber, the Legislative Assembly, which is composed of 25 members. Currently, the Labor Government holds 16 seats (64 per cent), the Country Liberal Party Opposition holds two seats (8 per cent), the Territory Alliance holds three seats (12 per cent), and there are four independents (16 per cent). In late 2018, three members of the Parliamentary Labor Party were dismissed for publicly criticising the Government’s economic management after a report finding that the budget was in “structural deficit”. Former Aboriginal Affairs Minister Ken Vowles, Jeff Collins, and Scott McConnell were dismissed. Mr Vowles later resigned from Parliament and was replaced at a by-election in February 2020 by former Richmond footballer Joel Bowden (Australian Labor Party). -

CONFERENCE DRAFT presented at The First Annual Meeting of the International Association for the Study of Common Property, September 27-30, 1990 Duke University, Durham, North Carolina. 2 Marine Tenure in Indonesia's Makassar Straits The Mandar Raft Fishery Abstract Although a diversity of contemporary common property marine resource management systems has been documented in the South Pacific (Johannes 1982, Johannes et al 1984; Ruddle and Johannes 1985; Cordell 1989), the existence and utility of marine cpr practices on the coasts and islands of Indonesia's vast archipelago of more than 13,000 islands have been questioned (Polunin 1984, 1985). This paper reviews developments in one contemporary marine cpr system, the Mandar raft fishery, and briefly relates preliminary findings concerning another, the Balabalangan Islands' fishery. The role of these local resource management practices in regulating access to local environments is reviewed, as are their inadequacies. Both marine tenure systems are alive but under assault: they are being undermined and delegitimized by governmental administrative practices and judicial decisions. Adverse consequences of governmental interventions in these fisheries cprs probably entails diminished welfare of local communities and decreased capacity to limit emerging environmental pressures on local resource -

Men Hunting with Rifles, c. 1959-62 1993.0004.068 Munggurraway Yunupingu (1907-79) Yolngu language group, Gumatj clan, Yirrkala, Arnhem Land Eucalyptus bark with natural ochres In this eucalyptus bark painting, two men with rifles are depicted hunting wild emus in Arnhem Land in northern Australia. At the top of the piece is a watering hole and an emu eating berries (livistona Australis), known locally as “emu food.” In the background the artist has painted clan patterns of diamonds and crossing lines. Using yellow, red, black, and white ochres, this painting is most likely about Macassans and their influence on Aboriginal culture in Arnhem Land. The main subjects are colored with yellow ochre, while all of the pigments are used for the clan patterns which cover the background. In the height and rise of Aboriginal art in Arnhem Land, Dr. Stuart Scougall and Tony Tuckson commissioned bark paintings from 1959-62 in Yirrkala. The clan designs in this painting are consistent with the Yolngu Gumatj people and the use of eucalyptus bark supports the idea that it is from Yirrkala. It’s likely that this work was purchased by Geoffrey Spence from the mission at Yirrkala at the time of the commissions. It’s unknown whether Spence purchased this work from the artist directly, from the Yirrkala mission, or from Scougall and Tuckson. We do know that Edward Ruhe purchased this work from Geoffrey Spence. Upon examination of this work, it is suspected that the artist is Munggurraway Yunupingu (1907-79) of the Gumatj clan. Born and raised in Yirrkala, Munggurraway was a prominent painter of his time. -

DEBATES – Wednesday 9 May 2018 It seems to be an extraordinary coincidence that the oil and gas reserves are between the two countries. I think that tells us we need to work things out together, not compete for it. How can we mutually benefit from this great resource? Do not forget that if we work this out well between East Timor and northern Australia— those reserves extend further into Indonesia. Indonesia is in need of energy just as we are. The three of us could work it out. There are opportunities for the Northern Territory to position itself well to provide support across the line so we can all benefit from this and open up. If we do that and cooperate, we could all end up in a far better position. There is much to be gained if we work together on this. I am happy to report to members who have an interest in this. I will have further meetings with government tomorrow to see how we progress this. I would like to see more detail about how the Arafura Games could be used to add some greater definition to this particular project, because this project of building a stronger commercial case for better aviation services in the region will be supported if we have a strong focus on the trilateral. Canberra will note it if we are proactive in this. Jakarta will recognise it as well. We need Jakarta and we need Canberra, and the way to do that is to show that we are finding creative ways to work together whether it is through education, the Chamber of Commerce in Eastern Indonesia, or seeking advice of the Australia Indonesia Business Council. -
