There never has been, nor ever w' j II be, a time wh~n raising the interest rates and union-power wage rates and taxes will reduce tha cost of doing business or the selli~ pric.e of products and servIcos. All of th8s.e things con destroy the economy of the country and put millIons of people out of work; but increased costs can never reouce the salling price, and price rises, which ~ inflation, will go merrily on up, up and up.

I am still hoping that sorr.eone will get the message to Mr. Nixon before It Is too late.

In your talking paper for the Attorney General the subject of telephone polls, independent of Teeter, is covered. The amount suggested for a budget is 300,000.

Dr. David Derge has terminated Behavioral Research Associates, the corporate shell used to transfer funds to ORC. BRA has ceased to exist because Derge is no longer serving as a polling consultant to the RNC or the Committee.

Another corporate shell, probably a Delaware corporation, could be set up by Herb Kalmbach. The purpose of the shell is to prevent disclosure of Kalmbach as the source of the funds or of the D.C. Committees used to funnel the money.

Recommendation:

Hugh Sloan will be recelVlng Clem Stone's 1, 000 for 1971 in the next 10 days. To obtain Chairmen and Treasurers for the Comrrrittees to receive the money, White House Staff wives are being contacted.

Discussion with Dean and DeMarco indicates that this is being done at their direction. Torn Evans of ~New York also approves. They argue that there is no other secure place to obtain names quickly.

BACKGROUND

Herb Kalmbach invited eleven businessmen to be your guests for cocktails, dinner, and iliscussion at Camp David -- Aspen. The guests are: Secretary Stans, W. Clement Stone, Jack A. Mulcahy, Richard Scaife, Raymond Guest, Leonard K. Firestone, John Rollins, William Liedtke, Robert O. Anderson, Willard Rockwell, and Herb Kalmbach. The Attorney General is in Oregon or he would be attending.

The guests will have arrived at the Diplomatic Reception room at the White House at 5:00 p.m. today, were then transported to Camp David aboard a ~fuite Top helicopter and given a tour of the Camp David grounds by Commander John Dettbarn. secretary Stans has not bee~ offered the position of Finance Chairman for the 1972 Campaign, but Herb Kalmbach and the Attorney General are moving him toward that position.

SUGGESTED SEQUENCE OF EVENTS

6:45 p.m. Join guests in the living room of Aspen for cocktails. The guests will have arrived at Aspen from Laurel at 6:30 p.m.

7:00 p.m. Proceed to Aspen Dining Room for dinner. The menu you selected yesterday is attached.

Herb Kalmbach called to ask that Robert O. Anderson and Willard Rockwell be substituted for John Olin and Lawrence Lewis for the Camp David Dinner, October 8. The Attorney General approv es of these changes.

Anderson had been cleared by you for the Sequoia trip and Rockwell had been cleared for this Camp David group dinner when it was scheduled for last June.

On the basis of these previous clearances and the necessity to contact these individuals immediately, Kalmbach went ahead and extended the invitations. Kalmbach says he can "disinvite" Anderson and Rockwell if you are strongly opposed, but it will be "very sticky".

The Kalmbach top contributors dinner at Camp David has been approved for Friday evening, October 8, 1971 according to Chapin's office (Dave Parker).

Kalmbach has been instructed that the total number attending the dinner would be eleven. The President, the Attorney General, and Kalmbach are the first three. He believes that Maury Stans should be the fourth, as this would bring him even closer to assuming the role of Nixon Finance Chairman for 1972. Kalmbach requests authority to invite Stans on September 2'. Kalmbach also seeks authority to invite Stone, Mulcahy, Scaife, and Guest. Kalmbach called to report that the Attorney General can­ not attend the October 8 dinner at Camp David for the top contributors.

Chapin's office (Dave Parker) indicates that a possible alternate date is October 29, the Friday evening before the President is scheduled to go to Camp David on October 30.

Neither Kalmbach nor the Attorney General consider it essential for the Attorney General to attend. The Attorney General would like to attend but would not feel insulted if the event went ahead without him, according to Kalmbach.

Recommendation:

That the October 8 Camp David Dinner for top contributors proceed as planned without the Attorney General attending.
