• Philip Adams – Professor, Victoria University • For outstanding research, policy analysis, and leadership in the field of CGE analysis.

• Philip has had a distinguished career as an expert in CGE modeling. He is renowned for his work on the MMRF multi-regional and dynamic model of Australia. His recent work focuses on climate change and he provided significant quantitative support to the influential Garnaut Climate Change Review. He has been active in developing models for other countries, including Denmark, , Oman, South Africa, Taiwan and Thailand, and he has taught CGE modeling to dozens of economists. Philip, with his colleague Glyn Wittwer, were the leaders in hosting the 2015 GTAP Conference in Melbourne. 4 Committee Recommendations

• Antoine Bouët - Senior Research Fellow, IFPRI • For outstanding research, trade policy analysis and leadership in capacity building.

• Antoine was previously awarded the GTAP Research Fellow distinction for the 2005-2008, after which he joined the Advisory Board and was no longer eligible. Since then he has kept working on border protection measurement and providing relevant contributions to the assessment of the economy-wide impact of protection. He was co-chair of the 2014 GTAP Conference in Dakar and he has played an important role in a number of efforts, including AGRODEP, aimed at building analytical capacity in Africa.

5 Committee Recommendations

• Shantong Li – Senior Research Fellow, Devel. Research Center • For outstanding leadership and mentoring in CGE-based research and policy analysis in China.

• Shantong Li is a long-standing leader in the Development Research Center, an economic research agency attached to China’s State Council. She first began promoting CGE modeling in China in the 1980s when market-based economic analysis was just beginning in that country. In 1991, she helped organize the first workshop on CGE modeling in Beijing. Since then, CGE modeling has grown rapidly. Much of the rising talent can be attributed to the efforts of Shantong. In 2011, she organized a workshop to commemorate the 20th anniversary of the first CGE workshop with alumni including Lou Jiwei, currently Minister of Finance in China. Through her persistence, the use of CGE modeling

in China has proliferated and become an important tool for policy analysis. 6 Committee Recommendations

• Khalid Siddig - Priv.-Doz., Humboldt University of Berlin • For contributions to the GTAP Data Base, the GTAP Network, and to CGE policy analysis in Africa.

• Khalid first became involved in GTAP as part of the networks outreach effort to engage with bright young researchers from the region. He is a great success story, having subsequently made important GTAP data contributions including the Israeli and Nigerian I-O tables. He also participated in the World Bank funded GTAP Africa project where he wrote the best policy paper using GTAP, published in Energy Economics. He has used CGE analysis to examine policy issues in , , Nigeria, and . Khalid has also been an invaluable resource in helping bring CGE modelling to the Egyptian policy scene where Khalid has improved Egypt’s data base and provided CGE

training and mentorship for core staff of CAPMAS. 7 Board Vote

• Will Martin - Senior Research Fellow, IFPRI • For his vibrant and brilliant advocacy of global CGE analysis in the fields of agricultural trade policy and development as well as his support of the GTAP community, the shared data base and the network. The committee also wishes to recognize his impressive academic record, as well as his continuing efforts to engage and educate policy makers on key issues in the trade and development arena.
