However, whilst these initial changes are welcomed, further alterations are recommend as a matter of urgency to ensure that the national security architecture remains fit for purpose. The Government was correct to implement changes to the United Kingdom’s national security architecture but changes are required to ensure that security is not compromised due to unnecessary and avoidable bureaucratic intransigence. The ad-hoc nature of COBR needs to be replaced with a new National Security Operations Centre designed as a hub for operational command and control of missions and crisis management. A full study of the role conducted by National Security Councils around the world should have revealed a model to follow and using the expression ‘National Security Council’ carries implications that are not yet being delivered upon in the UK. The National Security Secretariat should be recalibrated to bring in recognised experts from the private sector. Consulting only with civil servants bypasses outside elements that could bring fresh insight and reduce the politicisation of foreign policy decision-making. The Joint Strategy Board should be retained, strengthened and institutionalised. It should be extended beyond its initial mandate and be incorporated more fully into strategic decision-making on both sides of the Atlantic.

That is no longer the case. Instead, the world is at the brink of a new and dangerous phase - one that combines widespread proliferation with extremism and geopolitical tension. Some of the terrorist organisations of today would have little hesitation in using weapons of mass destruction to further their own nihilistic agendas. Al-Qaeda and groups linked to it may be trying to obtain nuclear material to cause carnage on an unimaginable scale. Rogue or unstable states may assist, either willingly or unwillingly; the more nuclear material in circulation, the greater the risk that it falls into the wrong hands. And while governments, no matter how distasteful, are usually capable of being deterred, groups such as al-Qaeda, are not. Cold War calculations have been replaced by asymmetrical warfare and suicide missions. There is a powerful case for a dramatic reduction in the stockpile of nuclear weapons.     Rhetoric and reality, contradictions in the midst of change: The UK government role at the 2010 NPT Review Conference Kat Barton Acronym Institute for Disarmament Diplomacy Introduction In the UK, nuclear weapons have long been a contentious issue, with the UK’s possession of its own nuclear arsenal attracting a great deal of opposition from the British public and proving to be a constant source of disagreement for politicians. Although the UK is a depository state for the NPT, the role and status attributed to nuclear weapons by successive British governments has prevented meaningful progress towards fulfilling the disarmament obligations designated by the treaty, and long-standing historical divisions have persisted. Most recently, two countervailing developments have been influencing the UK perspective and consequently presented an important backdrop to its position at the 2010 NPT Review Conference. These are: the perceived ‘need’ to renew the UK’s Trident nuclear weapons system, and recognition of the importance of being seen to do more to actively contribute to the nuclear weapons free world that US President Barack Obama has publically endorsed. UK Prime Minister Gordon Brown had also espoused the vision of a nuclear weapons free world in 20081, around the time that opinion-formers in the UK were displaying a renewed understanding of the imperative for a fresh approach to the problem of nuclear weapons. Inspired by January 20072 and 20083 op-eds by Henry Kissinger, Sam Nunn, William Perry and George Schultz, in June 2008 the UK’s ‘Gang of Four’ (Sir Malcolm Rifkind, Lord David Owen, Lord Douglas Hurd and Lord George Robertson) published their own op-ed in The Times of London “Start worrying and learn to ditch the bomb”4.
